Abstract

ABSTRACT Asian financial crisis in 1997 marked as a momentum of new cooperation in East Asia especially on financial sector. Several arrangements were established during and after the crisis. In 2000, the ASEAN countries along with China, Japan, and South Korea launched Chiang Mai Initiative (CMI) as a financial assistance through bilateral swap agreements among members. This achievement shows the changing foreign policy of China since its rejection of Asian Monetary Fund (AMF) proposed by Japan during the crisis. This changing behavior of China is related to its relative position compared to Japan’s at that time. Due to that, Japan in this case remains as the key factor of China’s foreign policy decision making in East Asia. Using rational actor model and the concept of national interest, this research aims to analyze the changing foreign policy of China by joining CMI as its response to Japan. Abstract

ABSTRAK This article describes the efforts of the European Union to promote Roma social integration in Romania since 2010 until 2014. Under descriptive-qualitative approach, this study mostly uses literature study technique. Conceptual framework that used are ethnicity, social discrimination, positive action and social integration promotion by international organization. The result of this research shows that European Union promotes Romania’s Roma social integration by providing positive action design, funding and giving administrative capacity support. Abstract

ABSTRACT Nowadays, every country in order to fulfill their national interest, they will not only focused on their military or economic power but also their cultural influence. The cultural aspect is viewed as one of power sources that have great influence. Japan is one of the countries that regularly do cultural diplomacy. Japan believes that cultural approachment could build a good relations between Japanand other countries. Recently,Japan’s cultural diplomacy tend to use it’s pop-culture such as manga, anime, fashion, cosplay or Japan’s popular music. One of Japan’s cultural diplomacy activities that using Japan’s popular culture is World Cosplay Summit (WCS). This research aimed to described Japan’s cultural diplomacy activity that using Japan’s popular culture to strengthened Japan’s positive image through WCS event that held in Nagoya in the year of 2003-2014 with refer to elements from soft power currencies concept. Abstract

ABSTRAK Kiribati is a small country with low lying islands that is in danger of being completely flooded within 60 years because of the rising sea level. It has been predicted that the islands of Kiribati will not inhabitable anymore in 30 years from now. Despite of the environmental problems, Kiribati is also encountering an extreme poverty and unemployment problems. The iKiribati have no choice but to migrate to another before Kiribati becomes uninhabitable. The government of Kiribati has announced a policy called “migration with dignity” to prepare the migration of iKiribati. Australia help Kiribati by granting a scholarship program to iKiribati which allows them to study nurse in Australia. This research is concerned with how the KANI’s program could help prepare iKiribati migrate  by using the Human Capital Theory and the foreign aid concept. Abstract

ABSTRAK Environmental issues become primary agenda in international relations. This research took a case study related to the environment and the role of non governmental organization. The case study is the role of the Green Belt Movement in efforts to conserve forests in Kenya from 2007 to 2014.The Green Belt Movement is an organization that drives grassroots society, especially rural women in Kenya for the forests conservation by planting trees. This movement originated from problems of rural women in Kenya to get firewood and water to cook. One of the causes of the scarcity of firewood is deforestation. This organization supports society to keep a sustainable environment and became a local initiative that thinks globally with regard to the principles of local empowerment of the community and for the community. Abstract

ABSTRACT This research analyzes the rationale of Papua New Guinea’ decision to collaborate with Australia in PNG Solution policy, that has drawn a considerable amount of critiques. This research adopted the qualitative method, and aimed at interpreting distinctive feature of PNG Solution based on emerging facts. In addition, the secondary data generated for this research is obtained from literature review as well as online research. Furthermore, this topic is selected based on the fact that Papua New Guinea withdrawal from its commitment to ‘seven reservations’, which is initially submitted by Papua New Guinea itself in order to ratify the 1951’s Refugee Convention. Thus, according to the result of this research, it is indicated that Papua New Guinea’ visions and missions in Alotau Accord 2012 is paralleled to the benefit gained from PNG Solution. Additionally, this particular decision also correspond with two concepts Rational Actor Model and National Interest, which has been adopted for this research, and therefore is a rational decision based on Rational Choice Theory. Abstract

ABSTRACT Cambodia, as one of the countries that have ratified the 1972 UNESCO Convention Text has a famous World Cultural Heritage is Angkor Wat. As one of the World Cultural Heritage belongs to Cambodia, Angkor Wat has experienced variety of problems from lack of attention and management that lead to various problems for the continuity of Angkor Wat as a World Cultural Heritage site. To prevent further damage, UNESCO as an international organization to perform its role and together with the Government of Cambodia form two pieces of documents of cooperation. In 2009-2010 formed Cambodia-UNESCO country programming document which through this document plan framework further to protect Angkor Wat, namely Heritage Management Framework that formed in 2010-2013, established by UNESCO, the government of Cambodia and Australia. Heritage Management Framework provides a variety of management strategies and policies that are effective in the protection of Angkor Wat. This study aims to describe the role in the protection of Angkor Wat UNESCO as a World Cultural Heritage. This study use the concept of the role of UNESCO and the World Cultural Heritage. Abstract

ABSTRACT Japan International Cooperation Agency (JICA) in particular has taken an important role in regards with supports for conservancy initiated by developing countries. The current research discusses JICA’s role in the revegetation of critically barren land of Balinese Mt Batur’s caldera during the period of 2012-2014. Revegetation is one of responsive attempts to rebuild barren ground with relevant procedures in a way the disturbed land returns to its naturally economic and social function for the society. Qualitative research method was used in the present study with secondary data collected from books and the web that provides description of conservancy roles of development agency. The findings shows that throughout its revegetation projects JICA has successfully repaired the eroded land. The rewilding projects have also been aiming at sustainable development as planted trees absorb water and therefore provides sustainable natural resources for the society. Abstract

ABSTRACT Uncontrolled whaling is an international issue. This causes a reduction in the world's whale population. Most whale populations in the world are spent by whale hunters. Iceland is a country that still engages in commercial whaling until now even though it has become a member of the IWC. The IWC as a whaling regulation organization is unable to stop commercial whaling by Iceland. This inability led to other international organizations that took part in efforts to stop commercial whaling in Iceland, one of which was IFAW. In an effort to stop whaling commercially in Iceland, IFAW has several strategies. This study aims to find out how the IFAW (International Fund for Animal Welfare) strategy stopped commercial whaling in Iceland in 2010-2017. The concept used in this study refers to the ENGO strategy proposed by Rieteg. This study uses descriptive qualitative methods. The analysis technique used is descriptive qualitative by describing the results of the study in narrative form. The results showed that there were two strategies that IFAW could use in its efforts to stop whaling in Iceland, namely outsider strategy and insider strategy. The outsider strategy was carried out with the Meet Us Don't Eat Us campaign and used international pressure to urge Iceland's commercial whaling policy to be stopped. Meanwhile, the insider strategy was carried out with IFAW's collaboration with local politicians and cooperation with the UK in the IWC meeting to reveal vote buying.
