Abstract

The implementation of e-government at the local level requires strong political commitment and sufficient financial support to ensure its effectiveness. This study aims to analyze the role of political will and financial support in the successful implementation of the Electronic Document Management System (SITANJAK) in Pekanbaru City. The research method applied is qualitative with a case study approach, focusing on the analysis of policy documents, official government reports, and relevant literature on e-government. The findings indicate that political will from the local government is the primary driver in establishing regulations, strengthening governance, and fostering inter-agency coordination in SITANJAK implementation. Meanwhile, financial support plays a vital role in providing technological infrastructure, enhancing human resource capacity, and ensuring system sustainability. The synergy between political commitment and budget allocation is proven to be the key to the success of SITANJAK implementation as part of Pekanbaru’s e-government strategy. This study concludes that the sustainability of e-government programs is highly dependent on consistent political will and adequate financial support. Abstrak Implementasi e-government di tingkat daerah membutuhkan komitmen politik dan dukungan finansial yang kuat agar dapat berjalan efektif. Penelitian ini bertujuan untuk menganalisis peran political will dan dukungan finansial dalam kesuksesan penerapan Sistem Informasi Tata Naskah Elektronik (SITANJAK) di Kota Pekanbaru. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus, melalui analisis dokumen kebijakan, laporan resmi pemerintah daerah, serta literatur terkait e-government. Hasil penelitian menunjukkan bahwa political will dari pemerintah daerah menjadi faktor utama yang mendorong lahirnya regulasi, penguatan tata kelola, dan koordinasi antarinstansi dalam penerapan SITANJAK. Sementara itu, dukungan finansial berperan penting dalam penyediaan infrastruktur teknologi, peningkatan kapasitas sumber daya manusia, serta keberlangsungan operasional sistem. Sinergi antara komitmen politik dan alokasi anggaran terbukti menjadi kunci keberhasilan

Abstract

This research aims to determine the relationship between the role of management as the independent variable and social solidarity among members as the dependent variable in the UKM PPS Betako Merpati Putih KOLAT of UIN Siber Syekh Nurjati Cirebon. The results of the analysis indicate a positive and significant relationship between the role of management and social solidarity among members, with a correlation coefficient of 0.501 and a significance value of 0.021 (< 0.05). These findings suggest that the more effective the management’s role in carrying out leadership, communication, coordination, and role-modeling functions, the higher the level of brotherhood solidarity among members.Based on the discussion, it can be concluded that the role of organizational management is a crucial factor in forming and strengthening social solidarity within student martial arts organizations. Effective management is able to create a harmonious organizational climate, enhance a sense of togetherness, and strengthen members’ commitment to the organization. Therefore, strengthening the quality of management is a strategic step in maintaining the sustainability and solidarity of pencak silat UKMs in the higher education environment. Abstrak Penelitian ini bertujuan untuk mengetahui hubungan antara peran kepengurusan sebagai variabel independen dan solidaritas sosial antar anggota sebagai variabel dependen pada UKM PPS Betako Merpati Putih KOLAT UIN Siber Syekh Nurjati Cirebon.Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan desain korelasional. Temuan ini menunjukkan bahwa semakin baik peran kepengurusan dalam menjalankan fungsi kepemimpinan, komunikasi, koordinasi, dan keteladanan, maka semakin tinggi pula tingkat solidaritas persaudaraan antar anggota.Berdasarkan hasil pembahasan, dapat disimpulkan bahwa peran kepengurusan merupakan faktor penting dalam membentuk dan memperkuat solidaritas sosial dalam organisasi bela diri mahasiswa. Kepengurusan yang efektif mampu menciptakan iklim organisasi yang harmonis, meningkatkan rasa kebersamaan, serta memperkuat komitmen anggota terhadap organisasi. Oleh karena itu, penguatan kualitas kepengurusan menjadi langkah strategis dalam menjaga keberlangsungan dan solidaritas UKM pencak silat di lingkungan perguruan tinggi. Abstract

