Abstract

This study aims to determine and analyze "Library Management in Increasing Reading Interest of Students of SMA Negeri 1 Tibawa, Tibawa District, Gorontalo Regency". The research method used in this study is a qualitative descriptive method. The results of the Management study, there are several problems including the number of books is still lacking, there are still many books that are not available, human resources on duty in the library are still lacking so that services are not running optimally and library facilities and infrastructure are still lacking and inadequate It is recommended that the school needs to add and complete reference books, it is necessary to add library staff, especially librarians who are truly proficient in managing libraries, it is necessary to add supporting facilities and infrastructure for the library in order to increase students' reading interest Keywords: Management, Library, SMA Negeri 1 Tibawa

Abstract

The phenomenon of globalization requires the government to continue to innovate in public policy in order to respond to rapid social, economic, and technological changes. This study focuses on the challenges and opportunities in implementing public policy innovation in Indonesia. The approach used is the Systematic Literature Review (SLR), which analyzes literature from the last 10-15 years related to innovations such as e-government, big data, and cross-sector collaboration through Public-Private Partnership (PPP). The results of the study show that public policy innovation can increase bureaucratic efficiency and public participation, especially through digital platforms that enable direct interaction between the public and the government. However, the implementation of this innovation faces a number of challenges, such as bureaucratic resistance to change, limited human resources, and the digital divide in various regions of Indonesia. Local governments are often less prepared to adopt new technologies due to limited infrastructure and lack of skills in managing big data and other digital technologies. The conclusion of this study emphasizes that bureaucratic reform and increasing human resource capacity are urgent needs to ensure the successful implementation of innovation in public policy. In addition, closer collaboration between the government and the private sector through mechanisms such as PPP can help accelerate infrastructure development and improve the quality of public services. The implications of this study indicate that the government needs to be more proactive in encouraging synergy between stakeholders, as well as developing a more equitable and inclusive digital infrastructure to support the sustainability of policy innovation in the future.

Abstract

Government representatives become the target of criticism for the quality of public services. Based on the summary, it shows that there is a significant impact that caused by the influence of policy implementation and the influence of service quality on electronic KTP applicant satisfaction at the South Bolaang Mongondow Civil Registry office. This research uses a survey research type with a quantitative approach, with SPSS version 27.0 application analysis. Summary that we can conclude based on the result is that there is a significant influence of Policy Implementation (X1) on Community Satisfaction (Y) with a determinant value of 10.9%. The variable service quality (X2) on community satisfaction (Y) is 18.5%. (3) and the variable Electronic KTP Policy Implementation (X1) and Service Quality (X2) on community satisfaction (Y) has a determinant value of 24.8%.

Abstract

Tujuan penelitian ini untuk mengetahui implementasi tugas pokok dan fungsi bagian administrasi pimpinan dalam menunjang kegiatan pemerintah di Provinsi Gorontalo dan untuk mengetahui faktor-faktor yang menghambat implementasi tugas pokok dan fungsi bagian administrasi pimpinan dalam menunjang kegiatan pemerintah di Provinsi Gorontalo. Penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian deskriptif dengan menggunakan teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa implementasi tugas pokok dan fungsi bagian administrasi pimpinan dalam menunjang kegiatan pemerintah di Provinsi Gorontalo dilihat dari komunikasi, sumber daya, disposisi dan struktur belum sepenuhnya maksimal. Terdapat tiga faktor penghambat yang mempengaruhi implementasi tugas pokok dan fungsi bagian administrasi dalam menunjang kegiatan pemerintah di Provinsi Gorontalo yaitu, perencanaan, pelaksanaan dan evaluasi

