Abstract

Air pollution is mostly caused by motor vehicle in big cities which 70% air pollution is caused by motor vehicle activities, besides fuel and kind of vehicles which have influence on degree of air pollution are condition of topography, meteorogy, and , a chemical relation of each parameter. Results of monitoring air quality at road sides of big cities like Surakarta, Yogyakarta, Semarang, Surabaya, Denpasar (Bali), and Serang (Banten), with cities that through Pantura track, the air quality in some road sides more over and nearly the limit line of standar air quality ambient, as specially for pollutants oxide nitrogen (NOx), suspended particulate matter (SPM10) and hydrocarbon (HC). Evaluation with air pollution of standard index (ISPU) according to environment-regulation (Environmental Ministrial Decree) no. 45/1997. the condition is categorized Medium. When the air quality is no influence to human health or animals, but influence on sensitive-plant and aesthetic-value. Some strategies for air quality control in road-environment : a. Consideration and application policy and environment regulations become important steps to the whole rode-project cycle. b. participation of society in environment management as vehicle, owners road users, and social environment of roads. c. utilization fuel and vehicles that environmental-friendly d. application and arrangement of reduction technology air pollution and lansscape-plant. Abstract

One of the efforts in improving asphalt quality is intended to prevent deformation on pavement by adding rubber to asphalt. There are two types of rubber i.e. natural and synthetic rubbers. Natural rubber mostly can be found in rubber plantation in Indonesia. Therefore, the effective use of either natural or synthetic rubber can reduce the impact of heavy traffic load on road pavements which is currently occurred in some parts of Indonesia. Natural rubber has commonly been used, however, it is an organic substance that easily oxidized and polymerized by ultraviolet resulting in the reduction of its elasticity. On the other hand, synthetic rubber is less susceptible against oxidation and temperature. This paper describes a research result regarding the influence of addition a natural and synthetic rubber on asphalt quality and the performance of asphalt mix using Marshall test, Modulus resilient using UMATTA, dynamic stability and rate of deformation using Wheel Tracking Machine. The result showed that the addition of synthetic rubber to asphalt resulted in a better properties compared to the addition of natural asphalt especially in its resistance to aging, softening point, dynamic stability and rate of deformation. Abstract

Bobonaro clay spreading along national road in Timor Island at East Nusa Tenggara has high plasticity and contains Montmorillonite. It is potential to swell and shrinkage on rainy and dry season. On saturated condition, shear strength included bearing capacity Bobonaro clay will decrease significantly, and will not able to support design load. The damage that happenned to asphalt pavement such as longitudinal cracks, surface deformation, and subsidance at national road between Kupang-Atambua is predicted caused by the characteristic of Bobonaro clay. Abstract

Overload offences have not been a problem if developing countries. Various countries as well, even in the USA. However, the solutions taken have not considered the background of overload offences but tended to be pragmatic and neglected the main problem. The paper is a preliminary study of overload offences taken from some countries experiences. Study reveals that the solution has been focused on infrastructure providers side rather than dealing with the problem comprehensively. Abstract

The developing infrastructure sectors are increased as a result that there have been increasingly demands for the use of Standard Materials and influenced the increasing construction costs and has been predicted to increase still future. The use of Sub-standard Materials to replace the Occurrence of Standard Materials is now being strongly recommended as a solution however there is Any Test Guides do not deal appropriate to them due to indicate the different results due to an experiencing behaviour of the actual field performance. The use of sub-standard materials are being encouraged due to the regulation on maintaining the environmental balance, so therefore, the use of suitable standard materials have been limited. Further, the uses of sub-standard materials (local materials) have been also urged by the government body or any country, who are aware and responsible to the damages or changes of the environmental balance caused by land contaminations however may commonly susceptible to changes on their characteristic either in chemically or physically as a result of reacting processes when they contact with other mineral substances, such as water and air. The ‘unburnt spoils’ (minestone) as sub-standard materials are most found rather ‘burnt spoils’ and can be used as material contractions such as ‘fill materials’, ‘road base’ and ‘sub-base’ of materials in road constructions after the following recommendations, such as removing or protecting and treating the spoil dump heap to prevent the ground water pollutions, upgrading using thermal treatment towards basic materials for producing the quality of construction materials, investigating the occurrences of the potential leachability and economic calculations to get a brief overview of the Costs of Mineral Product (COMP) when used as material constructions. Abstract

The problem of air pollution has become an accute problem for many areas of cities , mostly in big cities. Bad air quality of city would decrease live quality of its people, unrealized. People breath an air to live. Serious impact to people’s health could be caused by an air that polluted with dangerous and poisoned particles There are seven main pollutan in air pollution : particulate (dust particles), Sulphure Dioxide (SO2), Ozone Troposferik, Carbon Monoxide (CO), Nitrogen Dioxide (NO2), Hidro Carbon (HC) and Pb. The main source of these pollutants are become from car’s gas emition. The problem above is going to worst with traffic jam in big cities in Indonesia. This happen because the worst condition of gas emition is when car’s engine running, while the car stop. A number of gas emition when the car stop could reach twice of a number of gas emition when the car run normally. This paper is trying to explain alternat ives strategic management that could be used in decreasing a number of air pollution caused by car’s gas emition. It’s including reduce a number of traffic jam’s spots in big cities. One of the strategic management that needed is traffic management. Generally, the traffic management’s strategy in this paper have two groups, which are : • A strategy that influence traffic flow or a strategy of controlling a number of car in each area. • A strategy that influenced the change of people’s transportation moda. The traffic management strategy alternatives stated in this paper are not rigid or unattached one-another. Variation, adjustments, or even collaboration between these strategies is a must, according to the characteristical differences between cities in which they are applied. Abstract

RDS (Roadworks Design System) is a method to Design overlay flexible pavement and currently used by the Design and Supervison of Road and Bridge Construction (P2JJ). The method adoptic the design method which was firstly developed by DR Ray Millard. 1983 and DR Paterson. 1985. In recent years, many methods have been developed, such as AUSTROADS, 1992, Asphalt Institute MS-17, 2000 and Pusat Litbang Jalan dan Jembatan in 2005 also has released a guide to the structural design of road pavement based on deflection, Pd T-05-2005-B, 2005. From some methods mentioned above, it was found that a significant difference in the result of the overlay thickness designed. Some factors influencing are deferences in the traffic loading calculation, method in abtaining a represenative deflection (grouping an uniform deflection) and environmental factors. Principally, overlay thickness should meet two fatique criteria i.e. permanent deformation and fatique performance. Both criteria should be taken into account in calculating overlay thickness as shown in Austroads design procedure.
