Abstract

  This study aims to develop an early detection system for rice plant diseases using a machine learning (ML) approach based on edge computing with ESP32-S3 Cam devices and the Edge Impulse platform. This system is expected to provide an efficient and cost-effective solution for detecting rice diseases in agricultural areas with limited internet and electricity access. In this study, CNN and MobileNetV2 models were used to classify rice leaf diseases, including brown spot, tungro, and blight, achieving 92.73% accuracy on the test dataset. This system is designed with an offline-first principle, allowing the device to operate locally by optimising power and memory usage. The model, which is optimised through quantisation and transfer learning, is small in size, only about 587 KB, and can be operated on devices with limited resources. In addition, this system can send notifications via Telegram and Google Sheets when connectivity is available. Field test results show that the system performs well across various environmental conditions, including low light and high humidity, with a detection accuracy of 90-95%. With innovations in lightweight ML models and edge computing, this study contributes to improving agricultural efficiency in Indonesia, especially in addressing the challenges posed by climate change that affect rice production. This research also provides insights for the further development of smart farming systems integrated with IoT technology for real-time disease detection.

Abstract

Automating the description of weather phenomena through visual imagery is a crucial step in supporting efficient meteorological monitoring systems. This study aims to compare the performance of two Deep Learning architectures, ResNet101-LSTM and VGG16-LSTM, in generating automatic image captions for various weather conditions. The research methodology involves extracting visual features using Residual Learning and VGG-Net, which are subsequently processed by Long Short-Term Memory (LSTM) units for text generation. Hyperparameter optimization was conducted using the Optuna framework to ensure both models operate at their peak configurations. The results indicate that ResNet101-LSTM provides superior linguistic accuracy, achieving a BLEU-1 score of 0.7553, a BLEU-4 score of 0.4593, and a METEOR score of 0.7264. Qualitatively, this model is capable of identifying environmental details with higher precision compared to VGG16-LSTM. However, loss curve analysis reveals that VGG16-LSTM demonstrates better convergence stability (good fit), whereas ResNet101-LSTM shows signs of slight overfitting. This study concludes that while ResNet101-LSTM is superior in accuracy according to standard NLP evaluation metrics, additional regularization techniques are required to maintain its performance stability on validation data.

Abstract

Waste management issues in Batam City have become a critical environmental concern amid rapid population growth and intensive industrial activities. Although the Batam City Government has enacted Regional Regulation Number 11 of 2013 on Waste Management as a legal framework, its implementation in practice continues to face significant challenges. This study aims to analyse the effectiveness of the regulation and its legal implementation during the period 2024–2025, as well as to identify the inhibiting factors affecting its enforcement. The research employs an empirical legal method using statutory and sociological approaches, supported by interviews with officials from the Environmental Agency and officers at the Telaga Punggur Final Disposal Site (TPA). The findings indicate that the effectiveness of the regulation remains low due to weak law enforcement, limited infrastructure and facilities such as waste collection fleets and heavy equipment and low public awareness regarding waste segregation and management. Based on Soerjono Soekanto’s theory of legal effectiveness, these constraints are closely related to law enforcement actors, supporting facilities, and the legal culture of the community. This study recommends strengthening regulatory enforcement, upgrading waste management facilities, enhancing public education, and fostering synergy among government, communities, and the private sector to achieve an effective and sustainable waste management system in Batam City.

Abstract

The rising global healthcare costs have placed significant pressure on the sustainability of employer-sponsored health insurance programs. This study aims to analyze the loss ratio and identify the main determinants of high health insurance claims in the employee benefit program of PT XYZ for the 2024–2025 period. The research employed an analytical observational design using secondary claims data from 2024–2025. The analysis was conducted descriptively and inferentially by calculating the loss ratio, examining the frequency distribution of claims, determining the average cost per case, and performing comparative analysis based on type of service and membership status. The results show a loss ratio of 115.37%, indicating an underwriting deficit. Outpatient services dominated claim frequency (±78%), while inpatient services contributed the highest cost per episode. Dependent participants accounted for more than two-thirds of total claims. The primary determinants of increasing claims include the high frequency of outpatient visits, the high cost of inpatient care, and the utilization pattern among dependents. These findings highlight the importance of benefit design evaluation, utilization control strategies, and strengthening promotive and preventive programs to maintain the financial sustainability of the program.

