IP (Indonesian Perspective) is a scholarly journal published by the Department of International Relations, Diponegoro University. Appears two volumes a year, the journal covers broad subject areas ranging from international politics, global security, global political economy, diplomacy and foreign policy, transnational relations, to theoretical debates concerning contemporary global challenges. The name ‘Indonesian Perspective’ implies that all article submissions must meet requirement to connect their analysis to Indonesia foreign relations, either how Indonesia perceives global politics or how global politics affects Indonesia. It is important as part of a systematic effort to develop Indonesian school of IR in the long run. The Editor welcomes manuscript submission from academics, researchers, as well as practitioners around the globe to enhance our understanding regarding how global politics matters for Indonesia and vice versa.

Abstract

Seiring peran dan pengaruh China terhadap banyak negara di dunia semakin berkembang, dipandang perlu untuk memahami bagaimana perspektif China terhadap hubungan luar negerinya dengan negara lain dalam konstelasi politik global. Hasil tinjauan buku ini diharapkan dapat bermanfaat untuk mengeksplorasi tren dan tema baru dalam kebijakan luar negeri China. Selain membuka peluang baru untuk penelitian, buku ini diharapkan dapat menambah wawasan bagi para stakehorlder yang memiliki peran strategis dalam proses formulasi dan kebijakan luar negeri di Indonesia. Buku ini secara spesifik di bagi menjadi tiga bagian. Pertama, penyunting dalam buku ini menjelaskan mengenai isu nasional dalam politik domestik China. Bagian kedua, melihat bagaimana konsep dan kekuatan individu dapat mempengaruhi kekuasaan. Serta, melihat bagaimana interaksi China dengan negara lain baik di kawasan maupun di panggung dunia internasional. Ketiga komponen dalam penjelasan buku ini memberikan gambaran umum mengenai banyaknya perspektif baru tentang interaksi dan aktivitas China dalam formulasi politik luar negerinya dengan negara-negara di dunia.

Abstract

Indonesia has ratified the International Covenant of Civil and Political Rights (ICCPR) and guarantees freedom of religion or belief (FoR). However, violations of FoR in Indonesia remains occur after 2015. This paper analyses this issue using the concept of norms localization which assumes that the implementation of international norms is the main factor that affects Indonesia’s effort to implement the FoR. There is a gap between international norms, that is Article 18 of the ICCPR and the Indonesia’s positive law regulating FoR. In addition, the characteristics of religious demography and religious behaviour of Indonesian people affect the implementation of FoR. As a result, the implementation of the norms by local actors such as the National Commission of Human Rights (Komnas HAM) is diminished. This paper concludes that in implementing the norms the government interprets the social and political context at societal level. The government is oftently forced by certain groups so it could be the potential violator of the FoR regulations that has been agreed upon.

Abstract

This article examines the dynamics of the method local integration of ex-East Timorese residents in the refugee settlement area of Kupang Regency, East Nusa Tenggara Province.The author uses the Functional Theory by Talcott Parsons and the Local Integration concept by UNHCR as set out in Refugee Convention 1951. While related to research method, the author uses qualitative methods with descriptive approaches and secondary data. The results showed that the implementation of local integration of ex-East Timorese was not as expected. This is due to obstacles in every level of the local integration process, both related to legality, economy and socio-culture. Social harmony between local residents and ex-refugees isn’t always become the commitment of the central and regional governments, but requires the role of the informal sector, especially local communities at refugee settlement areas. The process of local integration that is not going well can lead to social conflict in the community.

Abstract

This paper describes the Indonesian government’s efforts in developing Mandalika through the framework of the nation brand ‘Wonderful Indonesia’. This effort is a form of government commitment to make Indonesia the world’s maritime axis. If derived from the tourism sector, it can be interpreted as making the maritime tourism industry a top priority. This is manifested by the launch of 10 Priority Destinations where 8 of the 10 destinations are the maritime tourism industry, one of which is Mandalika which is located in West Nusa Tenggara. The government has made efforts to develop the 3A sector, namely accessibility, amenities and attractions. The development is managed by PT ITDC, a state-owned company engaged in the tourism sector and collaborates with foreign investors. In addition to the development of 3A, efforts were made to promote abroad as a form of public diplomacy and a form of efforts to promote the Mandalika Area in the corridor of the ‘Wonderful Indonesia’ branding.

Abstract

This article investigates Indonesia’s cultural diplomacy in Saudi Arabia through the tourism promotion programs from 2015 to 2018. Cultural diplomacy is aimed to raise awareness about the wealth of Indonesian culture relating to tourism that can be utilized in obtaining the desired outcomes. This article employs the concept of ‘sof power’ and qualitative approach with the technique of data collection by analysing the official documents from the Indonesian Ministry of Tourism, as well as the technique of secondary data collection that analyzes several literatures including books, reports, journals, and related articles. This article argues that Indonesia’s efforts in conducting cultural diplomacy practices in Saudi Arabia through the tourism promotion programs from 2015 to 2018 is involving the cultural elements to the programs that were Islamic-nuanced and recognized as the world’s intangible cultural heritage by the UNESCO.

Abstract

K-Pop has become a global phenomenon embarked by the Korean government as part of its cultural diplomacy, with the help of other elements such as K-Pop Fans. The existence of K-Pop is inseparable from its loyal fan community called fandom. This research thus aims to explore the phenomenon of K-pop fandom around the world and the role it plays in the globalization of K-Pop. The objective of this research is to examine the role of K-Pop fandom as a non-state actor in South Korea’s public diplomacy and in supporting the dissemination of K-Pop as a global culture. This research applies qualitative descriptive method where primary data are obtained through interviews with members of K-Pop fandom in Bali. In addition, secondary data will also be obtained through studying past literatures. Furthermore, this research utilizes the concept of public diplomacy and soft power. In the end, this research found that, K-Pop fandom, plays its role as a referee while the public is the receivers. As a ‘referee’, not only they act as a consumer of K-Pop, but K-Pop fandom also serve as a distributor and producer. The finding of this study is beneficial to understand the significance of non-state actors in the dissemination of ‘pop’ culture as part of public diplomacy as seen in South Korea.

Abstract

The 2001 UNESCO Convention on the Protection of Underwater Cultural Heritage houses countries that have a vision and mission to protect underwater relics. By emphasizing the aspects of cooperation based on notification and reporting, this convention normatively measures the implementation of programs that depend on the capabilities of its member countries as a regime for archaeological relics preservation that sank on the seabed. Until now the Indonesian government has not ratified the convention and even tends to reject it. In fact, Indonesia as an archipelagic country has the responsibility to preserve the legacy of underwater cultural heritage in its sea area. This article analyzes the strategic decision of the Indonesian government to delay ratifying the 2001 UNESCO Convention on the Protection of Underwater Cultural Heritage. The theory of state participation in international organizations suggests that a convention requires commitment from the parties involved to solve global problems. Ratification is needed by the state to be bound by the convention to achieve national interests. In the end the decision not to join the convention was due to its impact which did not provide benefits for the state.