The complaint service managed by the Badung Regency Communication and Information Service is one of the important means in bridging communication between the community and the local government. This study aims to evaluate the effectiveness of these services in absorbing the aspirations of the community, by reviewing the aspects of accessibility, speed of response, and quality of follow-up to complaints. The research uses a descriptive qualitative approach through interviews and supporting documentation of complaint services. The results of the study show that complaint services have made a significant contribution to increasing public participation, although there are still obstacles such as delays in follow-up on certain complaints and lack of coordination between relevant agencies. These findings show that the complaint service is running quite effectively, but it requires strengthening the system and increasing the capacity of officers to be able to provide more optimal services.

Abstract

The People's Business Credit Program (KUR) channeled through Regional Development Banks (BPD) serves as a strategic instrument in supporting the growth of Micro, Small, and Medium Enterprises (MSMEs) and strengthening regional economies. This study aims to analyze the extent to which the Sanur Branch Office of Bank BPD Bali contributes to MSMEs, as well as to identify the role of KUR distribution in enhancing business productivity and income. The research employs a qualitative approach, with data collection techniques including interviews, literature reviews, and document analysis. Results indicate that Bank BPD Bali Sanur Branch Office plays a significant role as a financing facilitator for MSMEs and as a bridge between government programs and local MSME needs. KUR distribution by Bank BPD Bali has proven effective in boosting MSMEs growth and development. The study affirms that optimizing the role of Bank BPD Bali in the KUR program is key to sustainably strengthening the foundation of Micro, Small, and Medium Enterprises.

Abstract

In the current digital era, social media has evolved into one of the most effective communication tools for governments in disseminating information quickly, widely, and interactively. Its utilization plays an important role not only in information delivery but also in shaping public opinion and enhancing governmental transparency. In this context, this study aims to analyze social media management strategies used as a medium for government information dissemination at the Department of Communication and Informatics of Badung Regency. The analysis focuses on three key aspects proposed by Paramitha (2011), namely planning, supervision, and optimization. This study employs a descriptive qualitative method through observation, interviews, and documentation. The findings reveal that Diskominfo Badung implements a well-structured communication strategy through language selection, visual design, audience mapping, and content classification based on public needs. Supervision is conducted through the selection of distinctive content and adjustment of information to current issues. Optimization is carried out through content evaluation prior to publication to ensure accuracy and quality. Overall, the implemented social media management strategies have contributed positively to enhancing transparency, strengthening the government’s public image, and increasing public engagement. Abstrak Di era digital saat ini, media sosial telah berkembang menjadi salah satu instrumen komunikasi pemerintah yang paling efektif dalam menjangkau masyarakat secara luas, cepat, dan interaktif. Pemanfaatannya tidak hanya berfungsi sebagai sarana penyebaran informasi, tetapi juga sebagai wadah pembentukan opini publik serta peningkatan transparansi penyelenggaraan pemerintahan. Berdasarkan konteks tersebut, penelitian ini bertujuan untuk menganalisis strategi pengelolaan media sosial sebagai sarana publikasi informasi pemerintah di Dinas Komunikasi dan Informatika Kabupaten Badung. Analisis penelitian difokuskan pada tiga aspek utama sesuai dengan teori Paramitha (2011), yaitu perencanaan, pengawasan, dan optimalisasi. Penelitian menggunakan metode kualitatif deskriptif melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Diskominfo Badung menerapkan strategi komunikasi yang terencana melalui penentuan gaya bahasa, penyusunan desain visual, pemetaan audiens, serta klasifikasi konten berdasarkan kebutuhan masyarakat. Pengawasan dilakukan melalui pemilihan konten pembeda dan penyesuaian informasi dengan isu-isu aktual. Optimalisasi dilaksanakan melalui evaluasi konten sebelum publikasi untuk menjamin akurasi dan kualitas informasi. Secara keseluruhan, pengelolaan media sosial yang diterapkan telah memberikan kontribusi positif terhadap peningkatan transparansi, penguatan citra pemerintah daerah, serta peningkatan keterlibatan masyarakat. Abstract