Abstract

The purpose of this study was to determine and analyze the influence of job equivalency policy on employee performance, the influence of work system on employee performance and the influence of job equivalency policy and work system simultaneously on employee performance at the Gorontalo City Government. This study used a survey research type with a quantitative approach, a sample of 73 respondents who were employees of the Gorontalo City Government, data analysis using multiple regression analysis with the help of the SPSS version 26 application. The results of the study showed that: (1) partially the job equivalency policy has a negative and significant effect on employee performance. If the job equivalency policy continues to be implemented, employee performance will continue to decline. (2) partially the work system has a positive and significant effect. a good work system continues to be improved, then employee performance will increase. (3) the job equalization policy has a positive and significant effect. the job equalization policy and work system are improved together, then performance will increase. Gorontalo City Government needs to re-evaluate the job equalization policy because it has a negative effect on improving employee performance. Evaluation in terms of human resource management according to competency and competency development through functional training for officials affected by the equalization. There is also a need to be capacity mapping and mapping of human resource needs. In addition, employees in the Gorontalo City Government environment need to continue to improve the work system so that they can improve employee performance.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan ekonomi pemerintah Kota Gorontalo dan implikasinya terhadap eksistensi dan perkembangan UMKM di masa pandemi covid 19. Populasi ditetapkan dan pengambilan sampelnya secara purposive sampling. Penelitian ini menggunkan metode deskriptif kualitatif. Analisis data model interaktif dari Miles dan Hubermen, yang diawali dengan proses pengumpulan data, penyerderhanaan data, penyajian data, dan penarikan kesimpulan. Dampak bagi sektor ekonomi yang ditimbulkan oleh pandemik covid 19 sangat memukul bagi pelaku UMKM. Terutama dari sisi distribusi bahan baku, penjualan, laba usaha, dan modal. Semuanya mengalami penurunan pendapatan sejak pandemic melanda Indonesia khusunya Kota Gorontalo. Diperlukan peran nyata dari pemerintah yaitu kerjasama dan sinergi yang baik antara pemerintah/instansi terkait dengan pelaku UMKM, sehingga kondisi perekonomian pelaku UMKM dapat berangsur pulih. Kerjasama dalam membentuk pelayanan/toko/tempat oleh-oleh khas Kota Gorontalo. Kegiatan makan minum sehari-hari pegawai dan rapat makan dan minum di lingkup Pemerintah kota Gorontalo diarahkan untuk menggunakan produk UMKM. Namun, dari sisi penganggaran, intinya instansi terkait sangat berharap agar rencana tersebut segera terealisasi, sehingga perekonomian pasca pandemic secara keseluruhan, serta bagi UMKM khususnya, dapat kembali normal dan membaik.

Abstract

Terobosan pemerintah dalam penanganana kemiskinan adalah membentuk Kelompok Usaha Bersama (KUBE). Dimana masyarakat dapat memanfaatkan dan mengikuti kube yang sesuai denga keahlian yang didukung dengan kondisi yang dilaksanakan secara berkelompok. (Kementerian Sosial RI, 2016) Salah satu kelompok KUBE yang masih berjalan meskipun dimasa pandemic Covid-19 adalah kelompok KUBE “Karawo Indah“ yang berdomisili di Kabupaten Gorontalo Utara.yang beranggotakan pengrajin kerawang (Karawo) sebanyak 10 Orang Adapun kegiatan yang dilakukan adalah membuat kemeja krawang, gamis krawang dan jilbab krawang. Kerawang atau Karawo merupakan salah satu pakaian ciri khas masyarakat Gorontalo dengan cara disulam, sehingga menghasilkan bunga dan motif yang bervariasi. Kerawang (karawo) sering digunakan oleh masyarakat Gorontalo di kegiatan-kegiatan formal lainnya serta kerawang juga merupakan ole-ole Provinsi Gorontalo sehingga sangat diminati oleh bukan hanya masyarakat yang ada di Gorontalo namun banyak yang berminat dari daerah-daerah lain. Adapun permasalahan yang dihadapi mitra adalah anggota kelompok kurang termotivasi dalam mengkreasikan motif dan bunga krawang yang diminati sehingga berdampak pada produksi krawang masih kurang, serta kurang adanya keterampilan yang dimiliki oleh anggota, manajemen usaha yang dilakukan oleh ketua dan anggota belum maksimal, dimana mengelolaan keuangan kelomok tidak teratur, sehingga kelompok tidak berkembang, pemasaran produk hanya bersifat manual, sehingga produk krawang yang dihasilkan hanya menumpuk di etalase. Adapun solusi yang ditawarkan oleh pengusul kepada mitra adalah memberikan pelatihan ketrampilan kepada ketua dan anggota kelompok agar meningkatkan ketrampilan dari segi mengkreasikan motif, bunga dan ide, memiliki manajemen yang baik, dengan pemberian pelatihan pembukuan agar manajemen usaha dapat berkembang, solusi selanjutnya memberikan pelatihan inovasi pemasaran melalui facebook, Instagram dan website, agar produk yang dihasilakn dapat dikenal bukannya di kalangan lokal tapi bisa dikenal di kalangan nasional.

