Abstract

- This study investigates the political dynamics of population control in West Aceh Regency and their influence on local poverty reduction efforts. Using a qualitative case study approach in the Johan Pahlawan and Meureubo sub-districts, the research collected primary data through in-depth interviews with 24 purposively selected informants—including health officials, family planning cadres, community leaders, and couples of reproductive age—alongside field observations and document analysis. Thematic content analysis was employed to identify patterns related to service access, actor influence, and community engagement. Theoretically, the study draws on structural poverty theory, responsive public policy theory, local political theory, and program effectiveness theory. Findings indicate that high levels of education, access to information, and community-based cadre strategies contribute to strong program participation in urban areas. In contrast, semi-rural regions face compounded barriers due to weak infrastructure, policy fragmentation, and cultural opposition. Local politics critically shape program outcomes; actors such as religious leaders and village elites mediate acceptance through moral and ideological framing. Additionally, the lack of male involvement undermines the program’s transformative potential. The study concludes that population control should not be treated as a standalone administrative effort but must be embedded within a decentralized, inclusive welfare policy tailored to local realities. Policy implications include the need for cross-sectoral program integration, culturally sensitive outreach, male-targeted reproductive education, and flexible budgeting frameworks that allow sub-district-level policy adaptation. These measures are essential to position family planning as a viable instrument for equitable poverty reduction in West Aceh.

Abstract

This paper investigates the impediments to free and fair elections in Bangladesh, examines the effects of electoral violence and partisanship on democracy, and suggests reforms for clean and representative election processes. A descriptive qualitative design and content analysis are used in this study to find and explain typical patterns of electoral malpractices, intimidation of voters, political violence, and institutional bias in Bangladesh's elections.  The study finds that deep-seated political interference, electoral violence, and institutional flaws compromise electoral integrity in Bangladesh, particularly the absence of an independent Election Commission. These have diminished voter confidence, opposition boycotts, and democratic regression. To uphold electoral integrity in Bangladesh, the study recommends comprehensive political, legal, and institutional reforms. These include ensuring the independence of the Election Commission (EC), enforcing campaign finance laws, preventing pre-election violence, protecting media freedom, fostering inter-party consensus, and enhancing election monitoring mechanisms. In the future, studies on election governance in similar democracies, the prospects of electronic voting for fraud prevention, and the effect of reforms on democratic consolidation in Bangladesh are envisaged.

Abstract

Students are often considered as agents of change who have great hopes to improve the conditions of society.  Through political involvement, students can provide input and demands to the government so that the policies produced are for the benefit of the wider community. However, the implementation of this political action is greatly influenced by students' perceptions of basic concepts and existing political realities, which further shape their political attitudes or behaviors. This research offers a novelty that focuses on the political behavior of students through their perception and participation in ongoing political dynamics. This research was conducted on students from various universities in Serang City, Banten Province, using qualitative methods. Data collection was carried out through literature studies and interviews, with descriptive and analytical data analysis. The results of the study show that political participation among students in Serang City is influenced by the resources and access to knowledge they have, both in the campus environment and in the academic network. In addition, students also have time to study, discuss, and advocate for policies that are perceived to be detrimental to society. However, even though they have this awareness and opportunity, students in Serang City tend not to show the desire to be actively involved in influencing political decisions, the public policy-making process, and leadership succession. This can be seen from their participation in the general election which is still procedural and has not reached a substantial level.

Abstract

Re-Voting in the Regional Head Election is one of the corrective instruments in the Indonesian electoral democracy system which aims to ensure fairness and integrity in the implementation of elections. This study specifically examines the implementation of Re-Voting in the context of the 2025 Serang Regency Regent Election, which was decided by the Constitutional Court as a result of proven violations of the principle of neutrality by a number of village heads who actively provided support to one of the candidate pairs. This study aims to analyze the juridical aspects underlying Re-Voting decisions, identify administrative challenges in their implementation, and evaluate their impact on the quality of local democracy in Serang Regency. The research approach used is qualitative with a juridical-normative method, supported by secondary data analysis in the form of Constitutional Court decisions, related laws and regulations, and reliable news sources from mainstream media. The results of the study show that the implementation of Re-Voting in Serang Regency not only indicates weak supervision of village officials in local political contests, but also highlights the urgency of regulatory reform related to the neutrality of village apparatus in the Regional Elections. In addition, administrative challenges such as budget limitations and coordination between election organizing agencies are important highlights that can affect the effectiveness of Re-Voting. This study recommends strengthening mechanisms to prevent violations of neutrality, as well as increasing the institutional capacity of election organizers in dealing with complex local political dynamics.

Abstract

This study analyzes political dynamics in Bulukumba Regency's 2024-2029 Simultaneous Regional Elections, examining candidate branding strategies, political party gatekeeping via B1-KWK recommendations (letter of mutual agreement), and comparative electoral patterns. A critical phenomenon emerged when party cadres were denied nominations by their own parties and defected to incumbent Andi Muhtar Ali Yusuf, revealing strategic loyalty fractures. Using a descriptive qualitative approach with in-depth interviews (N=25), direct observation, and document analysis, findings demonstrate: (1) incumbent dominance anchored by Muhtar’s branding as "Indonesia’s wealthiest regent" (LHKPN-reported assets: Rp 120 billion) and extensive patronage networks; (2) B1-KWK mechanisms enabling party fragmentation that nearly resulted in an uncontested election; and (3) intensified yet unequal competition after the last-minute registration of challengers Jamaluddin Samsir-Tomy Satria Yulianto (Golkar-NasDem-Hanura coalition). The research concludes that branding power, coalition engineering, and institutional gatekeeping converge to shape regional electoral outcomes, urging reforms to enhance political equity in Indonesia’s local democracies.

