Abstract

In 1999, the Government of Indonesia introduced local autonomy to the level of regional governance. It coerces a regional government to be ready to accept more responsibility in governing and managing its house affairs. The main funding sources of local governments come from Own-Source Revenue (PAD). Besides, they also get help from central government transfer such as Balancing Funds (Dana Perimbangan) Which Consist of General Allocation Funds (DAU), Specific Allocation Funds (DAK) And Revenue Sharing Funds (DBH). The regional transfer funds aim to provoke the local government to generate more their own revenue. The regions however become more dependent on central government. Instead of optimizing their own sources income, they tend to enjoy the transfer funds from the central government. There is an indication of asymmetric behavior in response to the transfer of local government. It implies that the regional transfer (i.e. general allocation fund) increases the level of public spending more than an increase in local income of an equivalent size. This study has the objective to provide empirical evidence for the occurrence of flypaper effect on government spending in Indonesia. The study is using a multiple regression as method analysis. This study result indicates that there is flypaper effect on DAU in Indonesia.

Abstract

This analysis aims to study the implementation of regional autonomy in terms of the regional financial capacity before the existence of regional autonomy and to compare the regional financial capabilities after the existence of regional autonomy. The parameters used are the calculation and analysis of PAD performance using the index method, the quadrant method, and the difference test.The results of the analysis show that after regional autonomy the financial capacity of the region has decreased, as indicated by the number of provinces that have high IKK has decreased from before regional autonomy. In addition, based on the test results, it is found that the implementation of decentralization does not improve the financial capacity of provinces in Indonesia. The map of the financial capacity of the provinces in Indonesia before and after regional autonomy also shows that changes in the regional capacity map are significant. A total of 15 provinces have a decline in the classification of their regional financial capacity. Meanwhile, only 2 provinces have an increase in the classification of regional financial capacity. For this reason, the government encourages local governments to be able to innovate in finding potential sources of regional income.

Abstract

Indonesia is among the top 15 textile & apparel-producing countries in the world and therefore it is also one of the biggest textile producers in the ASEAN Market. This study examined the competitiveness of Indonesia TPT in the ASEAN market by using RCA methods and analyzed the determinant factors of its competitiveness by using the ordinary least square (OLS) regression method. The study period was from 2000-2019. Based on the calculation of the level of competitiveness by using RCA, showed that Indonesia's TPT industry has strong competitiveness (RCA>1) in the ASEAN market during 2000-2005. In the following years, however, its competitiveness decreased to below 1 point. So, Indonesia TPT did not have strong competitiveness during 2006-2019. Factors that affect of TPT Industry competitiveness of Indonesia are export price, REER, and investment. The government needs to be more serious to identify and solve the factors that inhibit the competitiveness of the textile industry.

Abstract

This study aims to analyze the reasons for the inadequate income of state-owned enterprises (BUMN) in the banking sector and the government's efforts to strengthen these enterprises to increase Non-Tax State Revenues (PNBP). This research is descriptive quantitative research. The study results show that state-owned enterprises in the banking sector need to improve financial performance to increase the PNBP of Separated State Assets (KND). The results showed that this study had passed the classic assumption test. The F test shows that the independent variables simultaneously affect the dependent variable with a significant value of 0.000. The study shows that return on assets/ROA (X1) affects DPR (Y), and ROA has a positive effect on DPR. While the variable capital adequacy ratio/CAR (X2) affects the DPR (Y). CAR has a positive effect on DPR. Realization of PNBP KND in 2017/2018, 2018/2019, and 2019/2020 always exceeded the target of Non-Tax State Revenues of Separated State Assets (PNBP KND).

