Abstract

This brief article represent the idea brainstorming and interesting offers on submiting various alternative about the new design of management system of civil servant that proposed by observer and bureaucrats but apparently it can not touch the problems that most basic, detailed and profound in characters. For the policy makers both at central or district, should "immediate" making review even if needed performed special research on correction and completion upon the existing weakness at the management system of civil servant in Indonesia such as those suggested in this article.

Abstract

Public servants human resource management, as the main driving force for the conduct of state task, recently has been viewed rigid, formalistic, unadaptive and late in anticipating global change. The national employee system is unable yet to push the rise of strong apparatus, competency, clean, responsible and professional. The performance accountability system of employee is neither clear yet. DP3—usually used as judgement for evaluating employee performance is unable yet to reflect the real profile of employee performance. Reward and punishment system can not also reflect justice and certainty yet, so that it is unable yet to motivate employee work more maximal. To be able to overcome such, it is necessary to develop the apparatus management system based competency. An alternative of approach based on behavior is determinant factor for superior performance. The concept of competency consists : motives, traits, self concept, knowledge and skill.

Abstract

This article discuss two important subjects. First, it argues that Indonesian government should reform their performance appraisal system. Second, the recommendation to improve the performance appraisal system for civil servants. There are three reasons argued by the author of why Indonesian government should reform their performance appraisal system for civil servants: First, the system is not academic enough in term of the instruments which are used; second the method is not effective, lastly the system could not be used to diagnose to provide feed backs to improve the performance of the civil servants. To prevent the inefficiency, the author strongly suggest that the government should take immediate action to replace the old system with the new ones which is recommended from this article.

Abstract

Need for reform in public sector should become leverage point for reform of public administration. Implementation process ofpublic administrative reform is not easy task It needs clear and directive concept related to target, strategy, approach or model selected The concepts require tools allowing them implemented easily, accessible by many people, quick, inexpensive and convenient. So, e-government may be said as the most appropriate solution. Author argues that efforts to develop e-government in public administration should be placed in true context; that is, development of e-government should be viewed as tool to accelerate implementation of public administrative reform in order to realize good governance. This paper content contain model of e-government development in context ofpublic administrative reform toward good governance. In the last part, author gives recommendation for central and local government that will develop e-government: development of e-government should be done with clear concept of e-government development related to target and strategy or approach written in a blue print or in term of lnpres No.3/2003, strategic plan of e-government, which is established considering rationality aspect and democratic process.

Abstract

Public bureaucracy holds a strategic position in government implementation as well as to effort of democratization and autonomy in local and village government scope. Professional bureaucracy apparatus intensely support the increase of public service quality, particular yfor social empowerment as the realization of local and village autonomy essence. The concept of bureaucracy neutrality needs to be bought into reality in order to urge a bureaucracy that more oriented to its main function, namely as public service apparatus. Long history oflndonesian bureaucracy reflects the occuring bureaucracy politization by government regime, with the result that all bureaucracy's line become an administration tool in performing is authority centralization. As the consequence, service tends to be addressed to government (patron) by neglecting public service function. It includes in village government scope, in which bureaucracy becomes a political machine, meanwlile serves as an effective controlling tool that limits social access to public arena. The outcome of case study conducted in one village of Bantul Regency with data resource was gained from government official and prominent figures both in regency or village government area, reveals that bureaucracy politization in village government nowdays is much stronger than under new orde era. On the pretext of democratization and social empowerment, government (red : regent and his political party) performs a set of bureaucracy politization in village government. With limited village resource condition, politic euphoria, and conflict as the result of election proces of village government bureaucracy apparatus, government intervences village government and its community. The patron-client relation is between the government with village government and its community. It is evidenced that bureaucracy politization of villlage government is re-carried out, among others is the estabilish of "Paguyuban Pamong" with its main agenda is the winning of regent for next period and also the winning one of political party at last general election 2004
