Abstract

This study aims to determine the service of the Population and Civil Registration Service of Sumedang Regency which is measured based on community satisfaction using the Community Satisfaction Index.This research is a descriptive type of research using the Community Satisfaction Index analysis with the results of the data in the form of numbers. This research was conducted at the Department of Population and Civil Registration of Sumedang Regency in November 2020. The sampling technique used was non-probability sampling with accidental sampling type. The data collection technique is done by using a questionnaire or questionnaire technique. The results showed that the value of the Community Satisfaction Index (IKM) for the Sumedang Regency Population and Civil Registration Service was 2.918 with a conversion rate of 72.95. Then the performance of public services is in the category of good service quality. The results of the 14 indicators of the Community Satisfaction Index with a value range between 0-100 are as follows: (1) the service procedure has an IKM value of 68.75 in the good category; (2) the service requirement has an IKM value of 73.00 in a good category; (3) clarity of service officers has an IKM score of 73.25 in a good category; (4) discipline of officers has an IKM score of 76.50 in a good category; (5) the responsibility of officers has an IKM score of 75.00 in a good category; (6) the ability of officers to have an IKM score of 76.00 in a good category; (7) the speed of service has an IKM value of 66.00 in the good category; (8) justice in getting services has an IKM value of 70.50 in a good category; (9) politeness and friendliness have the IKM score of 75.75 in the good category; (10) fairness of service fees has an IKM value of 74.25 in a good category; (11) certainty of service costs has an IKM value of 73.50 in a good category; (12) schedule certainty has an IKM value of 70.50 in a good category; (13) environmental comfort has an IKM value of 78.50 with a good category; (14) service safety has an IKM value of 78.00 in a good category

Abstract

The purpose of this study is to find out the Effect of Disaster Emergency Management Operations on The Effectiveness of Work on Emergency and Logistics in the Sumedang District Disaster Management Agency. The research method used in this research is a quantitative research method with two methods of data collection, namely literature studies and field studies that include observation, questionnaire, interview and documentation. For the spread of angket carried out to all employees of ASN (State Civil Apparatus) and Non-ASN (Pusdalops or Disaster Management Operations Control Center) in the Sumedang Regional Disaster Management Agency which amounted to 40 people. Based on the results of research it is known that disaster emergency management operations planning in emergency and logistics at the Sumedang Regional Disaster Management Agency is 88.4%. Furthermore, the Effectiveness of Work on Emergency and Logistics in the Sumedang District Disaster Management Agency is 90.5%. Based on correlation tests it is known that there is a very strong relationship between Disaster Emergency Management Operation Planning and Work Effectiveness in Emergency and Logistics Kasi at the Sumedang District Disaster Management Agency with a correlation coefficient of 0.808. The Effect of Disaster Emergency Management Operations Planning on The Effectiveness of Work on Emergency and Logistics Kasi in the Sumedang District Disaster Management Agency based on determination tests is in a strong category with a coefficient of determination of 0.653 or if percentageed by 65.3%. The remaining 34.7% was affected by other factors not studied in the study.

Abstract

Role is a dynamic aspect in the form of actions or behaviors that carry out rights and obligations in accordance with their position. The role of the Social Service in its implementation turns out that there are still many that are not running because one of the factors that results in the high number of poverty is the character of some residents of Sumedang regency who are not good, namely their recognition as poor people, especially when there are programs from the government, so it is not uncommon for poor people who need help not to get a share in the program. This study aims to examine the role of social services in handling the poor in Sumedang district. This research uses a qualitative approach. The number of informants in the study was 4 people. Data collection techniques are carried out with interviews and documentation. Meanwhile, the data validation technique that researchers use is triangulation. The selection of informants is based on that the informant has knowledge, and information regarding the subject matter carefully. The results showed that the role of the Social Service in handling the poor in Sumedang district is seen from the aspect of the government as a regulator in the government's poor handling program that still does not play an active role in improving the economy so that poverty can be explained and resolved. The government as a dynamicator, the Sumedang Regency government in improving the economic quality of the community so that government programs related to handling the poor in Sumedang Regency are still not running well. The government as a facilitator, social service provides good services and facilities, especially in the implementation of poverty reduction programs, but the government as a facilitator has not played an active role in building conditions that are conducive to the implementation of regional development.

Abstract

This research is motivated by the quality of service at Disdukcapil Sumedang Regency has not been running as expected. This study aims to determine how good the quality of service is, how high the community satisfaction is and how strong the relationship between service quality and community satisfaction is. The method used in the preparation of this thesis is this research method using descriptive methods. This research variable uses an independent variable (service quality) and a dependent variable (community satisfaction). The population and sample in this study were people who made Family Cards totaling 60 people. The method used is literature study, field study (observation and questionnaire). Based on the research results that the quality of service is 85.55% (very good). Community satisfaction is 85.65% (very good) and the relationship between service quality and community satisfaction is at a very strong correlation level or 0.895, hypothesis testing that tcount is greater than ttable, namely 1.67065> 6.327, meaning that there is a positive and significant relationship between service quality and community satisfaction and the amount of service quality to community satisfaction in making Family Cards at the Population and Civil Registration Office of Sumedang Regency is 80.2% (very strong) and there are still 9.8% other factors not examined by the author.

Abstract

This study aims to examine the collaboration between government and community in improving flood disaster preparedness in Indonesia. The method used is a literature review with a descriptive qualitative approach. Data were collected from ten scientific articles published between 2013 and 2024. The articles were obtained through a structured search on Google Scholar using keywords such as government and community collaboration, flood preparedness, community participation in disaster mitigation, early warning system, and flood risk management. The findings reveal that flood preparedness across different regions in Indonesia remains uneven. Several areas face challenges due to limited knowledge, weak early warning systems, and lack of community involvement in planning. On the other hand, other regions demonstrate stronger synergy between authorities and residents. This study concludes that inclusive, continuous, and trust-based collaboration between government and society is essential in building a resilient and adaptive flood preparedness system.

