Abstract

The discussion on the power relationship between the state and adat or customs is always exciting because although adat is most likely getting tension from the state through various regulations, it keeps signifying its existence. An interesting phenomenon that happened after the downfall of the New Order regime and the expansion of the Regional Autonomy System’s implementation was adat power’s reappearance at the local level. For instance, Adat Functionary in the Kerinci Regency signified their dominance over the village government. The studies about the relationship between adat and the state tend to put adat as an identity and spirit for gaining support, power, and fund also tools to deal with the government. This study begins with the fact that adat is dominant over the village government in decision-making. This study found in the Kerinci regency obtained a new government structure by the returning of adat power in governance, and affected the stability of the village administration, also used it as the solidarity mechanism of the community in Kerinci Regency to resolve various conflicts. Thus, the meaning of domination, which is commonly interpreted as something negative, is turning out to be a contrary one since it makes the community more solid through adat.

Abstract

The Open Government Indonesia (OGI) action plan, provides a focus on strengthening public services and strengthening public information disclosure, as well as strengthening data governance, it can be facilitated by the presence of government base applications. The success in implementing e-government is the level of policy, fiscal support, and infrastructure. At the community level, although the implementation of e-government has opened up a large space for community participation in using civil rights through a variety of available channels, limited access is a major technical obstacle, supported by a lack of socialization, and application design that is not user-friendly. Initial findings explain that the collaborative process seems less-coordination, open government design has not been connected to the rules for implementing innovations in the regional government, the cause is the absence of commitment from regional heads and stakeholders, the gap between understanding and practical facts is still too wide.

Abstract

Kegiatan PKM berupa pelatihan penguatan tata kelola pemerintahan desa melalui konsep smart village government di Kec. Jambi Luar Kota bertujuan untuk: 1) meningkatkan kesadaran pemerintah desa tentang pentingnya tata kelola pemerintahan desa dengan konsep smart village government; 2) meningkatkan pengetahuan pemerintah desa tentang paradigma terbaru tata kelola pemerintahan desa di era 4.0; 3) meningkatkan pengetahuan pemerintah desa dan terbukanya pemikiran pemerintah desa untuk menerapkan konsep smart village government dalam pengelolaan pemerintahan desa; dan 4) tercapainya tata kelola pemerintahan yang optimal berbasis teknologi informasi. Pelaksanaan kegiatan pelatihan ini dilakukan melalui metode pelatihan dengan penyampaian materi pelatihan menggunakan metode yang relevan, yakni ceramah, tanya jawab dan diskusi. Adapun tahapan pelaksanaan kegiatannya, yaitu survei lapangan, pelatihan, diskusi dan evaluasi. Berdasarkan hasil pelaksanaan kegiatan PKM berupa pelatihan penguatan tata kelola pemerintahan desa melalui konsep smart village government di Kec. Jambi Luar Kota, disimpulkan bahwa kegiatan pelatihan diikuti dengan antusias oleh peserta, terlihat dari semangat dan keseriusannya dalam mengikuti pelatihan. Sehingga, kesiapan yang matang dan kegiatan yang sesuai dengan kebutuhan stakeholder menjadikan kegiatan ini berjalan dengan baik. Adapun capaian kegiatan pelatihan adalah meningkatnya pemahaman kepala desa tentang strategis letak desa yang dipimpin dan memahami konsep tata kelola pemerintahan yang tepat agar dapat memanfaatkan letak strategis desa dengan penggunaan teknologi informasi dalam tata kelola pemerintahan desa atau konsep smart village government. Maka, kegiatan pelatihan dapat meningkatkan kualitas dan kinerja pelayanan publik di desa dalam Kec. Jambi Luar Kota.

Abstract

The volunteer democracy program is a social movement intended to increase voter participation and quality in exercising their voting rights. This program involves the widest possible participation of the community where they are placed as pioneers of democracy for their communities. Democracy volunteers become KPU partners in carrying out the agenda of outreach and voter education based in districts/cities. This form of community participation is expected to be able to encourage the growth of high awareness and full responsibility of the community to use their rights in elections optimally. The Democracy Volunteer Program initiated by the KPU involved community groups from 11 (eleven) strategic voter bases, namely; family base, novice voter base, young voter base, women voter base, disabled people base, special needs voter base, marginal people base, community base, religious base, internet citizen base, and democratic volunteer base. Relationships will be formed on each basis which will then become extension agents in each community. The Relationship Program is motivated by the level of voter participation which tends to decline, the last four national elections and the implementation of post-conflict local elections in various regions show that indication, namely the 1999 election (93%), the 2004 election ( 84.1%), the 2009 election (70.9%), 2014 election (75.11%). The trend of decreasing participation is a challenge for the KPU on how to increase participation in the 2019 Election, for this reason, this article explains what the factors are causing the decline in voter participation and how the Relation strategy is to increase voter participation in the 2019 Election in Jambi

