Abstract

This systematic literature review examines the role of Information Technology Application Controls (ITACs) in mitigating data discrepancies within government financial reporting. Recognizing that reliable financial data is a cornerstone of public accountability and fiscal governance, this review synthesizes empirical and conceptual research to analyze the function of automated controls in ensuring data accuracy, completeness, and validity. The findings, derived from a rigorous PRISMA-guided analysis of 22 studies, elucidate the causal mechanisms through which ITACs operate, namely, via preventive (e.g., input validation), detective (e.g., anomaly detection), and corrective (e.g., automated reconciliation) pathways. However, the literature specifically cataloging the most frequent ITAC types in government systems remains limited, instead highlighting the growing role of advanced technologies like blockchain and AI. The review further identifies significant implementation challenges unique to the public sector, including fragmented IT infrastructures, resource constraints, and bureaucratic resistance. Critical success factors for effective ITAC deployment emphasize strong top-management support, staff capacity building, and alignment with established governance frameworks like COBIT. The study concludes that mitigating data discrepancies requires a holistic strategy where technical controls are synergistically supported by robust governance and continuous organizational learning to enhance the integrity and reliability of public financial statements.

Abstract

This study aims to analyze the effect of fintech usage, risk perceptions, and data privacy concerns on trust in digital financial services in Indonesia. The rapid development of financial technology has increased the adoption of digital financial services; however, trust remains a crucial factor influencing user acceptance and continued usage. This research employs a quantitative approach using primary data collected from 150 respondents through structured questionnaires measured on a Likert scale. Data analysis was conducted using SPSS version 25, including validity and reliability tests, classical assumption tests, and multiple linear regression analysis. The results show that fintech usage has a positive and significant effect on trust, indicating that higher levels of usage and familiarity increase user confidence in digital financial services. Conversely, risk perception has a negative and significant effect on trust, suggesting that concerns about financial loss, system errors, and fraud reduce users’ willingness to rely on fintech platforms. Similarly, data privacy concerns are found to negatively and significantly influence trust, highlighting that fears related to personal data misuse and security breaches undermine user confidence. Simultaneously, fintech usage, risk perception, and data privacy concerns significantly affect trust, with an R² value of 0.465, indicating that 46.5% of the variation in trust is explained by these variables. This study contributes to the literature by providing empirical evidence on the determinants of trust in digital financial services in Indonesia. The findings offer practical implications for fintech providers and policymakers to enhance user trust by improving system security, strengthening data protection measures, and increasing user awareness of fintech services.

This study aims to examine the influence of financial statement information utilization and planning orientation on the quality of business decisions among textile Micro, Small, and Medium Enterprises (MSMEs) in West Java. The research adopts a quantitative approach using a survey method involving 155 MSME owners and managers as respondents. Data were collected through structured questionnaires measured on a Likert scale and analyzed using SPSS version 25. The analytical techniques employed include descriptive statistics, validity and reliability tests, classical assumption tests, and multiple linear regression analysis. The results indicate that financial statement information utilization has a positive and significant effect on decision quality, suggesting that MSMEs that effectively use financial data tend to make more accurate and informed decisions. Planning orientation also demonstrates a positive and significant influence, indicating that structured and forward-looking planning enhances the effectiveness of business decisions. Simultaneously, both variables significantly affect decision quality, with a coefficient of determination (R²) of 0.475, meaning that 47.5% of decision quality is explained by the two independent variables. This study contributes to the literature by integrating financial information utilization and planning orientation as key determinants of decision quality in MSMEs. Practically, the findings emphasize the importance of improving financial literacy and strengthening planning practices among textile MSMEs to enhance decision-making effectiveness and business sustainability.
