Abstract

The Bela Beli Kulon Progo policy is a policy that inspires the enthusiasm and spirit ofKulon Progo Regency residents to improve their welfare. Through the slogan madhepmanggep dandruff banyu banyune dhewe which was originally a concern He KulonProgo see the conditions around him. Why not just to drink the public must consumebottled drinks originating from foreign countries where national companies worktogether with foreign companies to produce bottled drinking water. To prevent thedependence of the community on foreign products related to bottled water, He KulonProgo made a policy related to Bela Beli Kulon Progo with a program to produce bottled water in the My Water brand produced by PDAM Tirta Binangun which is aBUMD owned by the Kulonprogo Regency Government. The consumption of drinkingwater in Packaging in Kulon Progo Regency has recently reached 6 million litters permonth. So the Kulon Progo Regency government wants to take most of the bottleddrinking water market so that the production of drinking water can be met by PDAMTirta Binangun. He felt that this market was very potential to become a place for PDAMTirta Binangun to sell its products.

Abstract

The purpose of this study was to study and analyze the implementation of the transferof management functions for secondary education in Central Java Province, using adescriptive analysis research design with a qualitative approach. The method of datacollection is done by observation, open interviews and analyzing documents. Theanalytical tool in this research is the model of policy implementation proposed by(Smith, 1973), namely there are four important components in the policyimplementation process: (1) ideal policy, (2) implementing organizations (3) targetgroups (4) environmental factors. The results showed that the transfer of themanagement function of secondary education in the Province of Central Java has notrun as expected, this is because the Policy dimension is implemented as aspired(Idealized Policy) has not been fully implemented, especially the Scope sub-dimension,namely aspects funding for the implementation of education is still not fully submittedto the Province, the aspect of asset transfer is still constrained between the district /city government, the Provincial Government and the owner of the foundation, the rangeof control is quite wide because the geographical location of the province of CentralJava is quite extensive with the number of districts / cities that are the largest is 35(thirty-five) districts / cities.

Abstract

This research is entitled The Role of the Camat in the Settlement of Social Conflictsthrough Local Wisdom in Katobu District, Muna Regency, Southeast Sulawsi Province.This research is motivated by the authors' interest in examining the problems that ariseregarding the Role of the Camat in Settling Social Conflicts through Local Wisdom.The research method used in the preparation of this thesis is a qualitative researchmethod with a descriptive approach. Data obtained through data collectiontechniques: observation, interviews, and documentation. The results of this studyindicate that local wisdom has been used by the Katobu District Head in the resolutionof social conflicts in Katobu District, Muna Regency, Southeast Sulawesi Province.Local wisdom that is often used by the Katobu District Head in resolving SocialConflicts includes: Negotiations have been carried out through mutual consultation,Mediation has been carried out through the Kabali Tradition which is a tool to createharmony and peace, Arbitration is not carried out because the conflicting communitywants the resolution of the conflict through mutual consultation

Abstract

The study, entitled the role of the Board of Trustees in improving drinking waterServices to the public in Tangerang Regency of Banten Province. Motode research isqualitative research methods, with the determination of purposive sampling techniquethrough informants and accidental sampling. The results of this study concluded thatthe performance PDAM Tirta Kerta Raharja in serving drinking water on thecommunity in not optimal. Hence the importance of the role of the Board of Trusteesin conducting surveillance, control and management of the management and coachingagainst the PDAM in order to improve drinking water in communities in. As for therole undertaken by the Board of Trustees PDAM Tirta Kerta Raharja in improvingdrinking water services to the public are: first, the role of oversight namely conductingsurveillance against the implementation of the work programme in the entire instanceof PDAM. Second, the role of control i.e. ensure what has been planned can beimplemented properly. Third, the role of coaching that is doing the briefing, givingencouragement and motivation to the directors and the ranks of PDAM Tirta KertaRaharja. Fourth, the role of the liaison providing explanations, considerations andsuggestions to the Governors before taking a decision with regard to the managementof waterworks undertaken by the Board of Directors. Fifth, the role of the evaluatorthat is assessing the performance of Directors and reports made the Board ofDirectors.

Abstract

This research aimed to analyze the aparraturs capacity in village government and thestrategy of Badan Pemberdayaan Masyarakat dan Pemerintahan Desa (BPMPD) inincreasing the aparraturs capacity in village government, especially related tomanaging village’s fund in Sumbawa Residence. This qualitative research useddescriptive research method with inductive approach. The data gathering techniqueswere interview, moderate observation, questionnaire, and document. The researchresult was analyzed by data reduction, data display, conclusion taking, and SWOTanalysis and litmus test to determine the strategy which will be done. Based on theresearch results, it could be concluded that : 1) The aparraturs capacity in villagegovernment related to village’s fund management in Sumbawa Residence was low. 2)the strategies used by BPMPD in Sumbawa Recidence in managing the village’s fundwere : a) creating competent basis of raising village government’s aparraturs; b)giving reward and punishment; c) conducting cooperation and coordination withgovernment from other residences through sharing budget; d) conducting founding andevaluation of village government’s aparraturs performance. The recommendationwhich was given based on the research result was paying and giving attention to thestrategies based on those research results as the strategies to increase the capacity ofvillage government’s aparraturs by BPMPD in Sumbawa Residence.