Abstract

The rapid development of digital technology requires teachers to enhance their digital literacy competencies, particularly in developing interactive learning media. However, many teachers still have limited skills in producing video-based instructional materials. This study aimed to analyze the effectiveness of CapCut-based instructional video training in improving teachers’ digital literacy competencies at SMA Negeri 1 Banyuasin. The study employed a quantitative approach using a pre-experimental one-group pretest–posttest design involving 25 teachers. Data were collected through a digital literacy competency questionnaire using a five-point Likert scale and analyzed using paired sample t-test. The results showed a significant improvement in teachers’ competencies after the training. The mean score of understanding increased from 1.71 to 4.53 (increase = 2.82), while the mean score of interest increased from 1.74 to 4.37 (increase = 2.63). These findings indicate that hands-on, structured training effectively enhances both technical mastery and positive attitudes toward technology integration in learning. In conclusion, CapCut-based training contributes significantly to strengthening teachers’ digital literacy and supports pedagogical transformation in secondary education. The findings highlight the importance of experiential training models as a practical strategy for sustainable digital competence development in schools.

Abstract

Outpatient hemodialysis is a high-cost chronic service that may generate a gap between actual hospital costs and the INA-CBGs reimbursement tariff under the JKN scheme. This study aimed to calculate the unit actual cost of outpatient hemodialysis, compare it with the INA-CBGs tariff, identify dominant cost components, and explore managerial strategies to address cost discrepancies. A mixed-methods approach was conducted at RSUD Haji Abdul Manan Simatupang from January to September 2025, combining quantitative cost and service-volume analysis with qualitative semi-structured interviews. Normality was tested using Shapiro–Wilk and differences were analyzed using the Wilcoxon signed-rank test. A total of 4,810 sessions were recorded, with total actual costs of IDR 4,193,552,621 and an average unit cost of IDR 871,840 per session, exceeding the INA-CBGs tariff of IDR 841,900. The average gap was IDR 29,940 per session, with deficits in 7 of 9 months. The difference was statistically significant (p=0.021). Consumables (BMHP) were the primary cost driver (60%). Strategic responses included consumable cost control, standardized clinical pathways, digital monitoring, capacity optimization, strengthened claims management, and capital planning. These findings highlight the need for strengthened cost governance to ensure financial sustainability and service quality.

Abstract

This study aims to analyze the influence of price, digital marketing, and consumer reviews on purchase decisions in the Shopee marketplace among students of Dian Nusantara University, Jakarta. The research uses a quantitative approach with a survey method. Data were collected through questionnaires distributed to 95 respondents who actively use the Shopee platform for online shopping. The data analysis technique employed in this study is multiple linear regression using SPSS software. The results indicate that price does not have a significant effect on purchase decisions, suggesting that consumers do not rely solely on price considerations when shopping in online marketplaces. Conversely, digital marketing has a significant positive influence on purchase decisions, indicating that promotional activities through digital channels play an important role in attracting consumer interest. Furthermore, consumer reviews were found to have the strongest influence on purchase decisions, highlighting the importance of electronic word-of-mouth in shaping consumer trust and reducing perceived risk in online transactions. These findings emphasize the importance of integrating digital marketing strategies with effective consumer review management to enhance purchase decisions in e-commerce platforms.