Abstract

Pelaksanaan agenda reformasi birokrasi dalam manajemen dan tata kelola Aparatur Sipil Negara (ASN) menggunakan sistem merit yang telah ditetapkan dan diatur secara tegas dalam UU No.5 Tahun 2015. Sistem merit mengatur tentang pengangkatan, mutasi, promosi, penggajian, reward dan pengembangan karir pegawai dilakukan berdasarkan penilaian kualifikasi kompetensi dan kinerja pegawai. Sistem merit yang diterapkan dalam pengisian jabatan pimpinan tinggi pratama di Pemerintah Propinsi Jambi tahun 2019 untuk melakukan mutasi enam pejabat tinggi pratama mengalami polemic hingga adanya pengaduan ke Komisi Aparatur Sipil Negara (KASN) terhadap Gubernur Jambi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan analisis deskriptif untuk menjelaskan hasil temuan penelitian penerapan sistem merit di pejabat tinggi pratama di Pemerintahan Propinsi jambi. Hasil penelitian menunjukan adanya terindikasi pelanggaran dalam penerapan sistem merit terutama berkaitan dengan penetapan hasil seleksi terbuka hingga terjadi pengaduan ke KASN, adanya tumpang tindih kewenangan antara tim seleksi, Kepala Daerah dengan KASN,serta adanya ketidak sepemahaman antara institusi pengelola kepegawaian dan pejabat-pejabat yang telah menduduki jabatan, terkait penafsiran proses jobfit, mekanisme seleksi terbuka, dengan dengan keberlangsungan jenjang karir sebagai bagian dari sistem merit.

Abstract

Each company apart from increasing financial benefits through its operational activities also has an obligation to carry out social programs for the environment and surrounding communities. This concept is known as the company's Corporate Social Responsibility (CSR) program. The use of the CSR program for the implementation of government development tasks can be described through the concept of Collaborative Governance or the concept of partnership in government. This paper will analyze the use of CSR programs carried out by the Jambi City government through the concept of Collaborative Governance in order to accelerate development by taking into account the government's priority programs. The research method used is a descriptive qualitative approach. Data collection was carried out through observation, interviews and documentation. Then the data were analyzed by examining the findings, presenting the data, and drawing conclusions. The results show that the Jambi City Government has implemented the concept of collaborative governance in implementing and utilizing CSR funds for development programs through the CSR forum. Abstract

This article is intended to contribute as an additional new reference for academics and practitioners in the field of government science and to introduce the concept of developing digital government transformation that focuses on collaboration in Indonesian local governments. This article uses case studies and a limited literature review to explore how collaboration can play an important role in the implementation of digital transformation in the West Java Digital Service (JDS), or the Regional Technical Implementation Unit of the Center for Digital Services, Geospatial Data and Information under the West Java Provincial Communication and Information Office. As a digital-based local government agency, Indonesia has the goal of being an accelerator of achieving government targets to break the digital divide for remote communities, improve the efficiency and accuracy of data and technology-based community data policies, support services and community policy making that are responsive, adaptive, and innovative. This article provides an overview of how Indonesian local governments deliver digital-based policies through joint decision-making or collaborative governance, seeking to share decision-making power with stakeholders to develop joint recommendations for effective and lasting solutions to public problems.

Abstract

The need for a shift towards digital governance is now a crucial issue in various government sectors, ICTs have become an inseparable tool considering the public's demand for more responsive, inexpensive, and inclusive government. The process of shifting, which is better known as digital transformation in Government. This article provides a comprahensive overview of how Slovenian government deliver a digital transformation strategy, as former Yugoslavian republic, Slovenia quickly achieved democratic political stability, implementing the necessary social and economic reforms to help Slovenia progressively strengthen relations in the European continent. Slovenia has made digital government a key priority in recent years through its Public Administration 2020 and Digital Slovenia 2020 strategies. Slovenia adopted key enablers from European Union (EU) to improve access and interoperability of government services. This article uses a case study to collect the necessary data and analyzing the digital transformation phenomenon and exploring the implementation of digital transformation in Slovenia. The results show that Slovenia has increasingly made digital government a key policy priority and has invested in several public policies that stress the importance of technology.

Abstract

Introduction/Main Objectives: Model The leadership style of regional heads during the COVID-19 pandemic requires a compelling lead character because to deal with the problems felt by each region, and it must be different so that public responses and criticisms must be carried out quickly and accurately has a priority scale for work effectiveness. Novelty: This study analyzes the leadership style of the regional head in Indonesia, namely the Governor, by taking a case study in the Riau Islands Province (Kepri) during the COVID pandemics. Research Method: The research method used is qualitative with relevant secondary data. Finding/Results: The results of data analysis with software NVivo 12, so that obtained are easy to explain descriptively by analyzing the theory and concept triangulation approach. Conclusion: The results show that the determination of Secondary Data Coding is more on the leadership of Ansar Ahmad in the COVID-19 pandemic as Governor Kepri. In addition, researchers also found that Ansar Ahmad’s leadership style as Governor Kepri greatly influenced the characteristics of leadership style and influential leadership style, which tested with the Jaccard Cluster approach on the strong relationship between communication, awareness, and integrity in carrying out the vision and mission as regional head during a COVID-19 in Kepri Province.
