Abstract

Sistem Pendukung Keputusan (SPK) telah menjadi bagian integral dalam berbagai organisasi dan lembaga pemerintahan, termasuk Dinas PUPR Kabupaten Karo. Dalam konteks ini, penilaian kinerja pegawai menjadi hal yang krusial untuk memastikan efisiensi, produktivitas, dan kualitas layanan yang diberikan oleh pegawai di dalam organisasi. Oleh karena itu, penelitian ini bertujuan untuk mengembangkan sebuah SPK yang menggunakan Metode Simple Additive Weighting (SAW) untuk menilai pegawai terbaik di Dinas PUPR Kabupaten Karo. SPK ini dirancang untuk membantu pimpinan dalam proses pengambilan keputusan terkait penilaian pegawai. Metode SAW digunakan untuk menghitung nilai kinerja setiap pegawai berdasarkan beberapa kriteria yang relevan. Kriteria-kriteria ini dipilih dengan cermat dan mencakup aspek-aspek seperti produktivitas, kualitas pekerjaan, keterampilan, dan kompetensi. Setiap kriteria diberi bobot sesuai dengan tingkat kepentingannya dalam konteks penilaian.Dalam penggunaannya, SPK ini mengharuskan pengguna untuk menginput data kinerja pegawai berdasarkan kriteria yang telah ditetapkan. Kemudian, sistem akan melakukan perhitungan berdasarkan bobot kriteria dan menghasilkan peringkat pegawai berdasarkan penilaian mereka. Hasil ini dapat digunakan untuk mendukung keputusan terkait promosi, insentif, atau pengembangan pegawai. Selain itu, SPK ini dapat memberikan manfaat tambahan berupa transparansi dalam proses penilaian, yang dapat meningkatkan motivasi dan kinerja pegawai. Penelitian ini merupakan kontribusi penting dalam upaya meningkatkan efektivitas manajemen SDM di Dinas PUPR Kabupaten Karo. Dengan menggunakan pendekatan SAW dalam SPK ini, diharapkan organisasi dapat lebih mudah mengidentifikasi dan mempertahankan pegawai-pegawai berkinerja tinggi, yang pada gilirannya akan berkontribusi pada pencapaian tujuan organisasi dengan lebih baik.

Abstract

Manual tasks that still rely heavily on human skill and discipline cannot yet match the superior results achievable through automation. The designed waste bin model ensures no physical contact between the end-user and the bin during disposal. This is achieved by installing a sensor to detect obstacles approaching the bin. When an obstacle, such as the end-user, is within a range of 80 to 40 centimeters from the sensor's line of sight, the bin lid will automatically open. Additionally, a sensor inside the bin detects the waste height from the lid. When the waste reaches a predefined height of 40 to 20 centimeters, a buzzer will sound, and a notification will be displayed indicating that the bin is full. The model was designed using the Wokwi simulator and implemented with an ESP-32 microcontroller. The model also employs an embedded-systems approach. The results demonstrate that the device successfully detects obstacles in front of the bin, ensuring non-contact between the end-user and the bin. The predefined waste height is also accurately detected by the sensor, triggering a notification on the Visual-Display Unit (VDU) and activating the buzzer.

Abstract

Based on Minister of Education and Culture Regulation No. 53 of 2023, universities as educational institutions have a big responsibility to provide quality educational services through the Internal Quality Assurance System (SPMI). It is hoped that the presence of SPMI can make a positive contribution to the quality of education in a tertiary institution. SPMI can be called the foundation of higher education which must be implemented by ensuring that every element in the environment moves according to higher education standards. The implementation of SPMI has indeed become a benchmark for determining the quality of a tertiary institution, but there are still many who have not implemented it according to the standards that have been set, resulting in the level of effectiveness of implementing SPMI in tertiary institutions being low. The private university Mandiri Bina Prestasi University (UMBP) has complete SPMI documents and refers to Minister of Education and Culture Regulation No. 53 of 2023 and measures the level of effectiveness of SPMI implementation through SPMI implementation effectiveness indicators by conducting Internal Quality Audits (AMI) and Monitoring and Evaluation (Monev) on the performance and quality of each work unit within the UMBP environment including all Study Programs. In this way, by filling out questionnaires and questionnaires which are distributed to all elements and work units, the level of effectiveness of the implementation of SPMI at UMBP Higher Education can be measured, making it easier for decision makers and policy makers to improve and even increase the standards that apply at UMBP so that Good University Government can be achieved.