Abstract

Cervical cancer was the fourth most common cancer among women worldwide in 2022, with an estimated 604,000 new cases and 342,000 deaths. In Indonesia, according to the 2018 Basic Health Research (Riskesdas), cervical cancer ranks second after breast cancer, with an incidence of approximately 23 cases per 100,000 population and a mortality rate of 17 per 100,000 population. This study employed a quantitative approach with a cross-sectional design. The population consisted of 561 women of reproductive age residing in Pulau Harapan Village. The sample size was determined using a two-proportion test, resulting in 150 respondents. Data were collected using a questionnaire that had been tested for validity and reliability. Data analysis included univariate and bivariate analyses using the Chi-square test. The majority of respondents were aged 30–39 years, married, had higher education, were unemployed or housewives, and had a monthly income of less than IDR 3,000,000. Most respondents reported easy access to healthcare facilities and received information and education about cervical cancer from healthcare professionals. Sociodemographic factors significantly associated with Pap smear utilization were age (p = 0.000) and marital status (p = 0.000). Meanwhile, the health information factor significantly associated with Pap smear utilization was the source of health information (p = 0.040). These findings indicate that improving Pap smear utilization in island communities requires strengthening community-based health education strategies and optimizing the role of healthcare professionals as primary sources of health information. It is recommended that community health centers and local governments intensify active promotion, expand periodic mass screening programs, and integrate Pap smear education into routine health services to increase early cervical cancer detection among women of reproductive age.

Abstract

The successful implementation of Law Number 14 of 2008 concerning Public Information Disclosure (Keterbukaan Informasi Publik - KIP) fundamentally relies on the public's ability to easily access information. The Official Information and Documentation Management Officer (Pejabat Pengelola Informasi dan Dokumentasi - PPID) Website of Bojonegoro Regency serves as the primary gateway for this service. However, the conventional search system (exact match) previously implemented proved to be rigid, often failing to retrieve documents due to minor typing errors (typos), thereby diminishing service efficiency. This research aims to design and implement a Fuzzy Search mechanism utilizing the PostgreSQL Trigram extension to replace the old system and to quantitatively evaluate its effectiveness. The Waterfall model was employed as the system development methodology, with implementation focusing on the backend using the PHP framework and a PostgreSQL database. A comparative experiment was conducted, contrasting the proposed system's performance against the existing exact match system , measured using standard Information Retrieval (IR) metrics: Precision, Recall, and F-Measure. The findings demonstrate that the existing exact match system showed a 100% failure rate when faced with common typing errors, whereas the Fuzzy Search implementation significantly increased error tolerance. Through empirical comparison, a Similarity Threshold configuration of 0.2 for PostgreSQL Trigram was identified as the optimal setting for the PPID Bojonegoro dataset. This value yielded the highest F-Measure score of 88.5%, reflecting the best balance between Recall (89%) and Precision (88%). Furthermore, the application of a GIN Index on PostgreSQL dramatically optimized performance, accelerating the search process by up to 40 times compared to the unindexed method. The proposed system successfully addresses the weakness against typos and ensures fast, inclusive public access to information, which is a key requirement under the KIP Law.

Abstract

The rapid development of information technology has encouraged public institutions to utilize web based systems as effective communication and publication media; however, the Civil Service Police Unit (SATPOL PP), particularly the Division of Regional and Gubernatorial Regulation Enforcement, still relied on conventional promotional tools that limited information accessibility and transparency. This study aims to design and implement a company profile website as an institutional information medium to enhance public access to organizational data and activities. The research employed observation, interviews, and literature review to collect system requirements, followed by system design and development using web technologies including PHP, MySQL, and HTML. The implemented system provides structured information regarding institutional profiles, organizational structure, duties and functions, vision and mission, news updates, and contact details, supported by an administrative interface for data management. The results demonstrate that the website functions as an effective and efficient information platform that is widely accessible via the internet, improves transparency, and optimizes information dissemination. Moreover, the system contributes to operational cost efficiency by reducing dependence on printed media such as brochures and pamphlets. In conclusion, the implementation of the company profile website supports institutional performance by delivering information in a more modern, accessible, and sustainable manner.
