Abstract

Tulisan ini mendiskusikan tentang pengaruh etnisitas dalam prilaku memilih tokoh masyarakat pada kontestasi politik lokal pemilihan Bupati dan Wakil Bupati Kabupaten Muaro Jambi Tahun 2017. Bercermin pada ajang pilkada yang telah bergulir didaerah lain, tampaknya mesin politik partai politik bukanlah satu-satunya penyokong kemenangan. Popularitas tokoh masyarakat sering kali justru menentukan kemana pilihan akan dijatuhkan. Dengan menggunkan desain penelitian kualitatif tulisan ini menyuguhkan sebuah kesimpulan bahwa Kekuatan-kekuatan primordial di tingkat lokal telah menjelma menjadi kekuatan politik yang terus direproduksi dan dimainkan oleh tokoh masyarakat (elit lokal) sehingga mampu mempengaruhi aktivitas politik dan pilihan politik ditingkat lokal. Tulisan ini mengindikasikan bahwa perilaku memilih tokoh masyarakat di Kabupaten Muaro Jambi, masih tergolong sektarian sehingga hal teresebut dapat menjadi menghambat proses demokratisasi di tingkat lokal.

Abstract

This study is intended to analyze the implementation of policies carried out by the Merangin Regency Government of Jambi Province in order to increase the capacity of village apparatus. This study used Weimer and Vining's policy implementation, which consists of policy logic, policy environment and implementor capability. This research was conducted using a qualitative approach with a type of case study. Data collection was carried out by interviewing 11 respondents and reviewing data related to the research topic. After collected, the data were analyzed by data reduction, data presentation, and drawing conclusions. Based on this research, it is known that in terms of policy logic, the Merangin Regency Government really understands the significance of the existence of village officials in managing existing resources, so it does Workshop on the Implementation of SISKEUDES and Provision of Village Technical Capacity Development (P2KTD) was held. The policy environment also supports the implementation of this policy through commitments conveyed by the Head of Regency, Head of the Merangin Regency Village Community Development Agency (PMD) and Heads of Sub-Districts. The ability of implementors consisting of village officials is still very limited in applying training materials in accordance with the potential context of their respective villages.

Abstract

Abstract

This article of the result of this study aims to describe the level of the effectiveness of the enforcement of local regulation Number 2nd Year 2014 about the eradication of prostitution and immoral actions in Jambi Municipality by using achievement indicator of goal, productivity, and efficiency. In this study the writer found that local regulation is effective when measured from short and medium term goal achievement indicator, but that regulation needs to be reinforced to reach long term goal in order to create Jambi Municipality which is free from prostitution and immoral actions. It is also effective when measured from productivity indicator; it is proved that the local regulation can be legal force which is possible to mobilize all components of society and resources owned by Jambi Municipality in doing eradication of prostitution so that the enforcement of the regulation has reached the maximal output. Besides that, the reinforcement of this regulation is also effective when measured from efficiency indicator in which local regulation Number 12 Year 2014 has had a significant impact on prostitution eradication in Jambi Municipality. It can be seen from the output obtained in reaching the goal of the enforcement of the local regulation.

Abstract

Rendahnya representasi perempuan dalam lembaga penyelenggara pemilu merupakan persoalan struktural yang terus menghambat konsolidasi demokrasi elektoral di Indonesia. Studi ini menyoroti keterbatasan implementasi kebijakan afirmatif 30% keterwakilan perempuan dalam keanggotaan Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilu (Bawaslu) di Provinsi Jambi. Dengan pendekatan kualitatif melalui observasi, dokumentasi, dan wawancara mendalam terhadap aktor kunci daalam proses rekrutmen, penelitian ini menemukan bahwa sebagian besar wilayah di Provinsi Jambi tidak memiliki keterwakilan perempuan sama sekali. Hambatan utama mencakup budaya patriarki yang mengakar, lemahnya jejaring sosial dan kapasitas teknis perempuan, serta praktik seleksi yang belum inklusif gender, ditambah dengan kendala geografis yang mempersempit partisipasi perempuan. Menggunakan teori representasi politik, gender, dan kelembagaan, studi ini menganalisis bagaimana struktur sosial dan kelembagaan yang bias turut mereproduksi ketimpangan tersebut. Kontribusi utama penelitian ini adalah penguatan konsep kendala kelembagaan berbasis budaya lokal yang menjelaskan kegagalan afirmasi dalam konteks daerah. Rekomendasi yang ditawarkan meliputi peningkatan kapasitas perempuan melalui pelatihan politik, reformasi mekanisme seleksi berbasis perspektif gender, dan penguatan kolaborasi antar pemangku kepentingan. Dengan demikian, studi ini memberikan dasar empiris dan teoretis untuk membangun agenda demokrasi lokal yang lebih inklusif, adil gender, dan kontekstual.