Abstract

This study aims to analyze flood disaster management (case study: Cimanggung sub-district, Sumedang regency). The research method used in this writing is descriptive, which aims to describe the condition/symptoms of a particular group and describe certain relationships between one symptom and another. The research locus is in Cihanjuang Village, Sindangpakuon Village, Sindanggalih Village, and Sukadana Village which are located in Cimanggung sub-district, Sumedang regency. Sources and types of data collection, namely using secondary data sources obtained from journals and news portals. The data analysis technique used by the author is qualitative descriptive analysis. Based on the results and discussion, flood disaster management in Cimanggung sub-district, Sumedang regency is quite good. However, in its implementation, it still faces several obstacles. The efforts that can be made to overcome these obstacles are strengthening coordination between stakeholders through multi-party forums, sustainable infrastructure development and maintenance, and community education and empowerment.

Abstract

The Village Community Empowerment Institution (LPMK) is an institution formed by the village to support community empowerment and strengthen citizen participation in the development process at the village level. This study aims to analyze the role of LPMK as a forum or community aspirations in development and a driver of community participation in Talun Village, North Sumedang District, Sumedang Regency using the theory of Sunyoto Usman (2004), which includes 4 main dimensions, namely: the role of LPM as a facilitator, the role of LPM as a mediator, the role of LPM as a motivator and the role of LPM as a dynamicator. The method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The technique for determining research informants is purposive sampling with informants consisting of the Village Head, Village Secretary, Head of Community Empowerment, Head of LPMK, and the community. Data collection techniques include literature studies and field studies through observation, interviews, and documentation. Data processing procedures include data reduction, data display, conclusion drawing/verification, and triangulation. The results of the study showed that LPMK was quite good at encouraging community participation through mentoring, development proposals, program supervision, and coordination with RT, RW, and sub-districts. The obstacles faced included budget limitations and low community understanding of self-reliance. Obstacles were overcome through fundraising, mutual cooperation, effective communication, and strengthening the role of LPMK in Musrenbang.

Abstract

The development of village tourism has become a crucial strategy in improving the welfare of local communities. This study aims to analyze the role of the Gunturmekar Village Government in the development of Samalengoh tourism, located in Tanjungkerta Subdistrict, Sumedang Regency. This research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The focus of the study includes the facilitative, educative, representational, and technical roles carried out by the village government. The findings indicate that the Gunturmekar Village Government plays a significant role in providing basic infrastructure, establishing and mentoring the Tourism Awareness Group (Pokdarwis), and conducting training for the community in tourism management. The government also contributes to tourism promotion and establishes external collaborations with various stakeholders. Challenges identified include budget limitations, suboptimal community participation, and difficulties in attracting investors. In conclusion, the village government's role in each of these dimensions greatly influences the success of Samalengoh tourism development. The implication of this research highlights the need to strengthen collaboration among the village government, local communities, and external partners. It recommends strategies to enhance community capacity and participation, as well as optimize budgetary support to ensure the sustainability of village tourism development.

Abstract

This research aims to determine the implementation of information technology and the efficiency of task execution by administrative staff, to identify the relationship between information technology implementation and task efficiency, and to measure the extent of the influence of information technology implementation on task efficiency of administrative staff at the Population and Civil Registration Office of Sumedang Regency. This study uses a descriptive analysis method with a quantitative approach. The type of statistics used is descriptive statistics with a non-probability sampling technique, specifically saturated sampling. The sample consisted of 65 respondents. The analysis includes percentage calculation, normality test, correlation coefficient test, significance test, and determination coefficient test. Based on the results, the implementation of information technology at the Population and Civil Registration Office of Sumedang Regency is categorized as good, with an analysis score of 83.8%. The task efficiency of administrative staff also falls under a very good category, with a score of 83%. The correlation test results show a value of 0.909, indicating a very strong relationship between information technology implementation and task efficiency. The significance test resulted in a t-value greater than the t-table (17.283 ≥  1.998). The coefficient of determination test yielded a value of 0.826, meaning that 82.6% of the variation in task efficiency can be explained by the implementation of information technology, while the remaining 17.4% is influenced by other factors not discussed in this study.

Abstract

The purpose of the study was to determine the Implementation of Population Data Element Update Service Information System Program (SIPULEN) in Ganeas District Sumedang Regency. The research method used in this study is a qualitative research method. The informant determination technique is purposive sampling. With informants namely the District Head, Head of the General, Personnel, and Asset Subdivision, Head of Public Service Section, Admin Operator, and the Community. The data collection technique used is literature study and field study consisting of observation, interviews, and documentation. The data validity technique used is credibility, transferability, dependability, and confirmability testing. While the data analysis technique in this study is data reduction, data display, data verification, and triangulation. Based on the results of the study, it was concluded that the Implementation of Population Data Element Update Service Information System Program (SIPULEN) in Ganeas District Sumedang Regency is running quite well. Implementation of the SIPULEN Program has weaknesses, particularly in the inconsistency of information dissemination. There are obstacles in the Implementation of the SIPULEN Program, namely the lack of information intensity and limited staff participation. Efforts to overcome these obstacles involve delivering information through various media and increasing staff participation through coaching, regular briefings, motivation, and strengthening service performance. The suggestions needed are the include establishing more consistent communication in delivering program information, conducting regular training for program implementers as advanced training, and enhancing implementer motivation through the provision of rewards, incentives, and routine coaching.
