Dr. Saiful Anwar Malang is a state hospital has done it is job and function, but in 3rd class of pavilion room, the number of patient decrease dramatically. It is concerned with quality of this hospital. To answer this problem, research was done using Quality Function Deployment (QFD). Quality Function Deployment is a tool which design some needs include customers represented as a voice of customer and including some competitions and also groups some activities that usually called affinity graphic ang getting a benchmarking for it is competition. From the result analysis can be showed that main attribute for patience is a accuracy. And from House Of Quality can be found that getting a periodic meeting to evaluate this hospital and also increase a service can be made 20 concept

Abstract

Performance measurement system is a critical component of a management system. Unfortunately, the success rate of performance measurement system implementation is relatively low. Even from the implementation categorized as success,  only few of them are effective. Dysfunctional behavior is one of the factors that makes the implementaion of a performance measurement system is ineffective. This paper tries to  elaborate the dysfunctional behavior of employees in performance measurement system implementation. Three examples of dysfunctional behavior cases are presented. Finally, the paper tries to propose some methods for reducing dysfunctional behavior. The three cases show that the alignment of incentive system to performance (performance related pay scheme) and the fear of unable to meet performance target have driven employees to behave dysfunctionally. The cases also show that gaming and biasing  are two forms of dysfunctional behaviour practiced by employees. To reduce dysfunctional behavior the paper proposes three methods, namely: reducing the proportion of incentives tied up to performance, implementing the appropriate KPIs, and utilizing counter measures..

Abstract

MPLS is a work plan that was given by IETF to repair work performance of IP network. Label switching label using forwarding mechanism which has connection oriented  characteristic make this technology become routing technology for future guarantec QoS with better service level. This is  supporting using a protocol signals for TE-MPLS to maximize network performance balancing the network stressing with distribution that fixed on classes, queuing, and traffic schedule. This research is an analysis of TE-MPLS mechanism to design MPLS network with RSVP-TE daemon that is called emulator MPLS. This analysis used generating 2 different kinds of protocol traffic, UDP, and TCP. The measurement could be concluded that there was an efficience of MPLS network in group joint of protocol UDP network about 18,6 % for channel that is similar with traffic 2 KBRS, 3,4 %, 1,5 %, and 5,6 % for channel similar with traffic 4,8 and 16 KBRS for flow variation of MPLS network data increase 464,2 %, 479,5 %, 518 %, and 2638,5 % for each channel. The time that was needed for TCP protocol transmition of MPLS network showed efficiency 2,9 % and bit rate of MPLS increase about 0,66 %.

Abstract

Support vector machines (SVM) is a robust method for  classification problem. In the original formulation, the dual form of SVM must be solved by a quadratic programming in order to get the optimal solution. The shortcoming of the standard version is as the classification problem is getting larger, the high computing time is needed. Cross entropy (CE) is a newly discovered optimization method with two main procedures: generating data samples by a chosen distribution, and updating the distribution parameters due to elite samples to generate a better sample in the next iteration. The CE method has been applied in many optimization problems with satisfying result. In this research, CE is applied to solve the optimization problem of Lagrangian SVM for faster  computational time. This method is tested in some real world datasets for classification problem. The results show that the application of CE in SVM is comparable to standard SVM in classifying two class data in terms of accuracy. In addition, this method can solve large datasets classification problem faster than standard SVM.

Abstract

It is a follow-up research to discover water hyancinth wall panel building material characteristic (emen wall). Previous study found this material fulfilled the standard of PUBI 1982, SNI 03-6861.1-2002, and ASTM C423-90a in physically,  mechanically, acoustically, and burning endurance. Furthermore, the material will be evaluated through flexure test. Object test, which is a block board in 56X35X7 cm, will be burdened in interval of 100 kg until collapes. Then, deflection will be recorded based on the effective burden. This  examination will emerge average devition ductility factors in amount of 15.04 and average flexure ductility in amount of 17.10. Refers to Park and Pauly (1975) water hyacinth wall panel (emen wall) collapsing type is ductile.

Abstract

The company ‘X’ plans to build a new coal terminal as the  strategy to take over the infrastructure and improve the service level for the customers. This idea was triggered by the  projection of future local demand due to the Mega Project (10,000 MegaWatt) and the financial capability of the company are also became the background of developing the new coal terminal. The objective of this research is to analyze the performance of distribution system with the developmentof new port and stockpile. The performance measure are reliability, cost, responsiveness, and flexibility of the distribution system. The main methods using in this research are system modelling and simulation. The first step for doing this research is developing existing distribution system model and the new model (with port and stockpile). Running the simulation of that model was done by designing the two scenario, i.e. using the fixed demand of product from PLTU and increasing of demand of products doe to the development of new power plant. The results from simulation and performance measurement for both distribution model show that the founding of new coal terminal for the company will affect positively to the performance of its distribution system.

