Probono and Community Service Journal, also known as Probono Journal, is a peer-reviewed journal that publishes articles on the result of community engagement, especially in law community engagement. PCSJ is published by the Faculty of Law Universitas Sultan Ageng Tirtayasa (Untirta), Indonesia. PCSJ is published Biannually (two times a year). PCSJ, as a scientific law journal concerned with disseminating community engagement results and discussing some contemporary methods and techniques for empowering the community in the law approach. PCSJ published articles in both Bahasa Indonesia and English online. Focus and Scope PCSJ focuses on any law issues on community engagement. The topic is, but not limited to, Law and Community Empowerment, Law and Society, Legal Services, and Legal Aid. Probono Journal is published by the Faculty of Law, University of Sultan Ageng Tirtayasa, periodically published in May and October, the approved and ready to publish.

Abstract

Land registration after the enactment of the Job Creation Law provides a great opportunity to accelerate and simplify the land registration process through digitalisation and the Complete Systematic Land Registration (PTSL) program. However, the implementation of this system is faced with challenges, especially in terms of socialisation to the community and access to technology. This service aims to assess the effect of legal counselling conducted in Sindangsari Village, Serang Regency, on the community's understanding of land registration procedures after the Job Creation Law. The method used in this activity is legal counselling delivered by Civil Law lecturers at the Faculty of Law, Sultan Ageng Tirtayasa University. The results of this service activity show that the legal counselling carried out has a positive impact, with increased public understanding of land registration procedures, the importance of legal land ownership, and how to access land registration electronically. Although there are still challenges related to access to technology and limited resources, the Sindangsari Village community is now better prepared to face the increasingly digitalised land registration process. This counselling contributes to strengthening community legal awareness and reducing the potential for future land disputes. Therefore, this community service activity is an important model in improving community understanding of changes in land regulations, especially related to the Job Creation Law.

Abstract

This community service activity aims to encourage the legalization and strengthening of Village-Owned Enterprises (BUMDes) institutions in Pabuaran District, Serang Regency. Although almost all villages have formed BUMDes, most still face administrative obstacles, especially in obtaining legal entity status and Business Identification Number (NIB). Through training and legal assistance focused on village officials, village heads, village assistants, and Village Consultative Body (BPD), this activity provides technical and normative understanding regarding the process of establishing and legalizing BUMDes based on Law Number 6 of 2014 concerning Villages, Government Regulation Number 11 of 2021, and Permendesa PDTT Number 3 of 2021. The training was carried out using participatory and application methods, including simulations of filling out documents, technical consultations, and preparation of legal entity registration files. The results showed a significant increase in regulatory understanding and administrative readiness of villages in accelerating the legalization of BUMDes. As a continuation, assistance is carried out continuously by the Constitutional Law Division of the Faculty of Law, Sultan Ageng Tirtayasa University through direct consultation services on campus.

Abstract

The exponential advancement of information and communication technology over the preceding decade has catalyzed profound digital transformation across diverse societal strata, encompassing traditional religious educational institutions such as Islamic boarding schools (pondok pesantren), which are now largely comprised of Generation Z students (santri). However, this rapid digitalization is frequently decoupled from a commensurate level of legal literacy, specifically regarding the intricacies of personal data protection and the ethical imperatives of interaction within cyberspace. Such a lack of juristic comprehension engenders various legal vulnerabilities for santri, including unauthorized information dissemination (doxing), cyber-victimization (cyberbullying), and the potential for identity data manipulation by malicious actors. Consequently, Pondok Pesantren Al Jauharen in Jambi was designated as a strategic collaborative partner, predicated on the current absence of a systematic framework for developing digital legal consciousness among its students. This community engagement initiative is designed to equip santri with an exhaustive legal understanding of Law Number 27 of 2022 concerning Personal Data Protection (PDP Law) as part of a collective effort to institutionalize a healthy, ethical, and accountable digital culture. The methodological framework was implemented via a participatory approach involving interactive case-based legal discourse, creative digital content production workshops, and empirical evaluation through pre-test and post-test instrumentation. The outcomes demonstrated a significant elevation in the participants' awareness regarding the sanctity of personal data protection, thereby fulfilling the pedagogical and juristic objectives established by the program facilitators.

Abstract

The provision of public services at the village level, particularly in licensing procedures, often faces challenges related to legal certainty, transparency, and potential maladministration. This article describes efforts to strengthen state administrative law through the implementation of Minimum Service Standards (SPM) based on Minister of Home Affairs Regulation Number 59 of 2021 in Sindangheula Village, Serang Regency. The objective of this activity is to enhance the legal understanding of village officials and the community regarding standardized service benchmarks, thereby establishing licensing procedures that are transparent, accountable, and free from illegal levies. The method employed in this community service activity is Community Education through Legal Counseling with a Participatory Action Research (PAR) approach. The PAR method was selected because it emphasizes collaboration and active engagement between researchers and participants, viewing research as a process "from, by, and by, for the community." The legal counseling, delivered by lecturers from the Faculty of Law, Universitas Sultan Ageng Tirtayasa, was conducted interactively through group discussions and question-and-answer sessions, enabling the community not only to receive information unidirectionally but also to actively formulate solutions to bureaucratic challenges they encounter. The results of the activity demonstrate a significant improvement in the legal literacy of both the community and village officials concerning their rights and obligations in licensing services. This participatory approach successfully fostered collective awareness to oversee information transparency and service accountability, thereby minimizing discretionary practices and strengthening the institutional legitimacy of village governance.

