Abstract

This study aims to analyze the extent to which the implementation of the child-friendly district program is carried out in accordance with the statements in regional regulations, especially in Gorontalo Regency. The research method used is qualitative descriptive. Data sources are derived from primary and secondary data. Data collection techniques are obtained through observation, interviews, and documentation. Protection of children is an obligation of parents without discrimination because children need to live better wherever they are and must be guaranteed by all families and social environments, especially their parents. Children are vulnerable to violence, both from their age and from adult disorders. Violence against children, both women and men can occur in various environments, both in families, schools, and outside the home. Therefore, attention to child safety must be a priority carried out by parents, families and also the government, where it has been regulated or has official regulations in the form of law number 35 of 2014 so that no one can avoid criminal threats if there is violence against a child, it must be punished in accordance with applicable regulations. The results showed that the implementation of the Child decent District program policy in Gorontalo Regency has not been optimal due to low socialization carried out by the local government, lack of coordination between related agencies, and supervision of officers by agencies has not been effective, and efficient due to the lack of officers (HR), as well as inadequate facilities and infrastructure.

Abstract

This research is to be directed to analyze the development of higher education transformation strategy models through strengthening institutional capacity. The method used is qualitative through in-depth interviews and documentation studies. The results showed that there are several factors that hinder the performance of universities, such as limited human resources and infrastructure. This condition demands organizational change in order to be able to adapt to fast and complex organizational dynamics. In the context of higher education governance, there is an urgent need to transform governance according to the main tasks and functions through strengthening institutional capacity. From this study, researchers recommend that the transformation of governance strategies and strengthening of the role of universities through strengthening institutional capacity need to be implemented comprehensively. It aims to build optimal organizational capacity by strengthening eight key aspects, namely: Strategic leadership; Organizational structure; Human resources; Financial management; Infrastructure; Management of programs and services; Process management; Inter-organizational relations; and Spiritual management. Through this approach, universities are expected to reflect a strong and strategic capacity, which in turn will assist the institution in achieving the vision and goals set in the Gorontalo State University strategic plan. By adopting this strategy, universities can be better prepared for future challenges and opportunities in the ever-changing world of higher education.

Abstract

This research aims to find out (1) the implementation process of the billboard tax collection policy in Gorontalo City, and (2) the factors determining the success of the billboard tax collection policy in Gorontalo City. This research uses a descriptive qualitative method by using data sources conducted through in-depth interviews with informants. The research findings show that the Implementation Process of the Reclame Tax Collection Policy in Gorontalo City is good in planning, implementation, monitoring, and evaluation. In general, it has been implemented but is not optimal. In the implementation stage, it has not been optimal in terms of annual realization revenue. In the monitoring and evaluation stage, has been through meetings but has not shown the suitability between the implementer's achievements and what was targeted in the planning. Factors that determine the success of the Implementation of the Billboard Tax Collection Policy in Gorontalo City communication, the attitude of implementers, and the bureaucratic structure have been implemented well. As for resources, they have limited human resources.

Abstract

This research aims to find out (1) the Implementation of the Family Hope Programme (PKH) in Poverty Alleviation in Talumolo Village, Dumbo Raya Sub-district, Gorontalo City (2) the Determinant Factors of PKH Success in Poverty Alleviation in Talumolo Village, Dumbo Raya Sub-district, Gorontalo City. This research uses a descriptive qualitative method, while the data collection techniques used are interviews, field observations, and documentation. Based on the results of the research, it is known that the implementation process of the Family Hope Program (PKH) in Poverty Alleviation in Talumolo Village, Dumbo Raya District, Gorontalo City, which consists of Planning, Determination of KPM PKH, Distribution of Assistance, Assistance, and Membership Transformation has been carried out well but there are still obstacles, namely frequent changes in regulations, and the end of PKH membership through the social assistance check application. (2) Determinants of Success in the Implementation of the Family Hope Program (PKH) in Poverty Alleviation in Talumolo Village, Dumbo Raya Subdistrict, Gorontalo City, namely Communication, Resources, Disposition / Attitude of Implementers and Bureaucratic Structure have been carried out well but on the part of the community, there is a lack of participation in attending group meetings and P2K2

Abstract

This study aims to determine the inhibiting factors of the effectiveness of social rehabilitation by the National Narcotics Agency (BNN) Gorontalo City. The type of research used is Descriptive using a qualitative approach method, which refers to three Focus indicators, namely, Policy, Awareness of Former Users and Socialization. Research results show that: The social rehabilitation program carried out by the National Narcotics Agency of Gorontalo City has not been optimal. This is due to weak policies or programs related to social rehabilitation procedures during the Covid-19 pandemic, forcing patients to be unable to conduct direct counseling with BNN Gorontalo City Counselors, Lack of Awareness Level by Former Users in participating in social rehabilitation which has an impact on the patient's health level declining, and Lack of Maximum Socialization carried out by counselors to patients which has an impact on weak control over patients Social rehabilitation. Through this research, it is recommended to implementors to be able to further optimize the implementation of this rehabilitation program so that in the future the level of awareness of former drug users will increase. So that what is the goal to be free from narcotics is realized.

Abstract

This study discusses the comparative results of the Indonesia Kid Identity Card (KIA). The research uses a qualitative approach. The techniques for collecting data using interviews, observation, and documentation. The analysis of this study used data reduction, data display, and conclusions. The result shows that there are similarities and differences in that the communication in Pondok Melati District is not effective, meanwhile in South Bekasi District shows that communication is effective. The human resources in Pondok Melati District are not well being performed. There are still several issues with the management in Pondok Melati District, such as the lack of professionalism among the staff, the attitude of the leadership, and a commitment that satisfies the society and meets the expectations of the community. Meanwhile, South Bekasi District can be considered better than compared to Pondok Melati District, in the satisfaction of the community towards the services provided by South Bekasi District. The Bureaucracy structure in both areas is similar, as both follow government regulations. However, there is an obstacle in the implementation of the Indonesia Kid Identity Card (KIA) program due to the lack of awareness regarding ownership of the Indonesia Kid Identity Card (KIA)