Abstract

This study examines the development of inequality between regions in Indonesia from 2010-2019. Tests are carried out by grouping using Klassen's typology and measuring the value of inequality using the Williamson Index. In addition, the results of the inequality calculation are tested for correlation with government spending according to type, namely personnel expenditure, material expenditure, capital expenditure, subsidy expenditure, grant expenditure, social assistance expenditure, and transfers to the regions.The results showed that the Klassen typology categorized 2 provinces as developed and rapidly developing provinces/quadrant 1, namely DKI Jakarta and Riau Islands. Meanwhile, 8 provinces are included in the group of provinces that are categorized as underdeveloped (quadrant 3). For the group of provinces that are classified as developing with per capita income exceeding the average but with low growth and are in quadrant 4, there are 5 provinces and other provinces (19 provinces) are included in quadrant 2 where the growth is high but the GDP per capita is below the average. Meanwhile, the value of inequality as measured by the Williamson index during 2010-2019 is in the range of 0.70-0.76, which is close to number 1, meaning that Indonesia experiences high regional inequality. The results of the correlation testing for variations in the Williamson Index on variations in state expenditure show that personnel spending, goods spending, capital expenditures, and transfers to regions have a positive and significant relationship to the Williamson index. This proves that state spending is still not evenly distributed and still unable to lift regions with low growth.

Abstract

This study uses EViews 9 to analyze panel data consisting of cross-sections and time series in 33 provinces from 2010-2018. From the test results, it is found that PAD, DAK, and DBH have a significant positive effect on capital expenditure. The DAU does not affect capital spending, while economic growth has a significant negative effect on capital spending. Furthermore, economic growth moderates PAD and DAU has a significant positive effect on capital spending, but economic growth moderated DAK and DBH had a significant negative effect on capital spending.

Abstract

This research empirically analyzes the effect of the provincial minimum wage on investment in Indonesia. The data were collected from 32 provinces between 2011 and 2019. To analyze cross-province panel data, we used the fixed effect model (FEM). The findings showed a negative relationship between provincial minimum wage and investment, and statistically significant. Another finding is human capital as measured by the level of education, health, and purchasing power of the population has a positive influence on investment and is statistically significant. And finally, we provide a few recommendations that policymakers may adopt in reducing the impact of provincial minimum wage increases on investment.

Abstract

The performance of the agricultural sector in the food plant subsector is currently experiencing a decline, due to a slowdown in GDP growth and a negative trade position every year. The purpose of this study is to determine the determinants of production and efforts to increase the production of the food plant subsector. The research method used exploratory and descriptive methods. The results showed that the determinants of production were influenced by land area and productivity, there was a change in the function of agricultural land, and alsintan in post-harvest was still relatively minimal. Efforts to overcome these problems are that the government must absorb the production of farmers and the provision of agricultural machine tools (alsintan) must be complete, namely preharvest and post-harvest.

Abstract

The purpose of this study is to know the relationship between economic growth and the shadow economy through the transmission of labor conditions as well as to know the effect of the shadow economy on tax revenue in Indonesia. This study uses a qualitative method to find out the issue. The results of this study show that the development of the shadow economy and economic growth in Indonesia in the 2000-2015 period tends to fluctuate and the relationship between economic growth and the shadow economy is not always negative. However, in the last 16 years, the shadow economy's percentage of GDP has decreased. Meanwhile, the connection between the shadow economy and tax revenue in Indonesia, namely the simplification of the bureaucracy in starting a business in Indonesia, is expected to have a greater impact on reducing shadow economy growth. To slow down the shadow economy growth caused by bureaucracy, the Directorate General of Taxes (DGT) needs to take tactical steps by making improvements and innovating tax services, from online registration of NPWP to launching a single login with innovation allowing taxpayers to access various tax services at one-time log-in, and cooperation in exchanging information to minimize the presence of asymmetrical information between the DGT and taxpayers, accompanied by tax incentives for taxpayers who wish to share information.

Abstract

The role of adequate nutrition in health and economic development, in general, has been recognized as very important and has been widely discussed in the previous literature. At the same time, research on the impact of the Unconditional Cash Transfer (UCT) program in Indonesia has also been frequently conducted. This study aims to evaluate the effect of UCT program acceptance status on household food consumption in Indonesia. The data used in this study is from the Indonesia Family Life Survey (IFLS), which allows this study to control various household socioeconomic characteristics that also influence household food consumption. The food consumption itself is proxied by the quantity of rice, chicken, and beef purchased during the last month. The estimation results show that rice consumption level differs significantly between beneficiary households and non-beneficiary households. Meanwhile, the difference is not statistically visible for chicken and beef consumption. This study then contributes to the existing literature implying UCT has a positive impact on the beneficiary household welfare in the short term.