Abstract

The advancement of information technology has brought significant changes in various aspects of life, including in religious-based educational environments such as Islamic boarding schools (pesantren). These institutions are not immune to such threats, considering the ease of access to the internet and digital devices. Although technology offers many benefits, its development also increases the risk of cybercrimes, including online gambling. This activity aims to provide legal understanding related to cybercrime in general and online gambling in particular, as well as to equip students (santri) with life skills and encourage their active participation in preventing and combating such crimes. The motives behind cybercrimes are generally not limited to economic factors alone but can also stem from intellectual motives. From an economic perspective, online gambling is a prevalent form of cybercrime in Jambi Province, especially among children, teenagers, and civil servants. Many students and teachers are still unaware that certain online activities can constitute crimes, including online gambling—both in terms of their legal aspects, impacts, and efforts for prevention. Jambi Province, in particular, has been identified as having one of the highest numbers of online gambling cases in Indonesia. The methods used include socialization, simulation, and interactive discussions. After participating in this legal education program, it is expected that the students will not only refrain from engaging in online gambling but also become pioneers of digital da’wah, promoting positive values and encouraging the community to lead a healthier and more Islamic lifestyle. Kemajuan teknologi informasi telah membawa perubahan signifikan dalam berbagai aspek kehidupan, termasuk di lingkungan pendidikan berbasis keagamaan seperti pesantren. Lingkungan pesantren pun tidak luput dari ancaman ini, mengingat kemudahan akses terhadap internet dan perangkat digital. Meskipun memberikan manfaat, perkembangan teknologi juga meningkatkan risiko terjadinya kejahatan siber termasuk judi online. Kegiatan ini bertujuan untuk memberikan pemahaman hukum mengenai kejahatan siber pada umumnya serta judi online khususnya. serta membekali para santri dengan lifeskill dan partisipasi aktif dalam mencegah serta menanggulangi kejahatan ini. Motif pelaku kejahatan siber pada umumnya bukannya hanya sekedar motif ekonomi semata namun juga kejahatan ini dilakukan dengan motif intelektual. Dari motif ekonomi, judi online merupakan kejahatan siber yang marak terjadi di Provinsi jambi khususnya oleh anak dan remaja serta ASN. Banyak santri dan tenaga pengajar belum memahami bahwa beberapa tindakan di internet bisa termasuk kejahatan termasuk judi online, baik itu aspek hukum, dampak serta bagaimana Upaya penanggulangannya. bahwa Provinsi Jambi khususnya merupakan Provinsi kasus judi online tertinggi di Indonesia Metode yang dilakukan berupa sosialisasi, simulasi dan tanya jawab. Perubahan literasi digital khususnya aspek hukum digital berdampak pada santri, dan juga diharapkan santri menjadi pelopor dakwah digital yang menyebarkan nilai-nilai kebaikan dan mengajak masyarakat untuk hidup lebih sehat dan Islami

Abstract

The rapid development of information technology has brought significant changes to patterns of communication and social interaction, particularly among students who actively engage with digital media. Educational outreach on the wise and secure use of digital media has become increasingly important as an effort to enhance digital legal literacy among students, particularly in improving their understanding of electronic information and transactions, as well as raising awareness of the legal regulations governing activities in digital spaces. This activity aimed to provide students with a comprehensive understanding of the importance of using digital media responsibly and safely, while also preventing legal violations and cyber risks in their online activities. In line with Sustainable Development Goals (SDGs) Number Four on Quality Education, this program seeks to strengthen student’s digital literacy competencies and promote inclusive, equitable, and lifelong learning opportunies in the digital era. The implementation methods included material presentations, interactive discussions, and question-and-answer sessions involving students of SMA Negeri 1 Baros, Serang, Banten. The results of the activity indicated an increase in students’ understanding of the legal aspects of digital media use. Students became more capable of identifying potential legal violations in cyberspace and demonstrated more responsible and cautious behavior in using social media. Furthermore, this activity strengthened the role of schools as educational institutions in fostering law-aware and responsible digital character among students. As a follow-up, sustainable digital literacy programs are required through the integration of law-based digital literacy materials into the curriculum and extracurricular activities, as well as through collaboration among schools, academics, and policymakers to create a digitally competent, critical, and law-abiding younger generation thereby contributing to the achievement of SDGs Number Four through the development of relevant knowledge and skills for responsible participation in the digital society.
