Jurnal Review Politik (JRP) is a high-quality peer-reviewed research journal published by the Department of Islamic Political Thought, Faculty of Ushuluddin and Philosophy, Sunan Ampel State Islamic University, Surabaya. The languages used are Indonesian and English. JRP is published twice a year, June and December. The journal focuses on the studies of Islamic Political Thought, political science, religion and politics, governance issues, and public policies in Indonesia and other Islamic countries. The journal publishes theoretical and empirical research articles to promote and disseminate the academic atmosphere in and around the regions. The journal has areas of concern that include political science, Indonesian politics, gender politics and identity, community welfare, social development, citizenship and public management, public policy, international politics & security, media, information & literacy, religion and politics, digital society and disruption, civil society movement, governance & democracy, radicalism, and terrorism.

This study seeks to describe how the political configuration of the Kedungturi Village Government's budget for the development of the youth sector through the 2018 APBDes and 2019 APBDes and how youth is involved in the drafting meetings of the RAPBDes in Kedungturi Village. The research method uses descriptive and literary qualitative using Wildavsky's political budget theory, namely sharing and sharing process. The results of this study found that there was a political configuration of the village government budget for the development of youth organizations. The sharing and bargaining process is carried out jointly through the village musrenbang forum; a system for absorbing the aspirations of preparing the RAPBDes. Through deliberations, the village government and the community expressed opinions regarding the alignment of the budget in the field of youth development through the Village Youth Organization organization. As a result, the village government determines the APBDes for the 2018 Fiscal Year and the APBDes for the 2019 Fiscal Year with an increased budget allocation in the youth sector, namely IDR 53,579,467 in 2018 and IDR 76,669,000 in 2019.

Artikel ini mengulas dua term yaitu negara dan kekuasaan yang pada dasarnya memiliki penekanan makna yang berbeda dan bahkan saling bertentangan, namun pada prakteknya dalam kehidupan sosial kewarganegaraan dimaknai sebagai dualitas yang tidak bisa dipisahkan, karena memiliki kesenambungan dan saling membutuhkan. Negara sebagai sebuah oragnisasi adalah keniscayaan dalam kehidupan sosial, mulai dari struktur terkeceil seperti keluarga hingga struktur lebih besar seperti masyarakat. Sementara itu bentuk sebuah negara tergambar pada sistem berlaku, yang terintegrasi sebagai kekuasaan untuk memerintah. Penelitian ini menggunakan metode deskritif kualitatif dengan model literer, dan menggunakan pendekatan teori politik Ibnu Khaldun. Temuan yang diperoleh bahwa konsep Negara tidak terlepas dari keinginan manusia tentang kepentingannya sendiri, yaitu kepentingan akan perlindungan dari berbagai macam serangan atau ancaman. Sementara bentuk sebuah negara bergantung pada sistem yang berlaku atau tidak bisa lepas dari kekuasaan yang tengah mendominasi di sebuah era dan zaman.

ABSTRACT This article describe on political recruitment models of Perindo party in Palangka Raya city at 2019’s legislative election. As a new comer party, Perindo has successfully cornered two of its legislative candidates into DPRD at municipal level, in Palangka Raya. It was an interesting to research on how recruitment models of Perindo Party, so in March to October 2019, the research was conducted. Research is using descriptive analytic and there are four research results, i.e., firstly, sympathetic and broad support from voter was gained by involvement of votersin the selection of legislative candidates; secondly, recruitment model was “an open system”; thirdly, structure of the party is systemized to the lowest level, and programmes of party were touch down the needs of voters; and fourthly, Perindo gives a political education measures as a form of socialization and recruitment strategy. It is a good strategy to avoid of money politic. ABSTRACT Tulisan ini mendeskripsi tentang model rekrutmen politik Partai Perindo di Kota Palangka Raya pada Pemilu Legislatif 2019. Sebagai partai pendatang baru, pada Pemilu 2019 Partai Perindo memperoleh dua kursi di DPRD Kota Palangka Raya, sehingga menarik untuk diteliti mengenai model rekrutmen politik yang dilaksanakan. Tulisan ini diangkat dari hasil penelitian pada bulan Maret 2018 sampai Oktober 2019 terhadap proses rekrutmen politik bakal calon anggota legislatif. Penelitian menggunakan pendekatan deskriptif-analitis dengan temuan Pertama, simpatik dan dukungan yang luas dari masyarakat pemilih diperoleh melalui pelibatan masyarakat (elemen masyarakat pemilih) dalam proses seleksi bakal calon anggota legislatif; Kedua, model rekrutmen yang dilaksanakan ialah model terbuka; Ketiga, mesin partai secara terstruktur sampai tingkat bawah (Kelurahan) melaksanakan program kerja partai yang menyentuh kebutuhan riil masyarakat pemilih; dan Keempat, sosialisasi politik dan rekrutmen politik dilaksanakan sebagai tindakan belajar politik dan berpikir politik untuk menghindari tindakan instan money politic.

