This study discusses the Disdukcapil Performance of Meranti Islands District in Improving the Quality of Public Services. The type of research used in this study is qualitative descriptive. In this study, the subjects studied were Disdukcapil's performance in improving the quality of public services. The location of the study is the Population and Civil Registration Service of the Meranti Islands Regency. In this study using data collection techniques of observation, interviews, and documentation. Data analysis techniques used are interpretative data analysis. From the research conducted, the results of the research are based on several indicators, namely as follows: In terms of ethical ethics, employees still show an inappropriate attitude and have not fully fulfilled their attitude in excellent service. In terms of time there are still delays in the settlement. Another weakness is the lack of understanding of the quality management of services for employees in charge of serving. In terms of responsiveness it can be said that there are still deficiencies. In an effort to improve the quality of public services, the Merdukcapil District of Meranti Regency has not yet been fully realized.

This study examines the electoral governance of disabled voters in the 2015 unlimited elections. This can be seen in the election of Governor and Vice Governor of West Sumatera Province in 2015 in Padang Pariaman Regency. The findings in this study are still not maximal electoral governance against the fulfillment of the rights of disability voters in Padang Pariaman regency in the election of Governor and Vice Governor of West Sumatra Province in 2015. Electoral governance consists of 3 levels of rule making, rule aplication and rule adjudication. Rule aplication is a level that is often ignored by the Electoral Management Body (EMB). This is evident from the socialization stage not implemented by the Padang Pariaman Regency Election Commission to the voters with disabilities. This has an impact on the low number of voters' participation in the 2015 election. The existing regulations are not in line with the technical implementation in the field. As the Electoral Management Body (EMB), the KPU must seriously manage and accommodate so as to ensure the political rights of every citizen who has the right to vote without exception including to the voters who have physical or mental limitations.

This article of the result of this study aims to describe the level of the effectiveness of the enforcement of local regulation Number 2nd Year 2014 about the eradication of prostitution and immoral actions in Jambi Municipality by using achievement indicator of goal, productivity, and efficiency. In this study the writer found that local regulation is effective when measured from short and medium term goal achievement indicator, but that regulation needs to be reinforced to reach long term goal in order to create Jambi Municipality which is free from prostitution and immoral actions. It is also effective when measured from productivity indicator; it is proved that the local regulation can be legal force which is possible to mobilize all components of society and resources owned by Jambi Municipality in doing eradication of prostitution so that the enforcement of the regulation has reached the maximal output. Besides that, the reinforcement of this regulation is also effective when measured from efficiency indicator in which local regulation Number 12 Year 2014 has had a significant impact on prostitution eradication in Jambi Municipality. It can be seen from the output obtained in reaching the goal of the enforcement of the local regulation.

Political parties are the most important consensus in a country that applies a democratic system. The presence of political parties is considered as the main access link between the government and the community which is also a tool to provide life expectancy to the community. But with the competition between political parties and parts in order to have further existence, the presence of political parties must have a strong and rooted institutionalization of organizations. This article explains the process of building the institutionalization of the Persatuan Indonesia Party in the context of new political parties. A finding in this study is that the institutionalization of the Persatuan Indonesia Party is still weak.

This study looks at the extent to which government collaboration and public involvement in service delivery by the Jambi Provincial Government, in its course of governance continues to move in the service sector which can be directly accessed by the public, not only as recipients, but also as a source of services. To accelerate this process, the government is transformed into instant and practical with the concept of e-government, implementing governance with the principle of collaboration, utilizing technology, and information services produced can be accessed by anyone in an open / Open Government manner. However, this understanding of government has not been fully responded to in response both in the community and the government itself. By using a qualitative approach and descriptive method, the authors hope to obtain the empirical relationship behind the phenomenon by obtaining a profound, thorough, detailed and complete meaning. Therefore the use of a qualitative approach in this study is to match, compare, and look for the red thread between empirical reality and the prevailing theory. The findings in this study are the absence of a clear collaboration design and the low level of understanding among service providers in government regarding mechanisms, methods, and innovation processes that aim to be able to involve the public effectively, either as recipients or sources of services. This is due to the lack of commitment from leaders at the elite level, and organizational culture that is still static, not dynamic. And the availability of budget and supporting infrastructure that is still minimal. Then more effective collaboration is needed by being encouraged by improving regulations, structuring and improving the quality of human resources, and commitment to the provision of budgets and supporting infrastructure for electronic-based services. So if all these elements can be fulfilled, the implementation of a government based on open public engagement with open government design can be realized in Jambi Province.

This research looks at how the development of village funds management in empowering rural communities and in the administration of government and village development. The Village Fund can be used for financing community empowerment programs. Considering Indonesian citizens still live in rural areas. The use of village funds should be applicable in the fields of education, health, physical development and increasing the resilience of villagers, including village innovation programs, which aim to alleviate poverty, renew inter-villages and empower the community's economy. The findings in this study are the implementation of community empowerment in accordance with the use of village funds which are made according to the first priority. The Village Fund is used for the welfare of the community and its management in a transparent and accountable manner.

The Regional Library and Archive Office of Jambi Province is the Regional Government Work Unit of the Jambi Province which has a role in increasing interest and fond of reading the community in Jambi Province. This study aims to evaluate the impact of interest and interest in reading policies carried out by the Department of Library and Archives of Jambi Province towards the people of Jambi Province, especially the people of Jambi City. This study uses Rossi's, Islamy's theory of evaluating the impact of Leo Agustino's policies and theories regarding policy evaluation criteria consisting of apparatus, institutional, financial, infrastructure and technology, and supporting regulations. This study used a descriptive qualitative research method and interviews were conducted with the section head of civilization reading development, head of the Jambi City institutional and community section who visited the Regional Library and Archive Office of Jambi Province. The results showed that the Regional Library and Archives Office of Jambi Province in carrying out the improvement policy and fond of reading experienced a change, namely the increased reading interest of the people of Jambi City, but the change was not as expected and had not happened significantly.
