Abstract

Disaster management in the world has undergone a paradigm change that is from responsive to preventive, from sectoral to multi-sector, from government responsibility solely to joint responsibility, centralization to decentralization and from emergency response to disaster risk reduction. Based on 6 directives of the President of the Republic of Indonesia delivered during the Rakornas PB (Disaster Management) at surabaya, February 2, 2019 one of which is "Regional development planning must be based on aspects of DRR (Disaster Risk Reduction)". Disaster risk-based regional development planning aims to reduce the impact of disaster risk including, threats, vulnerabilities, and capacity. Vulnerability assessment in areas that have the potential to experience disaster events is one of the important factors that must be reviewed in disaster mitigation efforts. Vulnerability assessment with the concept of data from wisdom allows local policymakers to recognize their specific situation in the broader context of a similar situation, providing regional perspectives and important connections between regions. Based on the efforts that have been integrated between the program into city spatial planning, it is hoped that it can increase the resilience of the City in facing disasters and adapt to climate change.

Abstract

There is an obligation to involve the community in the drafting of village regulations. Therefore, this conceptual article aims to explore the process of formation and community participation in the development of village regulations. The approach used is a statutory one, involving the collection and descriptive analysis of primary and secondary legal materials. The findings indicate, firstly, the stages of village regulation formation start from planning, drafting, discussion, determination, promulgation, to dissemination. Secondly, community participation in the development of village regulations reflects the presence of a democratic political relationship in village governance. Additionally, the intended participation can serve as a platform for discussing and reaching agreements on strategic matters.

Abstract

Music or lyrics are an inseparable element in human life since ancient times until now, because song lyrics have a deep emotional impact on listeners who feel connected to the lyrics of the song. So that many songwriters express a feeling, anxiety, or social reality they see, through a song lyric. The Representation of the Meaning of Amazement in the lyrics of the song “From Another Planet” by Sal Priadi”, aims to represent the meaning of amazement in the lyrics of the song using semiotic theory. The semiotic theory used to dig deeper into the lyrics of the song “From another planet” is Ferdinand De Saussure’s semiotic theory, which aims to find out how the signifier and signified in the song lyrics. Songs like “From another planet” not only convey complex feelings but also have deep meaning. The results of this study suggest that the song “From another planet” describes a feeling that arises when one feels overwhelmed or admire, when the person’s presence brings out unique, different from the previous one, or gives new color to the song writer’s life.

Abstract

K-pop dance cover is an activity where individuals or groups replicate the dance movements of Korean idol groups, as done by the K-pop dance cover community called HD Girls. This research aims to understand the experiences, motives, and meanings related to the self-concept of HD Girls members. Members of the HD Girls community, when performing a dance cover, must be able to adjust their appearance to match the K-pop idols they are covering. Therefore, as community members, they can interpret themselves as individuals who can align their appearance with the characteristics of the K-pop idols they are covering. The research employs a qualitative method with Alfred Schutz's phenomenological approach. Data collection techniques include primary data (interviews and observations) and secondary data (books, journals, and documentation). Informants were selected using purposive sampling, and data validity was ensured through source triangulation. The findings reveal that HD Girls members have various experiences in K-pop dance cover, such as making friends, paying more attention to their appearance, promoting K-pop idol groups, gaining self-confidence, feeling comfortable in social interactions, and feeling satisfied when receiving compliments. From these experiences, certain motives were identified: the "because of motive" includes liking K-pop, lacking makeup skills, being invited by friends, and being shy and introverted. The "in order to motive" includes wanting to make friends, channeling hobbies, making HD Girls famous, trying new things, becoming an artist, and receiving compliments. K-pop dance cover is perceived as a medium for self-expression, motivation to become a K-pop idol, appreciation for K-pop idols, fulfilling hobby needs, self-expression, and developing creative ideas.

Abstract

A self-concept is very important in creating work which is now very easy with social media. By having a self-concept, a person can increase his self-confidence. This self-concept also influences the consistency and existence of someone who focuses on creating work through social media such as YouTube. The purpose of this research is to find out Kery Astina's motives for becoming a YouTuber, to find out Kery Astina's experience in forming his virtual identity, and to find out the meaning of subscribers for Kery Astina. Researchers used qualitative methods with a phenomenological approach. Data obtained using in-depth interviews and direct observation. The results of this research show that Kery Astina has past and future motives in forming her concept as a parody YouTuber. Apart from that, the experience of forming this parody self-concept created his image as a comedian and he felt proud of what he had achieved after becoming a parody YouTuber. Kery Astina interprets his subscribers as assets because of his money-oriented principle when he sees that the YouTube platform can make money. This research can add to the body of communication science, especially on cyber culture in the current digital era.