Abstract

The purpose of this study was to analyze the effect of asset inventory, quality of humanresources and leadership commitment to the quality of financial statements byoptimizing assets as a mediating variable. This research was conducted at SKPDwithin the scope of Taliabu district government with a focus of research on the Headof SKPD, Head of Planning and SKPD Asset Management at 39 SKPD and RegionalAsset Management Field with 117 samples and the sampling method is the censusmethod. Data sources using questionnaires and data analysis techniques used are thePartial Least Square (PLS) approach using Smart PLS 3.0 software. The resultsshowed that asset inventory and leadership commitment had a significant effect onasset optimization, but the quality of human resources had no significant effect. Inaddition, asset inventory, quality of human resources, leadership commitmentsignificantly influences the quality of financial statements and have a significant effectthrough asset optimization.

Abstract

This study sought to elaborate on the management of funds for the nagari communityempowerment program, the factors that influence it, as well as the efforts made by thenagari government. The method used in this research was descriptive qualitative andthe data collection method were through interviews, documentation, observation andtriangulation. Data were analyzed using data reduction techniques, as well as a datadisplay, SWOT analysis and Litmus Test. The results showed that the nomination ofempowerment programs were very minimal. Inhibiting factors included a lack ofoversight and advisory functions, the lack of skills/qualifications of nagari apparatus,lack of technological facilities, low community initiatives, as well as the low level ofpublic confidence on government. While the supporting factors, namely the largeamount of fund that recieved, efforts to increase the empowerment program in line withthe priority programs of the South Pesisir Regency, the documents that includeactivities RKPNagari empowerment, and the homogeneous structure of society bringhopes for improving empowerment program. Nagari government has made severalefforts, namely socialization, providing technological devices independently, theinitiative to make coordination with the regency government.

Abstract

This study aims to describe how Empowerment of Beef Cattle Breeders by the LivestockService Office of Bone Regency, South Sulawesi Province. The study was conductedthrough direct observation in the field to extract data through interviews and supportedby relevant literature reference sources to analyze data findings. This research usesdescriptive qualitative method with inductive approach. The author uses the theory ofAdisasmita (2006: 35), community empowerment is an effort to utilize and managerural community resources more effectively and efficiently, with indicators of inputaspects, process aspects, output aspects. The results of this study indicate that basedon the indicators of community empowerment proposed by Adisasmita, theEmpowerment of Beef Cattle Breeders by the Animal Husbandry Department of BoneRegency is not optimal because there are several obstacles in the communityempowerment.

Abstract

The purpose of this study is to describe and analyze the synergy of the RegionalGovernment Budget Team (TAPD) of West Sulawesi Province and the DPRD BudgetBoard in the process of preparing and determining the West Sulawesi Province APBDso as to achieve success in subsequent budget years, to describe and analyze the factorswhich is an obstacle in the formation of synergy in the process of drafting APBD inWest Sulawesi Province 2017 Fiscal Year and to describe and analyze the efforts madeby the Regional Government Budget Team (TAPD) of West Sulawesi Province and theDPRD Budget Board in the process of drafting APBD in West Sulawesi Province FiscalYear 2017. This type of research is qualitative. The sampling technique uses purposivesampling. Data collection techniques using observation, documentation, semitructuredinterviews, and triangulation techniques. The results of this study are the process ofpreparing and determining the West Sulawesi Province APBD in 2017 that there is stillno good synergy between TAPD and the DPRD Banggar, so this affects the quality ofthe West Sulawesi Province APBD in 2017. Factors that support or hinder theformation of synergy in the process of drafting and APBD determination in WestSulawesi Province 2017 Fiscal Year is an element of interest from both the regionalgovernment and the Regional Representative Council (DPRD), the program prioritiesagreed upon by the Regional Government Budget Team are not in line with theprogram priorities desired by the DPRD Banggar.

Abstract

This study uses a qualitative paradigm with descriptive research type. Informants weredetermined by purposive sampling method with qualitative data analysis. The resultsshowed that the Management of Bung Karno Gelora Complex Area which has beenmanaged by the Managing Directors responsible to the Bung Karno ComplexManagement Agency (PKKGBK) still has some fundamental obstacles such asinstitutional aspects that are full of causing patron clients, aspects of work area whichare in line with the working area of DKI Jakarta Province, aspects of funding that cancome from local governments but regional governments cannot intervene in regionalmanagement policies, as well as overlapping spatial and regional governance aspects.The future management of the Bung Karno Gelora Complex Area can be done in 2(two) ways that are taken in stages. The first stage can be done by building institutionalcoordination between central and regional institutions whose financial managementcan be done cost sharing and revenue sharing. When a coordinating institution hasbeen formed, it can move forward with the establishment of functional decentralizedgovernment institutions by giving authority to stakeholders using GBK services aspracticed by several developed countries in the management of special areas.
