Abstract

The increase of toll tariff became a hot issue among toll road operators and users. Although it was not popular among toll road users, the toll road operators expected to increase their income. According to Toll Regulation no. 15, 2006, the change in toll tariff is applied every two years in accordance with inflation. In the mean time toll operators expected the increase of toll tariff due to the increase of pavement damage caused by the increase of vehicle load which in turn would increase the maintenance cost. This paper discusses the analysis of toll tariff changes in relation with existing vehicle axle loads and its application by considering the above regulation. The results indicated that 1) considering distribution and magnitude of axle loads of each type of vehicles, it is reasonable to reclassify vehicle types to be more classes e.g. from 3 to 7 and 2) The increase of toll tariff on operated toll roads due to pavement damage caused by excessive vehicle axle loads has no legal basic, except if it is inclusive in the whole calculation of toll road business plan. Abstract

An accident occurred on site caused by human error and technical error. To reduce and insure this, we have to perform Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3). SMK3 similar to Health, Safety, and Environment Procedure (HSE Procedure).In this paper, we describe about SMK3 system in Cable Stayed Project in Sukabumi, Jawa Barat, its contain organization structure, risk assesment, personal protection equipment, emergency response, regulation of health and environment, medical regulation, and safety regulation. Abstract

The quality of asphalt in road pavement is decreasing due to oxidation process and polymerization. Moreover, Indonesia is a tropical country where climatic factor can accelereate asphalt aging. There are two methods to improve the quality of asphalt, Firstly, by crack filling using asphalt or by emulsion asphalt with rejuvenated materials when road damage caused by hair cracks commanly called surface dressing. The second method is scrap materials from pavement added by additives or using fresh bitumen and aggregate commonly called recycling. The research showed that crack filling method increase asphalt quality in pavement and asphalt penetration from 10-11 to be 33-35 and ductility of asphalt from 14-15 cm to be 140cm, therefore pavement can arise two year service life. Cold recycling method increases the service life of pavement in moderate traffic up to 4 years. Keyword : Recycling, Additive materials, Aging, Asphalt mixture

Abstract

In general, the pavement design methods used in Indonesia are adopted from pavement design methods of AASHTO or TRL, such as flexible pavement design with analysis component methods (structural number analysis). The effectiveness of design result depend upon the use of design input, completeness and accuracy of data, that is traffic data, environmental or regional factor and terminal serviceability index (Pt). This paper discusses the effect of inaccurately inputing data, which is used for the design result. Design result showed that incorrect determination decided of regional factor, terminal serviceability index (Pt) and the use of the equivalent standard axles of Austroad formula have a significant impact on it.

Abstract

From years to years the use of aggregate for maintenance and new pavement construction increases, while the resources of crushed stone decrease. Every year the need of aggregate to use for pavement construction in Central Kalimantan is increased. This research is based on the use of natural sand from Central Kalimantan for asphalt concrete wearing course (ACWC). To evaluate the performance of asphalt mixture in the laboratory, the test conducted in this research was Marshall Test. The result shown that the use of the natural sand up to 37% from the total weight of asphalt mixture, was still conform to the specification. Abstract

At the time the use of non destructive test for pavement has been a trend because of its effectiveness and mobility. Falling Weight deflectometer (FWD) is famous equipment for this aim. Actually the use of FWD is to collect structural data in term of deflection. The deflection data also can be used to predict the thickness of bituminous layer using the neural network of single layer perceptron. For three locations tested it is found that the difference between the thickness obtained from test pit and the average result using this neural network calculation is less than 10%. It is recommended that this method can be considered to use for collecting pavement data especially for building a data base. Keywords : Neural network, Single layer perception, deflection, FWD

Abstract

Technology of recycling can be implemented in the road maintenance program such as road rehabilitation or betterment project. To construct new pavement base course, material for cold mix recycling comes from the existing surface or base pavement layer. An application of foam bitumen binder with addition of active filler, shows an increasing strength of mixture and the impact of water to the mixture can be reduced because of cohesion from fine material particle with the bitumen. Foam bitumen occurred when water and air with a pressure, dispersed into hot bitumen in the expansion chamber, causing foaming of bitumen spontaneously. Fume which occurred during process in contact between water and hot bitumen, trapped in small bubbles which caused bitumen physical characteristic temporary changed. Foam expansion causes asphalt volume increased but in the short time foam reduced and the asphalt volume back to the origin. To make a mixture, as possible aggregate is mixed rapidly with foam bitumen until homogenous mixture obtained. The higher the volume of foam bitumen resulted the higher the bitumen distribution in the mixture. This paper describes about recycling technology with foam bitumen as a binder which has been implemented in Pantura road link. This link is a strategic and economic transportation lane with high volume and heavy traffic loading. The existing pavement has thick bitumen surface course resulted from past overlays. Abstract

One of the aspects needed to ensure smooth, safe, comfort, and efficient operation of a toll road is related to service and operating systems. The Minimum Service Standard (MSS) has been a parameter adopted for measuring the performance of a toll road and its service to the toll road users. Basically, this MMS should be fulfilled as a guarantee provided to the toll road users, which consists of road condition, average traffic speed, accessibility, mobility, safety, and support units for handling emergency conditions and traffic accidents. To enhance the toll road service in Indonesia, the MMS needs to be increased. This could be done by reviewing the MSS parameters and their values currently applied. The expectations from this effort are a better quality of the toll road, both safety and comfort, and increase in the level of service and safety for the toll road users. This paper describes proposed aspects which could be considered to increase the MSS, in its parameters and the values of those parameters. Abstract

Many types of aggregates are found in West Java and Banten Province and Northern Ireland where they are regarded as a valuable resource that is used to construct highways. There is a distinct difference in the specific types of aggregates present in each countries i.e. andesite in West Java and Banten Province and olivine basalt in Northern Ireland. Correlation of physical and mechanical data indicates that Northern Ireland aggregates are typically denser and stronger than the West Java and Banten aggregates.

Abstract

Surface roughness is one of important parameters in road maintenance management, thus characterictics of that roughness is important to be understood. During the past time, the affect of road surface form and it's dimention againts road surface roughness so far is unknown well. This paper tries to know the affect of variation of road surface form and it's dimention toward road surface roughness expressed in term of IRI, by use of IRRE calculation model of IR.
