Abstract

This study aims to determine the Management of Archives in Improving Services at the Archives and Library Service of Sumedang Regency. The background of this study is based on the ongoing problems related to the facilities and infrastructure for managing archives, as well as adequate development for employees in improving their abilities and competencies. The research method used in this study is a qualitative approach with a descriptive research type. Determination of samples/informants in this study was carried out using purposive sampling, namely 4 people consisting of the Head of the General Sub-Section, Head of Archives, Archivist Functional Staff 1 and Archivist Functional Staff 2. Data collection techniques were carried out through literature studies and field studies through (observation, interviews and documentation) and triangulation. After that, data processing used data collection, data reduction, data presentation and verification. The results of the study indicate that the implementation of Archives Management in Improving Services at the Archives and Library Service of Sumedang Regency has been running, but has not been optimal. In general, archive management refers to Law Number 43 of 2009 concerning Archives and Guidelines for the Management of Archives Units at State Institutions Number 20 of 2012 from the National Archives of the Republic of Indonesia with a clear work program. However, there are still obstacles such as lack of facilities and infrastructure, budget limitations, and the archive depot space is far from the office location of the Sumedang Regency Archives and Library Service. On the other hand, this management has provided benefits in the form of increased knowledge and awareness to each Regional Apparatus Organization (OPD) of the importance of archives. This study suggests that the Sumedang Regency Archives and Library Service can further intensify socialization, counseling, and technical assistance activities to all Regional Apparatus Organizations (OPD) evenly and sustainably so that awareness and ability to manage archives according to national standards increase as a whole.

Abstract

The purpose of this study was to determine how well the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District, to determine the relationship between the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District, and to determine how much influence the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District. This research uses descriptive analysis with a quantitative approach with non pobability sampling techniques with saturated sampling techniques. The number of samples studied was 35 respondents in Jatinunggal District, Sumedang Regency. The data analysis techniques used include presentation calculation, classical assumption test (data normality), correlation coefficient test with product moment, significant test and determination coefficient test.Based on the results of the study, it is known that the Implementation of the Population Administration Information System (SIAK) in Jatinunggal District is in very good criteria with a percentage value of 79.66%. Then for the Quality of Administrative Services in Jatinunggal District, amounting to 79.51%. From the results of the correlation analysis, a value of 0.904 was obtained and a significance value of 12,151 ≥ 1.681071 where this value indicates a positive and significant relationship between the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District. From the results of the coefficient of determination analysis, it is known that the variables of the Implementation of the Population Administration Information System (SIAK) and the Quality of Administrative Services in Jatinunggal District, have a positive influence with a percentage value of 81.7% and the remaining 18.3% is influenced by other factors not examined in this model.

Abstract

This research aims to systematically analyze the literature related to disaster management practices in the education sector in Indonesia. Indonesia is one of the countries with a very high level of disaster vulnerability, so disaster education is one of the essential strategies for disaster risk reduction efforts. The method used was a systematic literature review with a qualitative approach, referring to the PRISMA and PICOC methods, by reviewing eight relevant scientific articles published between 2010-2024. The results showed that integrating disaster education into the curriculum, particularly the Merdeka Curriculum, has allowed schools to develop contextualized learning according to local conditions. Sound practices are found at various levels, ranging from early childhood education with a game-based approach to high school with the role of adolescents as agents of change. However, implementation still faces challenges, 1such as limited supporting facilities, teaching modules, and teacher training. Cross-sectoral synergy is needed so that disaster education can run optimally and sustainably. This research recommends that disaster education be positioned as a significant component in developing disaster-resilient education, not just complementing the curriculum.

Abstract

This study aims to systematically review the literature on community participation in flood and landslide disaster mitigation efforts in Sumedang Regency between 2019 and 2025. Using the Systematic Literature Review (SLR) method, six scientific articles were analyzed to explore the forms, effectiveness, and challenges of community involvement in disaster risk reduction. The findings reveal that community participation predominantly occurs during the implementation phase, while participation in decision-making, evaluation, and utilization of outcomes remains limited. Contributing factors include limited disaster literacy, inadequate infrastructure, and insufficient institutional support. Although national regulations such as Law No. 24 of 2007 and Government Regulation No. 21 of 2008 emphasize community engagement in disaster management, practical application at the local level still encounters significant challenges. Strengthening institutional capacity, increasing disaster education, and promoting inclusive collaboration across sectors are essential to fostering meaningful and sustainable community participation

Abstract

This research aims to determine the effectiveness of the Program Musyawarah Perencanaan Pembangunan Kecamatan (MusrenbangKec) for preparation of Rencana Kerja Pemerintah Daerah (RKPD) Kabupaten Sumedang Tahun 2023. The research method used in this research is a qualitative research method. The informants in this research were Staf Bidang Perencanaan, Pengendalian, dan Evaluasi Pembangunan Daerah, Kasubag Program dan Keuangan Kecamatan Sumedang Selatan, and Forum Delegasi Musrenbang Kota Kulon. The data collection techniques used were literature study and field study consisting of observation, interviews and documentation. The data validity techniques used are creativity, transferability, dependability and confirmability tests. Meanwhile, the data analysis techniques in this research are data reduction, data presentation, verification and data triangulation. Based on the research results, it was concluded that the effectiveness of the effectiveness Program Musrenbang Kecamatan in preparation RKPD Kabupaten Sumedang Tahun 2023 this can be seen from the consistency andharmony of program content, suitability of program implementation with implementation mechanisms, as well as the goals and objectives, impact of implementation, output policies, outcome policies and benefit policies in implementing the program Musrenbang Kecamatan include the need for better coordination between regional and sub-district governments in allocating budgets, the need for better understanding of all stakeholders in planning development plans, and the need to be able to prioritize development proposals that truly constitute a development urgency

