Abstract

This article examines how electoral contention in village head elections disrupts day-to-day village governance. Framed around the question of how political competition affects administrative stability at the village level, the study conceptualizes elections as a governance stress test. Using a qualitative single-case study of Benteng Village in East Luwu, Indonesia, the research draws on semi-structured interviews, direct observation, and analysis of village budget documents from 2019-2021.The findings reveal three interconnected mechanisms of governance disruption. First, intense electoral contestation undermined organizational cohesion within the village apparatus through loyalty pressures and staff instability. Second, post-election governance was marked by elite-dominated deliberation, weakening inclusive participation, particularly among women and youth. Third, electoral dynamics reshaped budget priorities and exposed integrity vulnerabilities, contributing to administrative delays and declining public trust. The article contributes theoretically by linking electoral contention to governance performance through a mechanism as based framework, extending debates on clientelism, participatory governance, and collaborative capacity. Practically, it highlights the need for neutral leadership transitions, strengthened deliberative safeguards, and proactive transparency to protect village governance from electoral shocks.

Abstract

- Village women's empowerment is an important strategy to encourage inclusive and sustainable village development because village women have great potential in strengthening the family economy and social development, but their involvement is often not optimal. The research conducted aims to analyze the role of the village government to support the empowerment of village women through the mushroom house entrepreneurship program in Kramattemenggung Village with a descriptive qualitative method using in-depth interview data collection techniques, observation, and documentation. The research informants included village government officials, program managers, and village women involved in the mushroom house program. The research indicates that the village government plays a role as a facilitator and driver in the implementation of the mushroom house entrepreneurship program through program planning, administrative support, and the creation of participation spaces for village women. This program has a positive impact on the empowerment of village women as shown through capacity building, open access to economic resources, and increased women's participation in village entrepreneurship activities. This finding is the same as the theory of community empowerment according to Edi Suharto, which views empowerment as a process of increasing capacity, access, and community participation in development. Therefore, this study concludes that the mushroom house entrepreneurship program can be a relevant and sustainable model of village women's empowerment if supported by the active role of the village government and the direct involvement of women as the main actors of village economic development.

Abstract

This study examines how the Regional House of Representatives exercises legislative budget oversight over local infrastructure budget allocation in Maros Regency, Indonesia. The research addresses the growing importance of legislative accountability in local governance, particularly in ensuring that public infrastructure spending is implemented transparently, effectively, and in accordance with community needs. This study employs a qualitative case study approach, using in-depth interviews with key informants, including Regional People's Representative Council members, officials from the Public Works Office, technical administrators, contractors, and community representatives, complemented by secondary data analysis of relevant planning and budget documents. The findings reveal that Regional People's Representative Council exercises budget oversight through four principal mechanisms: monitoring, evaluation, corrective intervention, and ensuring accountability. Monitoring is conducted through formal hearings, periodic reporting, and field visits, while evaluation focuses on assessing budget realization and infrastructure outcomes. Corrective actions are undertaken through institutional coordination and recommendations to executive agencies, whereas accountability is reinforced through reporting mechanisms and public transparency. The study concludes that Regional People's Representative Council legislative budget oversight plays a significant role in strengthening local infrastructure governance, although its effectiveness remains contingent upon institutional capacity, public engagement, and the broader political-administrative environment.

Abstract

This article examines traditional governance as an epistemology of local politics in Indonesia from a decolonial perspective. Existing studies on adat and traditional authority often position traditional governance as cultural heritage, informal institutions, or supplementary mechanisms within the modern state. Such approaches tend to overlook traditional governance as a knowledge system that produces authority, legitimacy, territorial governance, ecological ethics, and collective order. Using a critical-conceptual method supported by comparative illustrative evidence from Indonesia, this article analyzes several forms of adat-based governance, including Ammatoa Kajang in South Sulawesi, Baduy in Banten, Desa Adat in Bali, adat institutions in Aceh, nagari in West Sumatra, and the national recognition of customary forests after Constitutional Court Decision No. 35/PUU-X/2012. The article argues that traditional governance in Indonesia should not be understood merely as a remnant of pre-modern authority, but as an epistemological source for rethinking local politics and governance. However, the legal recognition of adat through regional regulations, qanun, and state policies also reveals a persistent tension: adat is recognized, but often only after being translated into the legal-administrative language of the modern state. Therefore, decolonizing local politics requires moving beyond legal recognition toward epistemic justice, where adat is acknowledged not only as an object of regulation but also as a legitimate source of political knowledge and governance theory.

Abstract

The development of digital technology requires government Public Relations to be adaptive in disseminating public information. This study aims to describe the role of Public Relations of the Sukabumi City Council (DPRD) in utilizing the social media platform Facebook @humassetwankotasukabumi as a public communication medium, as well as to identify obstacles and management solutions. The research method used is descriptive qualitative with data collection techniques through active participation, observation, interviews, and literature studies. The results show that Public Relations of the Sukabumi City DPRD has implemented a digital communication strategy that includes four main roles of public relations (communicator, relationship builder, management support, and positive image creator). Through the analysis of the 4C framework (Context, Communication, Collaboration, Connection), visualizations based on photos of real figures are proven to increase reach performance by up to 293% compared to text infographics. Two-way relationships are built through responsive management of citizen complaints based on standard operating procedures. As a recommendation, Public Relations of the Sukabumi City DPRD is advised to maintain consistent production of content based on humanist narratives (storytelling) of figures on a scheduled basis and to compile a regular content planning calendar to expand the reach of non-follower audiences on an ongoing basis.

Abstract

This study aims to analyse the digitalization of political governance through the implementation of e-government at the National Unity and Politics Agency of Palangka Raya City. The study focuses on how digital technologies are utilized to support political governance, institutional administration, data management, community organization registration, grant services, and research-related services. A qualitative descriptive approach was employed, with data collected through direct observation, in-depth interviews with service providers and users, and documentation. The data were analysed using an interactive model involving data reduction, data display, and conclusion drawing. The findings indicate that e-government implementation is supported by policy direction, managerial commitment, institutional coordination, and basic digital infrastructure, particularly the availability of an official website and digital information systems. However, digitalization remains constrained by limited public outreach, uneven digital competencies among personnel, low public awareness of online services, and the absence of fully integrated digital transactions. The study argues that strengthening digital capacity, expanding political and civic information outreach, and integrating online services are essential for developing more transparent, accessible, and responsive digital political governance at the local level.