Abstract

This study investigates the political beliefs of civil servants in Murung Raya Regency, focusing on their perceptions of democracy, presidentialism, and radical ideological discourse. Grounded in Norris and Inglehart’s Cultural Backlash Theory (2019), the research explores how local bureaucrats respond to ideological shifts and sociopolitical tensions in contemporary Indonesia. Employing a quantitative design, the study surveyed 64 government employees through a structured questionnaire administered after a civic education session. The findings indicate that 82.8% of respondents support the presidential system and the separation of powers, while 79.7% agree that Indonesia’s democratic system, despite its flaws, should be preserved. Notably, 96.9% reject radical ideologies such as the caliphate, affirming the resilience of Pancasila as the state ideology. Moreover, 89.1% prefer presidential governance, and 42.2% favor military-background leaders for national leadership, suggesting a cultural orientation toward political stability. These results confirm the relevance of Cultural Backlash Theory in explaining grassroots political attitudes shaped by modernization anxieties and ideological contestation. This study contributes to the discourse on democratic resilience, offering empirical insights into the beliefs of civil servants who act as frontline agents of the state in safeguarding democratic values at the local level.

Abstract

Political budget cycles (PBC) refer to patterns in which incumbents manipulate government budget policies in the run-up to elections to enhance their electoral chances. This article presents a systematic review of the recent literature on PBC in the context of regional elections in Indonesia. The review findings show that PBC at the local government level in Indonesia did occur significantly after the direct election era began. A number of empirical studies consistently find a pattern of increasing public spending and budget deficits in the years leading up to regional elections, especially in spending items that are visible and benefit voters (such as social assistance and local infrastructure projects). For example, social assistance and regional grant spending tend to increase drastically in election years, which contributes to a decrease in budget surpluses and an increase in short-term liabilities of local governments. This PBC is stronger when incumbent regents/mayors are running for re-election and when incumbents are supported by a large party coalition. On the other hand , the shift from indirect to direct elections at the regional level has been accompanied by a shift in spending patterns, including a decrease in capital spending around election periods. In terms of political effects, increased populist spending has been shown to be associated with higher incumbent vote acquisition, although this effect is influenced by the level of local electoral competition. Overall, the practice of political budget cycles in Indonesian regional elections signals challenges for fiscal accountability and the quality of local democracy.

Abstract

This study examines the dynamics of political representation of Indigenous Papuans (OAP) within the framework of Special Autonomy, particularly following the revision of Law No. 2 of 2021, with a focus on local democratic practices in Southwest Papua Province. The special autonomy policy was designed as an affirmative mechanism to ensure Indigenous Papuans political participation through reserved seats in district legislatures, the empowerment of the Papuan People's Assembly, and inclusive political party recruitment. However, significant implementation challenges persist at both structural and cultural levels. This research adopts a descriptive qualitative approach, utilizing in-depth interviews with customary leaders, DPRK members, youth activists, Indigenous Papuan youth, village heads, and NGO staff, alongside policy document analysis and statistical data from the Central Statistics Agency. The findings reveal that Indigenous Papuans representation in the Regional People's Representative Council and Papuan People's Assembly remains largely symbolic. Structural barriers—such as elite domination by non- Indigenous Papuans actors, money politics, and weak local institutions—hinder substantive political inclusion. Conversely, active participation in elections and development forums reflects a strong aspiration for political justice and identity recognition. This study highlights the need to strengthen the institutional role of the MRP, reform political party recruitment processes, and enhance local governance capacity in order to promote a more inclusive democratic system for Indigenous Papuans.

Abstract

The 2024 Makassar Mayoral Election is part of Indonesia's nationwide simultaneous local elections (Pilkada), which garners significant attention due to the city’s unique and dynamic political context. This study aims to analyze the political preferences of Makassar residents during the 2024 election using a qualitative case study approach. The research data were obtained from official government institutions, such as the General Elections Commission and the Makassar City Government, along with various online media platforms. The findings reveal that voter preferences are shaped by multiple interrelated factors, political party coalitions, the public image of candidates, key campaign issues, and the persistence of transactional politics. A particularly notable finding is the relatively low voter turnout, recorded at only 57.7%, which is below both the national target and the participation rate of previous elections.This study confirms that political preferences in Makassar are driven by the interplay of candidate personality traits and the local socio-political environment. It highlights the continuing influence of patron-client relationships and money politics, alongside emerging patterns of issue-based and image-based voting. These insights underscore the importance of strengthening political education and enhancing electoral integrity to improve democratic quality at the local level in future elections

Abstract

The role of social media, which at first was merely a platform for self-existence and personal expression, has now evolved significantly into a powerful instrument capable of influencing the political dynamics and democratic climate of a country. In the current digital era, the use of social media is no longer limited to social interaction but has transformed into a strategic tool that can shape public opinion, mobilize political support, and facilitate civic engagement. This research seeks to describe how democracy adapts and thrives within this digital environment by highlighting the contribution of social media as an enabler of the democratic process. The study employs a qualitative approach using the literature review method to explore relevant theories and empirical findings concerning the intersection between social media and democracy. The findings reveal that social media platforms provide a vast space for communication, interaction, and dissemination of information among users, making it easier for individuals, groups, or political actors to build networks, share political views, and rally support across geographical and social boundaries. Social media has emerged as an alternative and complementary channel for political participation, which strengthens democratic practices and holds the potential to enhance the overall quality of democracy by making political processes more inclusive, transparent, and responsive. Furthermore, the interactive and open nature of social media empowers citizens to monitor, control, and criticize the performance of the government and public officials in real time.
