Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This article tries to offer a new ontological perspective to scrutinize ASEAN as a form of 'compartmentalized regionalism'. In contrast to the general view of ASEAN diplomatic practitioners and academics who see the history of ASEAN as an evolution of a regional project that in the political and security dimension becomes a multidimensional regional region through 'widening and deepening', the idea of 'compartmental regionalism' replaces the development of ASEAN as the development of two separate regionalism projects in a single entity. Both regionalism projects have different settings, supplemented by different actors, and work based on differing logic. Thus, the development of ASEAN should not be seen merely as 'widening and deepening', but as the development of two different regionalism projects and the complex interaction between the two.

Abstract

The concept of Liberal Peacebuilding is often associated with the failure of pushing liberalisation in war-torn failed states: the practice of liberal peacebuilding as a liberal project instead of a peacebuilding effort. The essay starts with breaking down the basic premises of a liberal peacebuilding and its ideological drive. Then, it identifies and evaluates the critics and alternatives to liberal peacebuilding. The essay sees that the implementation of fixed standard peacebuilding packages in vastly different scenarios and countries is the consequence of practicing liberal peacebuilding as a liberal project. This essay argues that liberal peacebuilding is worth saving if it recognises itself as an unfinished project, and instead advocates peacebuilding efforts that are more concentrated as a (and in showing) technical solution rather than an ideological impulse. As such, the essay proposes the prioritisation of maintaining stability in a post-conflict state, through concentrating on ensuring the specific case-per-case technical solutions, often which is attributed to institutional foundation to ensure the deliveries of collective aims and interests of local society.

Abstract

The paper is a review article on how recent International Relations (“IR”) literature perceives the Roman Catholic Church. It attempts to show how the actorness of the Church is being represented on IR literatures written especially at post-Cold War era. The time frame is chosen because attention towards transnationalism and its corresponding actors has only emerged from that period of time, thus enabling scholarly discussion on religious actors. Firstly, this article is going to trace early mention of the Catholicism and IR. Then, it is going to explain how current IR scholars analyse the Church. It is found that majority of current discussions are based upon the underlying assumption that Vatican City State, the Holy See, church network and Catholic NGOs exist as different entities. Next, the article is going to highlight recent developments which attempted to suggest the Church as – perhaps – a multi-layer being, contrary to what is currently believed. Using the logic borrowed from Catholic theology, I am offering a synthesis of the Church as a multifaceted actor, not unlike the unitary state as understood by classical realism. Therefore, this review article can also be seen as a challenge towards the collective understanding, or lack thereof, about one of the oldest surviving global political actors, the Roman Catholic Church.

Abstract

The Chinese government has finally committed itself to reducing carbon emissions after having for years refused to limit its energy consumption levels due to industrialising efforts and economic development needs. The primary reason behind the policy change is the severe, life-threatening environmental damage resulted from industrialisation processes. The Chinese government has now set out strategic measures to safeguard its energy security by harmonising its climate change and economic policies. This is done to achieve carbon emission reduction through energy conservation and green economy development by developing renewable energy such as nuclear energy, hydropower, wind power, solar power and other undiscovered alternative energy sources. The actions taken by the Chinese government are based on existing international norm, namely those stipulated by the climate change regime which in turn formulate China's identity as a responsible country in the collective efforts to reduce carbon emissions. Operating on the basis of climate change norms, China interacts with other actors within the international structure to gather variegated knowledge on the issues at hand. With this accumulated knowledge as guidance, China enacts strategic-instrumental and resources-instrumental deliberations in its commitment to reduce carbon emissions.

Abstract

This article discusses Indonesia's participation in UNIFIL MTF, as a way for the country to exercise its naval diplomacy. Using Ken Booth's theory of naval diplomacy as analytical framework and employing the Soft System Methodology model, this article seeks to explain Indonesia's motives for joining UNIFIL MTF, namely the maintenance of the world peace as stipulated by the country's constitution and concomitantly, Indonesia's interest to enhance its global role as middle power. The application of naval diplomacy and Soft System Methodology in this article provides a theoretical and methodological-informed analysis in scrutinising Indonesia's participation in international peacekeeping operation. By doing so, this article attemps to fill the lacuna in the existing body of works which commonly neglect the theoretical basis and/or sound methodological framework in their observation and evaluation concerning the topic at hand. The article finds that Indonesian maritime task force in UNIFIL MTF has flexibility, mobility, projection ability and access potential to carry out Indonesia's diplomatic agenda. However, Indonesia still needs to consider improving the capacity of its maritime task force in order for it to function as maximum signifier for Indonesia's prestige and foreign policy commitment.
