Abstract

The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached.The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

Abstract

In the constellation of the 2019 presidential election, there is something very interesting. Prabowo's camp quickly announced his vice-presidential candidate but Jokowi did not immediately announce his chosen vice-presidential candidate. Even until the last moment, Jokowi let the issue of the vice-presidential candidate rolling in the community. Unexpectedly, Jokowi chose a man who was never included in consideration of public. Jokowi's choice also made several names with the initials M as stated himself that his chosen vice-presidential candidate was M. Surprisingly, he announced that his chosen vice-presidential candidate was Ma'ruf Amin, a senior cleric and Chairman of the MUI (Majelis Ulama Indonesia). The issue of Ma'ruf Amin's selection in this study focuses on social exchange theory from Richard Emerson and the concept of political marketing from Jennifer Lees, especially the MOP (Market Oriented Product) model with a qualitative multimodality approach. Data were analysed using a visual text analysis to dig deeper into Jokowi's non-verbal meaning by deciding to choose Ma'ruf Amin as a vice-presidential candidate. The data were photos of the nomination of the presidential and vice-presidential. The findings of this study are that the election of Ma'ruf Amin is the most appropriate and accurate choice to defeat Prabowo. By choosing Ma'ruf Amin, Jokowi won before competing against Prabowo. Ma'ruf is a symbol, means, and source of Jokowi's victory

Abstract

Batik Semanggi is one of the typical batiks in Surabaya which has economic value for the community. However, the competitiveness of the clover batik business is relatively low. This study aims to identify the internal environmental conditions (strengths-weaknesses) and external (opportunities-threats) of the clover batik craftsmen as the basis for formulating a strategy to increase competitiveness. The study used a qualitative approach with data collection techniques focus group discussions (FGD), semi-structured interviews, observation and document collection. Informants were determined using a purposive method. The data analysis uses interactive models and SWOT analysis. The results showed several strengths that can encourage the floating of clover batik, namely the ability to make a capable batik, iconic distinctive motifs and organic batik technology. The opportunities that arise, namely export opportunities, support of the city government, support of other elements of society, and online marketing opportunities. While weaknesses include the number of craftsmen, low online marketing capabilities, motives not yet registered as intellectual property rights, limited production, and marketing volumes, traditional tools, and low capital. The threat that arises namely, the emergence of other motifs as a competitor batik, and batik printing production that offers cheaper prices with a larger production scale. The map of strengths and weaknesses and threats above are very useful as a material for formulating strategies in empowering clover batik craftsmen.

Abstract

This study aims to analyze and describe the implementation of recruitment and selection of village officials in Sidoarjo Regency as well as supporting and inhibiting factors for the implementation of recruitment and selection of village officials in Sidoarjo Regency. The research method uses descriptive research with a qualitative approach. Data collection is done by observation, interviews, and documentation with informants. Data analysis techniques using the theory of Miles & Huberman, namely data collection, data reduction, data presentation, and conclusions. The results showed that the implementation of the recruitment and selection of village officials in Sidoarjo Regency had been carried out in accordance with regulations where the registration and selection process was carried out in each village and the online selection process using a computer. The formation of the recruitment and selection committee for the village apparatus was carried out through a meeting led by the Village Head, but the condition of the facilities and infrastructure in the recruitment and selection of the village apparatus in the village was inadequate because participants were required to bring their own laptops. Communication has been carried out well by the parties, namely through socialization. Supporting factors and obstacles to the implementation of recruitment and selection of village officials in Sidoarjo Regency, namely supporting factors consisting of SOPs have been implemented well. While the inhibiting factor is the implementation of the online selection of village equipment in Desa Kepambat having a schedule delay due to a server error. In addition, the facilities and infrastructure in Tulangan District are inadequate

Abstract

Regional development is an integral part of national development in accordance with the mandate of Law number 33 of 2004 concerning financial balance between the central government and regional governments where regions can manage their own households to accelerate the realization of community welfare. Therefore, the Regional Government is given the authority to explore its own sources of income. PAD consists of the results of regional taxes, the results of regional levies, the results of separated regional wealth management and other legitimate regional income. In Pasuruan Regency the tourism sector has not become a major contributor to PAD so that in order to achieve this goal the Pasuruan Regency Culture and Tourism Office requires a tourism development strategy. The purpose of this study is to analyze and describe tourism development strategies by the Pasuruan Regency Culture and Tourism Agency in increasing PAD. The method used is a qualitative method with data collection carried out by means of observation, interviews and documentation. The results of this study state that there are several types of strategies namely Corporate Strategy, Strategy Program, Resources Support Strategy and Institutional Strategy in tourism development carried out by the Culture Service and Pasuruan Regency Tourism in increasing PAD in Pasuruan Regency. Of the four types of strategies in Pasuruan Regency the most prominent strategies are Corporate Strategy and Strategy Program.