Abstract

This study aims to analyze the challenges and strategies of waste management by the Makassar City Government. The method used is a qualitative approach with data collection techniques through observation, in-depth interviews with cleaners, Environmental Service staff, waste bank managers, and residents, and documentation of related policies. This study was conducted in several sub-districts in Makassar City that are the focus of waste management, such as Panakkukang, Tamalate, and Manggala. The results of the study indicate that waste management in Makassar City still faces various challenges, including low public awareness in sorting waste, limited transportation fleets and personnel, and the capacity of the Antang Final Disposal Site (TPA) which is almost full. In addition, community participation in programs such as waste banks and TPS 3R is still low. In terms of policy, although Regional Regulations have been issued, weak supervision and law enforcement are the main obstacles. However, the Makassar City Government has implemented various strategies such as involving technology through the "Makassar Recover" application, education programs in schools, and partnerships with the private sector through CSR. This study explains the need to increase institutional capacity, continuous education, and strengthen synergy between the government, community, and private sector to create an effective and sustainable waste management system in Makassar City.

Abstract

This study aims to examine the prohibition of female circumcision involving the World Helth Organization (WHO) and the National Commission on Women. Where the organization gives legitimacy that female circumcision violates Human Rights. The methods used in this study are qualitative and descriptive research methods. For the location of the study was carried out in Gorontalo Regency. The results showed that the implementation of female circumcision in Gorontalo did not conflict with juridical law in terms of the procedure for implementing female circumcision as stated in the regulation of the Minister of Health of the Republic of Indonesia No. 6 of 2014. In addition, the factor that makes female circumcision mandatory for indigenous peoples in Gorontalo Regency, namely the belief that female circumcision ( Mongubingo) can suppress sexual desire, behavior, and sturdiness in maintaining Islamic law. now. Dnature this is the purpose of female circumcision is actually to regulate the order in religious values, customs and norms that apply to societya as well as the practice of beliefs and symbols of greatness of traditions oriented towards the Custom of serendikan syarak, syarak bersendikan kitabullah (ASQ).

Abstract

The background of the research examines the importance of the role of the Village Consultative Body (BPD) based on the duties and functions of the Village Consultative Body (BPD) in the Village Government Program. The purpose of this research is to understand the role of the Village Consultative Body (BPD) in the implementation of government programs in Bualemo Village, Kwandang District, North Gorontalo Regency. The research method used is qualitative with a descriptive type of research. The research results show that the coordination of the Village Consultative Body (BPD) is not yet optimal, as evidenced by the lack of information transparency and coordination that is not fully proactive. The cooperation between the Village Consultative Body (BPD) and the Village Government has not been fully effective, as evidenced by the lack of attendance of BPD members at the office, which delays decision-making by the Village Government and results in minimal meetings with the Village Government. The evaluation of the Village Consultative Body (BPD) is still lacking in the implementation of government programs. Although the Village Consultative Body (BPD) participates in discussions and provides opinions, the implementation of evaluations is still limited and often not well-documented.
