Political relation with bureaucracy is an essential concern because the contestation of power in the regions has conflicted with democratization and the principle of bureaucratic neutrality. Recent studies point out the politicization of bureaucracy in placing positions and government decision-making processes, but the discussion about political party patron-client with bureaucracy is very limited. This paper discusses explicitly the clientelism of political parties with the civil servants in the election of public officials in the Tanjung Jabung Timur regency. This study applies a descriptive qualitative methodology to analyze the depth of phenomena that has been happening by using secondary and primary data from various informants. Various data are coded, analyzed interactively, and confirmed its validity, then presented systematically. The results show that the leaders in the regions only experience a shift in the party while the actor's character still owned the legacy of the New Order regime. The central locus of patronage is still concentrated in political parties; National Mandate Party has a clientelism networking through the dominance of a bureaucratic structure with a promotion-degradation system. The civil servants change the resources to maintain a position or even to get a higher one. This paper's implication showed that civil servants' performance is relatively based on loyalty to the ruling party rather than using a merit system. This paper underlines the main challenge of democracy in the region and bureaucratic reform, and it is the massive informal political practices that are considered reasonable.

The relationship between institutionalization of party and electoral is an important theme because the strength of institutionalization is demonstrated through party performance in elections. However, the tendency in strengthening party institutionalization can't be separated from the presence of inherent figures. Some literature highlights that institutionalization is a conflicting entity with the emergence of strong figures. This article specifically discusses and explains that the problems of institutionalization and figures can intertwine each other. Because the party's relationship with the electoral arena can't be separated, the need for figures as a reinforcing variable in terms of political contestation, especially new parties in Jambi Province. This article uses descriptive qualitative methods to analyze deeply the phenomena that occur by utilizing secondary and primary data from various informants. Various data is coded, analyzed interactively and confirmed its validity then presented systematically. The results showed that the institutionalization that had been designed by the new parties was not able to produce a significant vote gain. People is more familiar with figures within the party, thus voter preferences see figures more than parties. New parties need to increase their popularity by working with figures that are acceptable to the public. At the end, the author offers how figures can appear in new parties by carrying out a process of political recruitment that emphasizes the involvement of candidates who have the potential to compete in elections.

The phenomenon of political dynasty is one of important topics in political studies in Indonesia. This article examines how political elite attempt to preserve their power with a special reference to the case of Batang Hari regency in Jambi province, Indonesia. Using descriptive qualitative method, this article shows that political dynasty is made possible due to economic factors as well as traditional charteristics of voters. Accute social and economic condition facing communities such as low income and education contributed to the the rise and preservation of elite’s political dynasty. All this has resulted in the pragmatic and instant attitude within communities and the irrationality of voters’ behavior that in turn provided elite with opportunities to maintain their political dynasty.

This study aims at analyzing the failure of the Perindo Party, PSI, Garuda Party, and Berkarya Party as new political parties in the 2019 election contestation in Jambi Province. This study was a qualitative descriptive study and data were obtained through observation, interviews, and archival records. After the data was collected, the data were analyzed using interactive model analysis. The results of this study showed that the failure of these four new political parties in Jambi Province was related to the absence of figures that were widely known to the public. The characteristics of local politics which were affected by emotional and primordial ties made political parties adopt the technocrat aristocratic pattern to maintain their existence in the political arena in Jambi Province. The success of political parties in Jambi Province was closely related to public voting behavior that was influenced by the presence of figures with technocrat backgrounds in large parties. It was proven by the existence of old parties because they had famous figures from former officials or state apparatus as well as families of public officials such as Hasan Basri Agus (Golkar), and Nurdin Hamzah family (PAN).

Anggaran dana desa merupakan dana perimbangan keuangan pusat dan daerah yang dibagikan secara proporsional untuk desa. Dana desa ditujukan untuk penyelenggaraan pemerintahan desa dan pemberdayaan masyarakat. Kendala yang dihadapi oleh mitra bahwa masyarakat Desa Tanjung Lanjut Kecamatan Sekernan Kabupaten Muaro Jambi secara substantif belum memiliki inisiatif untuk berkontribusi dalam pengelolaan anggaran dana desa dan pengembangan potensi desa. Budaya paternalistik masyarakat desa menyebabkan masyarakat bersikap acuh dan memberikan kepercayaan sepenuhnya kepada kepala desa terhadap pengelolaan alokasi anggaran dana desa. Adapun tujuan kegiatan PKM ini untuk meningkatkan partisipasi masyarakat dalam pengelolaan potensi anggaran dana desa yang tersedia guna meningkatkan potensi desa dan menjadikan desanya mandiri dan mensejahterakan. Metode kegiatan PKM yaitu dengan melakukan sosialisasi, monitoring dan controlling terhadap mitra pengabdian yaitu Desa Tanjung Lanjut. Pelaksanaan kegiatan PKM dilaksanakan mulai bulan Januari s.d Juni 2019. Dari hasil pengabdian yang dilakukan menunjukkan adanya peningkatan pengetahuan dan tingkat partisipasi masyarakat dalam pengelolaan anggaran dana desa yang berdampak pada keikutsertaan masyarakat terhadap pengembangan potensi desa sehingga pembangunan desa berlangsung secara partisipatif dan mensejahterahkan.