Abstract

Regional head elections are an important instrument of local democracy that is fraught with challenges, especially during the campaign period, which is prone to violations. This study examines the strategies employed by the Election Supervisory Agency (Bawaslu) of Sukabumi City in its efforts to prevent violations during the 2024 simultaneous regional elections. A descriptive qualitative approach was used, with data collected through interviews, observation, and documentation. The analysis is based on four dimensions of strategy according to Iman Mulyana, namely objectives, resources, environment, and capabilities. The results of the study show that although various prevention efforts have been implemented, such as socialization of regulations, direct supervision, and inter-agency coordination, their effectiveness is still hampered by limited human resources, low public understanding, and the complexity of the local political environment. The phenomena of money politics and violations of the neutrality of the civil service remain dominant, indicating the need to strengthen technology-based strategies and increase public participation. The recommendations of this study emphasize the importance of collaboration among stakeholders, the use of digital monitoring systems, and more massive political education to strengthen election integrity. With adaptive and participatory strategies, monitoring is expected to be more effective in realizing clean, transparent, and accountable democracy.

Abstract

This study aims to analyze the factors influencing employee performance at the Population and Civil Registration Office of Sumedang Regency, with a focus on the impact of work stress caused by low compensation, family problems, and lack of family support. The research uses a qualitative approach with in-depth interviews, observations, and documentation involving four key informants. The results show that low compensation significantly affects employee motivation, which in turn decreases work quality and exacerbates work-related stress. Additionally, family issues, such as tension in relationships with partners or children, and other familial responsibilities, also disrupt employees' concentration and productivity. The lack of family support in handling work-related burdens, both emotionally and practically, worsens the psychological pressure faced by employees. This study suggests several improvement measures, including enhancing organizational support in managing work stress, providing flexible working hours, and raising awareness of the importance of work-life balance

Abstract

This research aims to determine, obtain objective data and information about the implementation of the Disaster Resilient Village (DESTANA) program policy in the field of prevention and preparedness of the Regional Disaster Management Agency (BPBD) of Sumedang Regency. In this study, researchers used descriptive qualitative research methods. The data collection techniques used were literature study, observation, interviews, and documentation. The technique of determining informants using purposive sampling with the number of research informants as many as 4 people, namely the Secretary of the Agency, the Head of the Prevention and Preparedness Section, and 2 Prevention and Preparedness Section Staff. The results showed that the implementation of the Disaster Resilient Village (DESTANA) program policy in the Prevention and Preparedness Section of the Sumedang Regency Regional Disaster Management Agency (BPBD) has not fully run optimally. This can be seen from several factors that hinder the implementation of program policies so that they do not run optimally, such as human resources that are still less competent, inadequate facilities and infrastructure, budget costs that are still insufficient, and communities that lack knowledge, understanding, and awareness of disaster hazards. Thus, it is very necessary to make efforts to minimize the obstacles that have occurred, such as improving the quality of human resources by conducting training and training.

Abstract

This research synthesizes academic literature on measuring the effectiveness of policies and programs, primarily focusing on challenging the dominance of the quantitative (goal-oriented) approach. This traditional method often fails to capture the essential dynamics within complex adaptive systems. The key research question guiding this study is: How can qualitative frameworks, criteria, and dimensions be utilized to assess program success holistically? The study employs an Academic Literature Synthesis to construct a set of credible theoretical frameworks that support the validity and legitimacy of non-quantitative effectiveness measurement. This involves critically analyzing literature that critiques conventional quantitative metrics and discusses the development of qualitative models such as Utilization-Focused Evaluation (U-FE) and Principles-Focused Evaluation (P-FE). The synthesis confirms a necessary paradigm shift, where effectiveness is primarily characterized by Internal Learning (Process Use), Actual Utilization, and Contextual Adaptation. Core qualitative dimensions identified include changes in attitudes/capacity, building trust, and program adaptation to local needs. These findings validate the qualitative approach as a structured and essential evaluation paradigm for complex programs. The main contribution to Public Administration is providing a strong theoretical foundation for practitioners to move beyond relying solely on quantitative figures

Abstract

The purpose of the research conducted is to find out the influence of work discipline on work productivity in the South Sumedang District Office of Sumedang Regency and to find out the relationship of work discipline to work productivity in the South Sumedang District Office of Sumedang Regency. The method used in this research is a quantitative research method that is used in research based on the philosophy of positivism with the aim of testing established hypotheses. In this study, researchers used inferential descriptive data analysis techniques to describe or describe the data that has been collected as is by making conclusions that apply to the public. The sampling technique used is a saturated sampling technique, with a population of 27 people. Based on the results of the study, it can be seen that the work discipline in the South Sumedang District Office of Sumedang Regency has reached 79.72% and the figure is categorized as Good, as well as the level of work productivity in the South Sumedang District Office of Sumedang Regency which reaches 81.32% and the figure is categorized as Good. The relationship of work discipline with work productivity in the South Sumedang District Office of Sumedang Regency with a correlation coefficient value of 0.87 is in a very strong category. While the influence of work discipline with work productivity in the South Sumedang District Office of Sumedang Regency reached 62% while the remaining 38% was influenced by other factors that were not studied by researchers called epsilon factor.
