Abstract

Infrastructure development is essential for community welfare and national economic growth, serving as a long-term investment. This study aims to examine the implementation of the Urban Infrastructure Development Program in Sumedang Utara District, Sumedang Regency. The research uses a qualitative approach, focusing on the dimensions of designed policy, resources, community participation, and involved actors. Informants were selected through purposive sampling, including the Head of Development and Community Empowerment at the district level, Heads of Development in Kotakaler and Situ Urban Villages, and the Community Empowerment Institution (LPM). Data collection techniques included observation, interviews, documentation, and triangulation. Data validity was tested through credibility, transferability, dependability, and confirmability. Data analysis was carried out through data collection, reduction, display, and verification. The findings indicate that the program implementation has been fairly effective, marked by policy clarity, program relevance, and growing community participation. The support of resources and simple technology further strengthens implementation. However, challenges remain, such as uneven information dissemination, limited understanding of policies, and suboptimal task distribution. Coordination among actors and capacity building for implementers are key areas that need continuous improvement.

Abstract

The purpose of this study is to find out the Empowerment of creativeeconomy business actors by Departement of Tourism, Culture, Youth,and Sports (DISPARBUDPORA). The research method used in thisstudy is purposive sampling. With research informants, namely theHead of Creative Affairs, the tourism and creative economy adyatamayoung experts, and the compiler of creativity and innovation programs.The data collection techniques used are literature studies and fieldstudies consisting of observation, interviews, and documentation.Meanwhile, the data processing procedures in this study are datareduction, data display, depiction/verification of data conclusions andtriangulation. Based on the results of the study, it is concluded that theempowerment of creative economy business actors by the SumedangRegency Tourism, Culture, Youth and Sports Office has been carriedout appropriately and in a targeted manner, but limited humanresources, lack of understanding of technology and markets, and weakleadership in the mentoring process are obstacles in the empowermentprocess. To overcome these obstacles, Departement of Tourism,Culture, Youth, and Sports (DISPARBUDPORA) has implemented astrategy of enablement through access and infrastructure development,strengthening through technical training, and support in the form ofaccess to funding, business incubation, and product promotion.

Abstract

Public service ethics play an important role in realizing the principles of good governance, such as accountability, transparency, and responsiveness. This study aims to analyze the implementation of public service ethics, identify obstacles in its implementation, and evaluate efforts made to overcome these obstacles in Tanjungsari Subdistrict, Sumedang Regency. This study uses a qualitative approach with a descriptive method. Data analysis techniques are based on the Miles and Huberman model, which includes data reduction, data presentation, and drawing conclusions. Data was collected through in-depth interviews with five informants (the subdistrict head, the subdistrict secretary, public service staff, and two community members), supported by observations and documentation. The results of the study indicate that the implementation of public service ethics has been quite successful, guided by the principles of Equality, Equity, Loyalty, and Responsibility according to Mertins Jr. (2003), which are reflected in fair, non-discriminatory attitudes and the responsibility of public servants toward public service; obstacles in the implementation of ethics stem from personal factors, such as low integrity and lack of understanding of ethics, as well as organizational factors, such as a permissive work culture and weak leadership role models, as explained by Terry L. Cooper (2012); improvement efforts are carried out through ethics training, integrity development, strengthening organizational culture, and ethical leadership. This study recommends the need for a more systematic and sustainable approach in strengthening public service ethics, so that the principles of good governance can be optimally realized at the sub-district level.

Abstract

This study aims to find out how the form of supervision carried out by the Regional People's Representative Council (DPRD) of Sumedang Regency on the implementation of social assistance programs (Bansos). In addition, this study also aims to identify the inhibiting factors in the supervision process as well as the efforts made by the DPRD in overcoming these obstacles. The background of this research is based on the importance of the role of the DPRD as a legislative institution in carrying out the supervisory function of local government programs, including social assistance programs. The supervision carried out aims to ensure that the distribution of assistance runs effectively, efficiently, and on target in accordance with the provisions of laws and regulations. This study uses a qualitative approach with a descriptive method. Data collection techniques were carried out through in-depth interviews, direct observation, and documentation from various related sources. The informants consisted of members of the DPRD, local government officials, and social assistance beneficiaries. The results of the study show that the implementation of DPRD supervision of social assistance programs in Sumedang Regency has not been running optimally. This is due to several obstacles, including unclear activity standards, weak coordination between institutions, undisciplined activity schedules, and lack of socialization to the public regarding social assistance mechanisms. Despite various obstacles, the Sumedang Regency DPRD has made efforts to strengthen the supervisory function through working visit activities, development deliberative forums (Musrenbang), as well as providing recommendations and evaluations for the implementation of social assistance programs. These efforts are expected to increase transparency, accountability, and the effectiveness of social assistance programs in the future.