Abstract

Submerged Arc Welding is a welding process used for  fabrication of pipes, for example spiral welded pipes. The technique can be operated automatically and has a high reliability in many various welding aplication. Some factor affecting the strength of weld metals are heat input, current, chemical composition of filler and flux, welding speed and cooling rate. The purpose of this thes is is to obtaine microstructure containing acicular ferrite which give high strength and low hardness of the submerged arc welded pipes.Material used in this experiment was API 5L X-52 spiral welded steel pipes, Welding was carried out using voltage of 35 volt, welding speed of 13,67 mm/s whereas heat input was varied, namely 2,059 kJ/mm, 2,123 kJ/ mm, 2,187 kJ/mm, 2,252 kJ/mm and 2,316 kJ/mm. A series of mechanical  properties test were carried out including hardness and tensile test. The result show that, an increase in weld heat input make increased the tensile strength but the hardness number  decrease.

Abstract

Knowing that success in the implementation of the strategy implemented by management to achieve the vision and mission that has been established, it would require an appropriate measure of performance using a design with two Spencer competence perspectives measurement comprehensibly and integrated that is in each criterion is expected to concretely describe the performance of the company and can be used as a measure of judgment in the provision of incentives. This study aims to support the decision to give incentives to the grup of employees with competency-based Spencer and Analytic Hierarchy Process as a weighting in the decision-making strategy to improve company performance. Based on the results of performance measurement in companies using the Sakti PT.Biru Spencer and Analytical Hierarchy Process can be concluded that the employee grup A has a value of 3.516 of performance achievement., grup B has a value of employee performance achievements 3.059, grup C has a value of employee performance achievements 3.138, grup D employee has a value of 3.57 and the achievement of performance grup E employees have a value of 3.563 of performance achievement. The results of measurements of the performance of each grup of employees by using the method of Spencer and AHP, are known to facilitate the performance of each grup and the management in providing the right incentives, the amount of incentives that should be given to each work grup performance based on achievement during the first 3 months in 2009, where employee grup B the highest incentives of Rp 6,153,907, -, grup D employees of Rp 6,113,469, -, grup of employees amounting to Rp 5,845,617 A, grup C of Rp 3,669,158 employees and employees of grup B of Rp 3,217, 850

Abstract

Result of analysis show the carrying out of training and education very good with rate score 227,8. rate of employee performance very good with rate score 226. Result of regression analysis show traiming and aducation influenced to performance employee with coefisien regression value 0,911. Coefisien determination value 0,644, show that training and aducation influence to employee performance 64.4 %. Resercher suggestion, Muhammadiyah University of Malang should maintain and increase the employee performances.

Abstract

Small industries is once of the informal sector that can solve employee’s problems. The small industries main problems in indonesia is unknowledgeable. This point is the importantweakness of the small industries in Indonesia. For this purpose, it needs institutions to make the small industries in Indonesia knowledgeable with knowledge transfer program. One of the institution is university. University as the center of knowledge, have to does the knowledge transfer effectively. Based on this problem, it needs to build the effectiveness of knowledge transfer model. This paper is a begining research that has a purpose to build the model of knowledge transfer from University to Small Industries. As a beginning research this paper uses literature study for building the model and interview for validating. Based on literature study, the  conceptual model was built from 6 (six) dimensions as key factors of knowledge transfer (endogenous variables) (characteristics of university, characteristics of small industries,characteristics of media, characteristics of knowledge,  characteristics of environment and the effectiveness of knowledge transfer) and 29 exogenous variables. The model was validated by enterviews with expert from Trunojoyo University and the owner of Small Industry in Bangkalan. From validating, the model was built from 6 endogenous variabels 26 exogenous variables.

Abstract

Small Medium Enterprise (SME) such as in Manyar District have 45 furnaces of burning with different capacity. In this area, product quality often not be concerned, many customers are complaint regarding to the its quality which contentration of CaO doesn't meet to user requirement. This research proposed to produce zerro defect and customers satisfaction oriented with integrated quality function deplyoment and taguchi method in six sigma model. This research is done by defining, measuring, improving, and controling stage. By integrating Quality Function Deployment (QFD) and Taguchi into the DMAIC model from six sigma concept obtained: 1) Product quality improvement is accordance with customer need and expectation, 2) More robust for noise, 3) Improved CaO concentration, 4) Quality improvement can be done as sustainable cycle of DMAIC