Sistem pemerintahan yang dipraktekkan diberbagai negara saat ini cenderung mengalami perubahan. Beberapa negara memiliki ciri khas tersendiri dalam penyelenggaraan eksistensi negera. Ciri khas negara tersebut salah satunya adalah dengan memiliki sistem pemerintahan. Adapun Negara Indonesia Secara konstitusional menganut sistem pemerintahan presidensial, sistem pemilu proporsional dan menganut sistem multi partai. Sampai sekarang, pemerintahan demokratis yang dibangun belum stabil, hal ini tidak terlepas dari tidak cocoknya bangunan ketiga sistem tersebut. Rumusan sistem presidensial yang diamanatkan konstitusi ternyata sulit dalam penerapannya, bahkan berjalan kurang efektif apalagi didukung oleh lemahnya performa dan lembaga presiden dalam menjaga stabilitas politik. Dengan demikian perlu desain sistem pemerintahan presidensial yang efektif dengan penataan kembali baik secara institusional maupun non institusional. Tulisan ini merupakan hasil kajian konsep teoritis tentang sistem pemerintahan yang hingga kini masih dipraktekkan di berbagai negara. Metode kajian ini menggunakan metode kualitatif deskriptif dan studi literatur.

Tulisan ini berfokus mengkaji fenomena konstruksi politik dinasti di Batang Hari, khususnya pada momentum Pilkada serentak tahun 2020. Terdapat upaya pelanggengan kekuasaan dari dua tokoh elit politik melalui representasi mereka dengan pola kekerabatan politik. Metode deskriptif kualitatif digunakan untuk menganalisis secara mendalam terhadap fenomena yang terjadi dengan memanfaatkan data sekunder dan data primer dari berbagai informan. Berbagai data dianalisis secara interaktif dan dikonfirmasi keabsahannya kemudian disajikan secara analisis deskriptif. Hasil penelitian menunjukan bahwa konstruksi politik dinasti di Kabupaten Batang Hari mudah terbentuk bukan saja disebabkan faktor ekonomi namun juga disebabkan karakteristik masyarakat yang masih tradisional. Keadaan sosial ekonomi masyarakat yang memperihatinkan selama kurang lebih 20 tahun secara tidak langsung mendukung kelanggengan pelokalan politik. Dalam kurun waktu tersebut berdampak pada terbentuknya budaya politik masyarakat yang pragmatis. Hal-hal yang menyangkut rasionalitas (visi misi, program kerja, pembangunan) dalam memilih dipaksa diabaikan karena kondisi sosial ekonomi sehingga menjadikan masyarakat lebih menyukai hal-hal yang praktis (politik uang) yang dapat memenuhi kebutuhan mereka secara langsung.

This article tries to look at the opportunities that new political parties in Indonesia have to provide political education related to the issue of political finance transparency as social capital in increasing participation to electoral support in society. The Law on Public Information Openness (UU KIP) and the Law on Political Parties have obliged political parties to manage their finances with the principles of transparency and accountability, but most have not yet revealed the reporting of political party financial reports that are publicly published. Focusing on the emergence of 4 (four) new political parties that participated in the 2019 election contestation, gave rise to opportunities to be able to attract voter sympathy in order to gain electoral potential by demonstrating internal financial management, bringing transparency through clear financial reports. With a descriptive qualitative approach it was found that the relationship between the identity of political parties and the management of political party funds towards 4 (four) new political parties was still weak. This phenomenon is a result of still being "blurred" and covered by issues of transparency and accountability of funding by new political parties.

The village budget is a central and regional financial balance fund that is distributed proportionally to each village. Village funds are aimed at organizing village governance and community empowerment. The constraints faced by partners were that the community of Tanjung Lanjut in Sekernan Subdistrict, Muaro Jambi Regency had substantially no initiative to contribute to the management of village budget funds and the development of village potential. The paternalistic culture of the village community caused the community to be indifferent and to give full trust to the village head towards managing the budgetary allocation of village funds. The method used in this service is by conducting socialization, monitoring and controlling of service partners, namely Tanjung Lanjut Village, Sekernan District, Muaro Jambi Regency. Based on the results of the service conducted, there was an increase in knowledge and the level of community participation in managing village budget funds which had an impact on community participation in the development of village potential so that village development took place in a participatory and prosperous manner.
