Abstract

A report of residents living in extreme poverty level in Banyumas Regency required local government’s response through Extreme Poverty Reduction Program. Such poverty alleviation program consequently necessitated swift provision from the regional budget (Anggaran Pendapatan dan Belanja Daerah/APBD). On the other hand, no budget had been allocated for the program during the budget year and the APBD was limited. The purpose of this study is to examine the responses of regional budget policy to the extreme poverty issue based on online news articles related to the subject. The study was conducted using content analysis methods and systematic literature reviews. The results show that the Banyumas government's response in addressing extreme poverty issue is relatively satisfactory. The local government responded with a regional budget policy by funding the program through Unexpected Expenditure (Belanja Tidak Terduga/BTT) budget item. Part of APBD, BTT was allocated as non-cash extreme poverty alleviation expenditure, while cash social assistance was to be sought to from the provincial and central government. Local governments do not have adequate budgetary capacity to independently finance extreme poverty alleviation programs and therefore require major support from the central and/or provincial government. A synergy between local, provincial and central governments is thus needed to better manage regional extreme poverty alleviation initiatives.

Abstract

In the contemporary era characterized by globalization and swift democratic progress, Indonesia encounters distinctive challenges of rising political expenses. This article utilizes qualitative research methodologies to examine the consequences of increasing political costs on the dynamics of Indonesian democracy, specifically concerning accountability and financial support for political parties. The main findings suggest that the financial assistance to political parties in Indonesia has not adequately tackled the forthcoming challenges that Indonesian democracy may encounter. In contrast, political parties persist in facing challenges in accountability mechanisms for the funds they acquire. The provision of financial aid may be perceived as a feasible approach to mitigate the financial burdens associated with political campaigns. However, in the absence of adequate mechanisms to ensure transparency and accountability, there is a possibility of corruption and concerns regarding the scope of funding. This article further emphasizes the significance of political education as a fundamental obligation of political parties to uphold democratic efficacy. This study places particular emphasis on the ramifications of providing financial assistance to political parties for the future trajectory of Indonesian democracy. To ensure the continued progress of democracy in Indonesia and realize the “Golden Indonesia 2045” vision, stakeholders must possess a comprehensive comprehension of the matter and effectively tackle the obstacles that arise from the significant political expenses involved.

Abstract

Kebutuhan pemerintah atas perbaikan tata kelola data pemerintahan pada tingkat pemerintah pusat maupun pemerintah daerah menjadi latar belakang pemerintah menetapkan kebijakan Satu Data Indonesia (SDI). Penelitian ini berfokus pada “Implementasi Kebijakan SDI pada Pemerintah Kabupaten Banyumas”. Kajian pustaka penelitian ini mengadopsi kajian implementasi kebijakan model Smith (1973) dan street level bureaucracy oleh Lipsky (1983) yaitu aspek idealized policy, implementing organization, target groups, dan social dynamics. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pengumpulan data melalui wawancara, observasi dan dokumentasi. Penelitian menunjukkan bahwa implementasi kebijakan SDI di Kabupaten Banyumas telah berjalan, namun masih terdapat kendala. Dalam penyelenggaraan kebijakan SDI memiliki potensi pengembangan yang dapat dilakukan dengan adanya komitmen dan keberlanjutan dari Pemerintah Kabupaten Banyumas. Kata Kunci: Kebijakan Publik, Implementasi Kebijakan Publik, Open Government Data, Satu Data Indonesia, Satu Data Kabupaten Banyumas.

Abstract

iPusnas, aplikasi perpustakaan digital yang dikembangkan oleh Perpustakaan Nasional Republik Indonesia, dirancang untuk meningkatkan akses literasi masyarakat. Namun, banyak pengguna mengeluhkan kecepatan akses, efisiensi, dan responsivitas aplikasi ini. Penelitian ini bertujuan untuk mengevaluasi kualitas layanan iPusnas dengan menggunakan kerangka Mobile Service Quality (M-S-QUAL) yang berfokus pada tiga dimensi utama: efisiensi, kecepatan akses, dan responsivitas. Metode penelitian melibatkan survei terhadap 104 responden dan wawancara mendalam dengan lima pengguna aktif. Hasil penelitian menunjukkan bahwa 30% responden menilai aplikasi ini kurang efisien, sedangkan lebih dari 40% pengguna mengeluhkan lambatnya kecepatan akses. Selain itu, sekitar 40% responden merasa aplikasi kurang responsif terhadap permintaan pengguna. Hal ini menunjukkan bahwa perbaikan pada ketiga dimensi utama tersebut sangat diperlukan untuk meningkatkan kepuasan pengguna. Penelitian ini diharapkan tidak hanya memberikan rekomendasi peningkatan fitur teknis dan navigasi aplikasi, tetapi juga mendukung upaya optimalisasi kebijakan layanan publik berbasis teknologi yang relevan dengan manajemen informasi dan literasi digital di Indonesia. Abstract

Penelitian ini akan menggunakan metode SERVQUAL untuk mengevaluasi kualitas layanan aplikasi Mobile JKN BPJS Kesehatan. Aplikasi tersebut merupakan salah satu contoh transformasi digital BPJS yang memudahkan konsumen mengakses layanan kesehatan tanpa harus datang ke cabang. Studi tersebut menilai faktor kualitas layanan seperti keandalan, daya tanggap, keamanan, dan empati dengan melakukan survei terhadap 104 responden dari berbagai wilayah. Temuan menunjukkan bahwa sebagian besar pengguna merasa puas terhadap layanan yang diberikan oleh aplikasi mobile JKN, meskipun terdapat beberapa keterbatasan seperti pembaruan aplikasi yang mempersulitnya. Hasil penelitian ini dapat menjadi landasan perbaikan kualitas layanan digital di BPJS Kesehatan ke depan. Abstract

This study aimed to examine the visit of bureaucratic officials to local head candidates who have been confirmed to win local elections, commonly known as sowan. The officials ignore the neutrality aspect of bureaucracy that should be strictly upheld. This phenomenon is explained by the concept of a new paternalistic bureaucracy. This study used a qualitative research method with a phenomenological approach. In-depth interviews, focus group discussions (FGD), and documentation was utilized as data collection methods for this study. This study's interview and FGD participants include local officials with knowledge of the sowan phenomenon and general civil servants in Banyumas, Purbalingga, Banjarnegara, Cilacap, and Kebumen. This study discovered that sowan in the perspective of bureaucracy signifies friendship, loyalty, approach, and negotiation. This research highlights the strength of paternalistic bureaucracy, which generally begins in the final phase of the democratic process of local elections. Conceptually, this study is useful to explain the sowan phenomenon concerning bureaucratic neutrality and democracy and provide practical insights on the importance of law enforcement to violators of bureaucratic neutrality. This study explains the new paternalistic bureaucracy in the era of democracy in local governments in Indonesia. This study recommends the importance of law enforcement for violators of bureaucratic neutrality without discrimination, the improvement of the relationship between political and bureaucratic officials that reflect better partnerships in the recruitment of career officials, and the importance of bureaucrats who are committed to maintaining the principle of merit in the selection of local officials.
