Jurnal ini diterbitkan dua kali secara online setiap tahun dan berisi hasil-hasil penelitian Skripsi, Tesis mahasiswa S2 Ilmu Administrasi, dan Disertasi serta pengkajian, telaah pustaka, maupun ulasan yang berkaitan dengan manajemen sektor publik, manajemen pembangunan, dan kebijakan publik. (The Public Policy and Management Inquiry is a scientific journal published by the Postgraduate Program of Public Administration of FISIP UNSOED. This journal is published twice online each year (April & November) and contains the results of Skripsi research, the Thesis of Masters in Administrative Sciences, and Dissertations as well as studies, literature reviews, and reviews relating to public sector management, development management, and public policy).

Abstract

Desa Sikapat memiliki potensi di bidang pertanian dan pariwisata, namun menghadapi berbagai kendala seperti lahan kering, layanan publik terbatas, dan pengelolaan pasar yang belum optimal. Untuk menjawab tantangan tersebut, BUMDes Mitra Sejahtera didirikan pada 2021 dengan empat unit usaha. Penelitian ini bertujuan menganalisis proses kolaborasi antar stakeholder dalam pengelolaan BUMDes. Penelitian menggunakan pendekatan kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan yang dipilih secara purposive melalui teknik analisis data interaktif. Hasil penelitian menunjukkan terdapat kolaborasi yang melibatkan pemerintah desa, BUMDes, mitra kerja, dan masyarakat. Terdapat komunikasi rutin, transparansi informasi, pembagian peran yang jelas, dan kesamaan tujuan. Kolaborasi ini mampu mendorong peningkatan layanan dan pertumbuhan ekonomi lokal. Disimpulkan bahwa collaborative governance telah berjalan cukup efektif, meski masih perlu penguatan partisipasi masyarakat dan kelembagaan untuk keberlanjutan jangka panjang.

Abstract

The dynamics of the State Civil Apparatus in Indonesia delivered special attention to the governance and institutional quality issues. Admittedly, these dynamics displayed the process of marginalization in political-administration, which affects the State Civil Apparatus in terms of professionalism, integrity, and neutrality, with the efforts to scale down the regulation from the central government intervention. Next, this reveals a gap in institutional fallout with other connections, such as deconstruction by state-led oversight mechanisms, and the long-term effects of governance and institutional quality. Through qualitative descriptive methods and an argumentative review, it was found that the implications of the marginalization process for the governance and institutional quality distort the fundamental principles, which are based on the tools of political power, and display inefficiency, misuse of power, and corruption while reducing public trust in government institutions. Interestingly, the urgency of the executive and legislative commitment from the dynamic only prioritizes the interests of groups behind the political agenda designed to influence the State Civil Apparatus’ performance. Consequently, the study implies that governance and institutional quality are the connecting elements that grant the function of government activities through the State Civil Apparatus, and the researcher’s perspective provides the information on how political interference, when unchecked, affects reform momentum and administrative functioning.

Abstract

The evolution of public administration paradigms reflects a transition from Old Public Administration (OPA), which emphasizes hierarchy, to New Public Management (NPM), which prioritizes efficiency, and subsequently to New Public Service (NPS), which promotes citizen participation. However, these paradigms are rooted in Western contexts, making them not entirely suitable for non-Western countries such as Indonesia. This article examines Non-Western Public Administration (NWPA) as a more contextual alternative by highlighting two fundamental pillars, namely microsociety and human capital. A qualitative method based on literature analysis is employed to explore how these concepts shape an innovative ecosystem in public service delivery. The findings indicate that microsociety serves as a community-based participation arena that provides cultural legitimacy, collective action, and locally driven innovation. Meanwhile, human capital plays a crucial role in improving the quality of public officials and citizens’ capacity to actively engage in governance processes. The integration of both aspects results in public services that are more inclusive, adaptive, and sustainable, while strengthening social legitimacy and collective welfare. This article concludes that NWPA is not merely a conceptual alternative to Western paradigms but a practical necessity for developing public governance in Indonesia that aligns with local wisdom, responds to socio-cultural diversity, and remains relevant to future challenges.

Abstract

The phenomenon of urbanization in Indonesia's big cities, particularly Surabaya, is leading to significant social and economic changes. The increasing population in urban areas is driven by development inequality, better job opportunities, and improved social facilities. However, urbanization also presents challenges such as unemployment, social inequality, and the rise of slum areas. This article focuses on analyzing the impact of urbanization on Surabaya's socio-economic structure and developing effective public policies to manage this phenomenon. The research emphasizes the importance of data- driven policy interventions that consider infrastructure requirements, public services, and community participation. Collaboration between the government, private sector, and civil society is crucial for formulating successful solutions. While urbanization can drive economic growth, it is important to urgently address its negative impacts. With proper planning and the right policies, Surabaya can overcome these challenges, enhance residents' quality of life, and ensure equitable distribution of economic benefits.

Abstract

This editorial explores policy transformation as a strategic framework for navigating the era of structural uncertainty defined by rapid sociopolitical, economic, and technological changes. In Indonesia, this situation is exacerbated by geographical disaster vulnerability and significant challenges to the integrity, neutrality, and professionalism of the State Civil Apparatus (ASN) during political transitions. The sources indicate that rigid, sectoral policy models have proven insufficient to address complex issues such as rural poverty, regional inequality, and the multidimensional pressures of urbanization in cities like Surabaya. Furthermore, the universal application of Western Public Administration (WPA) often lacks cultural legitimacy and fails to address grassroots realities because it neglects Indonesia's unique social and institutional contexts. To bridge the gap between policy design and implementation reality, this editorial proposes a framework of embedded autonomy and collaborative governance where bureaucrats are designed as autonomous actors who are institutionally obligated to network and negotiate with local communities. This approach is exemplified by successful village potential management through Village-Owned Enterprises (BUMDes), which strengthen local economies while building social trust. Ultimately, effective policy transformation requires the restoration of the merit system to protect the bureaucracy from politicization and the development of non-Western paradigms that prioritize microsociety and human capital as the primary drivers of public service innovation
