Abstract

Public infrastructure development is a critical component of a nation's economic progress. Indonesia and India, both with significant population sizes and complex infrastructure challenges, adopt distinct strategies in their public infrastructure development programs. This study aims to provide a comparative analysis of the political dynamics and public policies shaping infrastructure development in Indonesia and India. By examining the disparities in policy approaches, implementation strategies, and the resulting effects on economic and social progress, this study offers insights into the effectiveness of different administrative practices. Employing a qualitative methodology, the research scrutinizes various public infrastructure development policies and relevant literature from both countries. Data collection involved documentation studies and comparative analysis. The findings reveal significant variations in development tactics, the involvement of public and private sectors, and the degree of community participation. Additionally, the study identifies the influence of government involvement, legislative frameworks, and financial resources on policy implementation and outcomes. Despite facing similar challenges in public infrastructure development, Indonesia and India's divergent policy approaches have led to different results. The study highlights the need for cross-country knowledge exchange to enhance policy efficiency and accelerate infrastructure development. Such advancements are essential for fostering economic growth and improving social well-being in both nations.

Abstract

The political dynasty network pattern is a series of political strategies aimed at obtaining power by passing on positions to individuals who have family ties to previous power holders. Based on this, this study aims to determine the pattern of dynastic political network formation and its impact on community political behavior in Maggenrang Village, Kahu Subdistrict, Bone Regency. This research uses a qualitative method to describe and explain the patterns of the formation of political dynasty networks and their impact on political behavior. Data collection techniques include observation, interviews, and documentation. The results showed that the dynastic political network pattern in Maggenrang Village includes several aspects. First, stable economic capital and family relations with the previous village head make the current village head part of dynastic politics. Second, cultural capital, which includes the character and competence of the village head, is very important because it has an impact on the decision-making process and actions. Third, good social capital can be seen in the active role of the village head in community activities. Finally, symbolic capital is less strong but still able to prosper its people. The impact of political dynasties in Maggenrang Village is the limitation of opportunities for other individuals who are more worthy to hold the position of village head.

Abstract

This study employs community groupings based on categories of political culture to discern the political inclinations of Barua Village residents during the 2021 Pilkades in Barua Village, Eremerasa District, Bantaeng Regency. Employing descriptive research with a qualitative approach, the study methodology entails collecting observational data in the form of word lists devoid of categorization structures, followed by qualitative data analysis. Various methods, such as documentation, interviews, and observation, are utilized for qualitative data collection. Qualitative data, consisting of textually arranged words, is expanded without reliance on mathematical calculations or statistics for analysis. Through the classification of individuals based on their political cultures, this research aims to provide a comprehensive understanding of the community's political awareness and engagement levels. The study findings suggest a prevalent tendency among the Barua village community towards participant and subject political culture, evidenced by their robust political awareness, active involvement in the Pilkades process, and nuanced understanding of effective leadership. While individuals exhibit awareness of their political choices, some remain disengaged and apathetic towards political activities.

Abstract

This study analyzes the results of the regional elections in Soppeng in 2014 and 2020. The results show that economic factors such as the amount of money spent on campaigns are not the only determinants of victory. Non-economic factors such as community support and the relevance of candidates' programs to the needs of the community also have a significant influence. The study compared two pairs of candidates and found that the pair that was closer to the community and had a program that was more in line with the community's needs tended to win, even though they had more limited campaign funds. The findings highlight the importance of community-based campaign strategies, strong support from the community, and relevant programs to win over voters. In addition, this study also concludes that there is a need to improve regulations related to the use of campaign funds, political education for voters, and transparency in campaign finance reporting to strengthen democratic integrity.

Abstract

This study examines the significance of campaign fund management in the implementation of elections in Indonesia, specifically in the 2014, 2019, and 2024 general elections. Based on existing regulations, such as Law No. 7 of 2017 and General Election Commission Regulation (PKPU) No. 18 of 2023, campaign funds are a strategic element supporting various campaign activities, including the production of promotional materials, logistics, and campaign events. However, the implementation of these regulations faces several challenges, particularly regarding the transparency of fund reporting and oversight of social media campaigns. Through an analysis of campaign fund receipts and expenditures by political parties participating in the elections, this study finds that the size of campaign funds does not always correlate directly with electoral success. Success in elections is also determined by effective campaign strategies, candidate integrity, and the relevance of political programs. Furthermore, the complexity of the digital era introduces new challenges in overseeing campaign funds, such as the proliferation of anonymous accounts on social media that are difficult to monitor. This study recommends strengthening the role of oversight bodies such as the General Election Commission (KPU) and the Election Supervisory Body (Bawaslu) through the establishment of specialized digital monitoring subunits and the development of data-driven technology. These steps are expected to enhance transparency, accountability, and public trust in the electoral process while ensuring the integrity of democracy in Indonesia.

Abstract

The enhancement of the Election Supervisory Body's (Bawaslu) role in election oversight heavily depends on the clarity of authority provided by legal frameworks. In the context of administrative law, authority not only grants legitimacy but also serves as a boundary to prevent abuse of power. The challenges faced by Bawaslu have become increasingly complex with the emergence of social media as a new arena prone to violations, such as black campaigns, misinformation, and hate speech. However, Bawaslu's limited authority in addressing anonymous accounts creates a gap in oversight that can undermine electoral integrity. This study highlights the need to strengthen Bawaslu's legal foundation through revisions to Law Number 7 of 2017 and the development of regulations that are relevant to technological advancements. The theoretical approach emphasizes the importance of legality, attribution, delegation, and mandate in the management of authority. Moreover, it recommends the establishment of a dedicated subunit for social media oversight, supported by advanced technology and collaboration with digital platforms. The findings show that expanding Bawaslu's authority and enhancing its technical capacity are crucial steps to ensure more effective oversight in the digital era. This strategy is expected to uphold transparency, fairness, and integrity in elections while fostering a stronger and more trustworthy democracy in Indonesia.

Abstract

This study aims to analyze the strategies employed by Abdul Rahman in securing victory as a member of the South Sulawesi Provincial Legislative Council (DPRD) in Electoral District 4. The primary focus of this research is the role of political consultants as independent actors who formulate effective campaign strategies without being involved in other local political dynamics. Using a qualitative method with a descriptive approach, data was collected through interviews and documentation related to the campaign's implementation. The findings reveal that Abdul Rahman's success was supported by strategies emphasizing community-based approaches and strengthening political networks across three regencies: Bantaeng, Jeneponto, and the Selayar Islands. Political consultants played a crucial role in managing relevant local issues and effectively mobilizing mass support, without explicitly targeting specific competitors. By adopting a tailored approach that resonated with the unique socio-political dynamics of each region, Abdul Rahman successfully secured significant votes across all three areas. This study highlights the importance of political consultants in modern electoral campaigns, particularly in crafting strategies that align with local contexts and voter behavior. It also underscores the effectiveness of community-focused campaigns in building trust and garnering support, offering valuable insights for future political campaigns in similar contexts.