Abstract

This study aims to measure the extent of the Quality of Population Administration Services in Cimalaka District, Sumedang Regency. The performance measurement of this organization is assessed through Tangible Evidence, Reliability, Responsiveness, Assurance, and Empathy. The research method used in this study is a qualitative research method, conducted in a natural setting, with an emphasis on meaning rather than generalization. The informants were selected using purposive sampling, consisting of: the Sub-District Secretary, the Head of Public Services Section, Community Member I, and Community Member II. Data collection techniques used include literature review and field studies, consisting of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study involve data reduction, data display, and conclusion drawing/verification. Based on the results of the study, it can be concluded that the quality of population administration services in Cimalaka District, Sumedang Regency has been running well. However, in its implementation, several obstacles were still found, such as the limited number of staff, suboptimal service facilities, and the underutilization of information technology. To overcome these obstacles, various efforts have been made, such as improving human resource capacity through training, enhancing facilities and infrastructure, and developing technology-based service systems. This study is expected to serve as an evaluation material and input for the Cimalaka District Office in continuously improving the quality of population administration services.

Abstract

Agriculture is a strategic sector that contributes to food security, rural employment, and community welfare. In this context, farmer groups serve as important institutions for strengthening farmers’ capacity, facilitating access to agricultural resources, and supporting improvements in agricultural productivity. This study aimed to analyze the performance of farmer groups in improving agricultural productivity in Surian District, Sumedang Regency, based on five performance dimensions: productivity, service quality, responsiveness, responsibility, and accountability. The study employed a descriptive approach. Data were collected through observation, interviews, and documentation involving farmer-group administrators and members as well as other parties associated with agricultural activities. The data were processed by organizing, classifying, and interpreting the findings according to the five performance dimensions and subsequently analyzed descriptively. The results showed that the overall performance of farmer groups was relatively good. In terms of productivity, the groups contributed to organizing agricultural activities and utilizing available resources, although access to financing, technology, production facilities, and markets remained limited. Service quality was reflected in the provision of information, assistance, and facilitation, but the clarity, fairness, and timeliness of services still required improvement. Responsiveness was demonstrated through participatory planning, although the handling of urgent needs, particularly fertilizer-related complaints, was not fully optimal. Responsibility was reflected in task implementation and members’ commitment, but a clearer division of duties and more regular evaluation were still required. Accountability was demonstrated through compliance with group procedures, although administrative records, financial reporting, and transparency in the distribution of government assistance needed to be strengthened. The study concludes that farmer groups in Surian District have performed reasonably well in supporting agricultural productivity; however, improvements in resource accessibility, service delivery, responsiveness, organizational responsibility, and transparent accountability are necessary to strengthen institutional performance and increase benefits for farmers.

Abstract

Infrastructure development is a strategic instrument for promoting regional economic growth, strengthening connectivity, improving productivity, and expanding public access to markets and essential services. However, unequal infrastructure distribution may reinforce regional disparities when its benefits are concentrated in already-developed areas. This study aims to analyze the influence of infrastructure development on regional economic growth, examine the relationship between infrastructure distribution and interregional economic growth, and identify the factors determining the effectiveness of infrastructure in promoting economic equity. The study employed a literature review method with a qualitative descriptive approach. Secondary data were collected from academic books, national and international journal articles, research reports, and relevant official publications. The selected literature was processed through source verification, information reduction, thematic classification, and comparative synthesis. The data were analyzed using descriptive content analysis to identify similarities, differences, patterns, and research gaps in previous studies. The findings indicate that infrastructure generally promotes regional economic growth by improving connectivity, reducing logistics and transaction costs, attracting investment, supporting local businesses, and increasing access to basic services. Nevertheless, its effects vary according to infrastructure type, network integration, regional economic structure, and local capacity. Equitable infrastructure distribution can reduce regional disparities when development priorities are based on service gaps, geographical conditions, local economic potential, and community needs. The study concludes that infrastructure development does not automatically generate inclusive and equitable growth. Its effectiveness depends on integrated planning, accountable governance, sustainable financing, network connectivity, human resource capacity, community participation, proper maintenance, and environmental sustainability. Therefore, physical infrastructure development must be combined with local economic empowerment and human capital development to achieve sustainable and equitable regional growth.