Di tengah gempuran melawan Covid-19, Indonesia berhadapan dengan tindakan radikalisme agama. Hal ini mencuat dalam kasus bom bunuh diri di depan Gereja Katedral Makasar. Peristiwa ini disinyalir sebagai tindakan atas nama agama. Berkaitan dengan hal ini, studi Pancasila sebagai kristalisasi nilai-nilai peradaban Bangsa Indonesia mendesak untuk dijalankan. Pancasila di yakini dapat meredam segala bentuk intoleransi dan radikalisme agama yang menjadi latar belakang tindakan terorisme. Karena itu, tulisan ini bertujuan menyingkap kristalisasi Pancasila sebagai jiwa bangsa Indonesia. Bangsa Indonesia lahir dari kompromi suku-suku di nusantara yang ingin bersatu. Cita-cita ini dirumuskan oleh pendiri bangsa Indonesia dalam lima sila Pancasila yang digali dari kearifan lokal bangsa Indonesia sendiri. Oleh sebab, Pancasila menjadi tali pengikat yang menjamin keutuhan bangsa Indonesia. Berdasarkan hal tersebut metodologi penelitian ini menggunakan pendekatan historis cultural dengan metode fenomenologi interpretatif kearifan lokal suku-suku bangsa, sejarah perjuangan bangsa hingga perumusan Pancasila sebagai landasan konstitutif bangsa Indonesia yang plural. Melalui studi ini ditemukan kebijaksanaan yang merupakan nilai-nilai yang dapat melawan segala bentuk tindakan radikalisme, intoleransi dan terorisme yang mengancam persatuan dan kesatuan bangsa Indonesia.

The Implementation of East Java Provincial Government Policy In The Development of Madrasah Diniyah Ismail, Ismail; Fahruddin, Ahmad Hanif

In decentralization era, local government has been always aiming to serve an effective and efficient public policy. Effectiveness and efficiency of a public policy is considered by not solely by its policy formulation, but mainly by its implementation. An effective and efficient public policy is a course that can be implemented well and right, thus the expected purpose can be achieved at its maximum potency. Provincial government of East Java has been widely-known after their public policies related to development of Madrasah Diniyah, therefore this research focused on matters as followed: (1) What is the form of East Java provincial government policy on Madrasah Diniyah development? (2) How is the implementation of East Java provincial government policy on Madrasah Diniyah development? (3) What is the implementation model of East Java provincial government policy on Madrasah Diniyah development? Like most qualitative research, this research applies the methods of interview, observation and documentation in collecting research data. Then the analysis is carried out through data reduction, data presentation, and drawing conclusions. This study obtained several findings such as: (1) The form of East Java provincial government policy on Madrasah Diniyah development, including: (a) Madrasah Diniyah teachers quality enhancement programme, and (b) Implementation Funding Programme for Diniyah Education and Private Teachers; (2) The implementation of East Java provincial government policy on Madrasah Diniyah development involved policy stakeholders of both bureau and non-bureau, and (3) The implementation model of East Java provincial government policy on Madrasah Diniyah development was Hybrid Society Endorsement.

This article focuses on efforts to find political entrepreneurship for poli-tical actors in Alang-alang Village and the prospects for democracy that are occurring. Based on the research conducted, there are several inte-resting things, including: First, the political entrepreneurship of Alang-alang village Klebun can be seen in the political strategy applied to manage the surrounding actors. Every relationship built by a Klebun to the actors around them is realized as part of the production of power and at the same time maintaining it. Second, in the context of demo-cratization at the local level, political actors in Alang-alang village are trying to get out of the previous centralism of power. The tagline "People's soldier" made by the Alang-alang village government places the community as a king who must be served. However, the ability of Klebun to manage village politics must also be anticipated so that a new king does not emerge at the village level.