Abstract

The development of an Integrity Zone is a strategic component of bureaucratic reform aimed at establishing government institutions that are transparent, accountable, service-oriented, and free from corrupt practices. For the General Election Commission (KPU) of Sumedang Regency, institutional integrity and public service quality are particularly important because public trust is fundamental to credible and democratic electoral administration. This study aims to describe the development of the Integrity Zone at the KPU of Sumedang Regency by measuring users’ perceptions through the Anti-Corruption Perception Survey (SPAK) and the Service Quality Perception Survey (SPKP). The study employed a survey method with a quantitative descriptive approach. Respondents were selected using purposive sampling based on their direct experience with services provided by the KPU of Sumedang Regency. Data were collected from 76 respondents through an online questionnaire using a six-point perception scale and analyzed using descriptive statistics. The scores were subsequently converted into a four-point scale to determine the Anti-Corruption Perception Index (IPAK) and the Service Quality Perception Index (IPKP). The results show that the IPKP reached 3.80, equivalent to 94.95%, and was classified as Excellent (Grade A). The highest-rated service element was the conformity of service fees with established regulations, with a score of 3.87. Meanwhile, the availability of service information, clarity of service requirements, and convenience of facilities or online service systems received the lowest score of 3.75, although they remained in the Excellent category. The IPAK reached 3.85, equivalent to 96.15%, and was also classified as Excellent (Grade A). The absence of illegal charges received the highest score of 3.87, while non-discriminatory services and the absence of unofficial intermediaries received the lowest score of 3.83. The study concludes that the KPU of Sumedang Regency has demonstrated excellent performance in public service quality and corruption prevention. Nevertheless, continuous improvements are required, particularly in service information, accessibility of facilities and digital systems, equal treatment of service users, and prevention of unofficial intermediaries, to ensure the sustainable development of the Integrity Zone.

Abstract

The rapid development of disruptive technologies in the Industry 4.0 era requires government institutions to develop digitally competent civil servants and transform their organizational systems to support effective bureaucratic reform. This study aims to analyze the partial and simultaneous effects of Smart Civil Servant Effectiveness and Organizational Digital Transformation on Bureaucratic Reform at the Community and Village Empowerment Office (DPMD) of Sumedang Regency. This study employed a quantitative approach with an explanatory associative design. The research population consisted of 75 civil servants at DPMD Sumedang Regency. Questionnaires were distributed to the entire population, of which 60 valid responses were obtained and analyzed. Data were collected using a five-point Likert-scale questionnaire. The analysis included validity and reliability tests, descriptive statistics, classical assumption tests, multiple linear regression, partial tests, a simultaneous test, and the coefficient of determination. The results indicate that Smart Civil Servant Effectiveness has a positive and significant effect on Bureaucratic Reform, with a regression coefficient of 0.412. Organizational Digital Transformation also has a positive and significant effect on Bureaucratic Reform, with a regression coefficient of 0.365. Simultaneously, both independent variables significantly affect Bureaucratic Reform. The coefficient of determination of 0.684 shows that Smart Civil Servant Effectiveness and Organizational Digital Transformation explain 68.4% of the variation in Bureaucratic Reform, while the remaining 31.6% is explained by other variables outside the research model. The study concludes that successful bureaucratic reform requires an integrated strategy that combines digitally competent, adaptive, collaborative, and ethical civil servants with adequate digital infrastructure, integrated systems, supportive digital leadership, and an adaptive organizational culture.

Abstract

The development of development theory shows a paradigm shift from a linear approach to a more adaptive and innovative approach. One of the new paradigms thathas emerged is Jumping Theory or Leapfrogging Development, which emphasizes the ability of developing countries to leapfrog conventional stages of development using innovation, technology, and institutional reform. This paper aims to examine the concept of Jumping Theory in the context of development theoryand issues, with reference to the views of Lee (2019) and Burlamaqui and Kattel (2016). Through a conceptual approach, the discussion focuses on the main characteristics of this theory, its relevance to the Indonesian context, and its comparison with classical development theories such as linear theory, dependency theory, and endogenous development theory. The results of the discussion show that Jumping Theory offers an alternative framework that emphasizes the importance of innovation, policy flexibility, and accelerated adaptation to global changes. In the Indonesian context, this theory is relevant for understandingdevelopment strategies based on digitalization, the green economy, and bureaucratic reforms oriented towards efficiency and innovation