The Siraman Gong Kyai Pradah tradition in Lodoyo, Blitar Regency, is a sacred cultural heritage that remains preserved and plays a vital role in the social life of the local community. This research aims to analyze how the social construction of the siraman tradition is built, transmitted, and its impacts on the social structure and cultural identity of Lodoyo society. The study employs a descriptive qualitative approach, using observation, in- depth interviews, and documentation as data collection techniques. The main theoretical framework is the social construction theory of Peter L. Berger & Thomas Luckmann (1966), which emphasizes three dialectical processes: externalization, objectivation, and internalization. The findings reveal that the Siraman Gong Kyai Pradah tradition serves not only as a means of social solidarity but also as a mechanism for value transmission, social integration, and the strengthening of community identity. The Siraman Gong Kyai Pradah tradition has undergone objectivation through the symbolism of the gong as a sacred heirloom believed to possess magical and historical powers. This tradition is no longer seen as an ordinary social activity, but has become an objective social reality, recognized and accepted by the community as a cultural heritage. The impact of internalization for the people of Lodoyo is that Siraman Gong Kyai Pradah has become a form of cultural identity. This tradition serves as a spiritual moment not only because of its ritual, but also due to the symbolic meaning that has been internalized from ancestral legends. The impact of externalization is that the community expresses their values and beliefs through the legend of Pangeran Prabu and Mbo Rondo as the sacred origin of the Gong Kyai Pradah. The story of love, loyalty, and betrayal in the tale of Pangeran Prabu and Mbo Rondo reflects the norms and morals of the Lodoyo community.Social negotiation and adaptation processes within this tradition have a direct impact on the economic aspects of the community, particularly for seasonal traders, and provide spiritual influence believed to bring blessings, prosperity, and hope for healing. The study also highlights the importance of adaptation strategies in facing the challenges of preserving tradition amidst modernization. Additionally, the active participation of young generations and support from educational institutions are seen as crucial in maintaining the continuity and meaning of the Siraman Gong Kyai Pradah tradition for the future.

Abstract

The purpose of this study is to identify the potential of Semara Ratih as a natural tourist attraction in Banjar Delod Sema, Taro Village, analyse the form and practice of its management, and determine the impact of this management on the environment, local communities, and the development of local tourism. The theory used in this study includes the 6A Tourism Component Theory, Management, and Impact. The method used is qualitative, with research instruments in the form of interview guidelines and purposive sampling techniques to determine informants. Respondents include managers of the Semara Ratih tourist attraction, local communities, and tourists. Data collection techniques include observation, interviews, documentation, and literature studies. The results show that Semara Ratih offers an educational experience through melukat activities and interactions with local culture. Attractions include natural beauty, spiritual rituals, and handicrafts, but local community participation in management is still limited. Development programs need to be improved to involve the community more actively. The tourism activities offered not only attract tourists but also provide positive impacts on the local economy. This study concludes that developing the Semara Ratih tourist attraction can be an effective strategy to improve community welfare and preserve traditions and the environment. Abstrak Tujuan penelitian ini adalah untuk mengidentifikasi potensi Semara Ratih sebagai daya tarik wisata alam di Banjar Delod Sema, Desa Taro, menganalisis bentuk dan praktik pengelolaannya, serta mengetahui dampak yang ditimbulkan dari pengelolaan tersebut terhadap lingkungan, masyarakat lokal, dan perkembangan pariwisata setempat. Teori yang digunakan dalam penelitian ini adalah Teori Komponen Pariwisata 6A, Manajemen serta dampak. Metode yang digunakan adalah kualitatif, dengan instrumen penelitian berupa pedoman wawancara dan teknik purposive sampling untuk menentukan informan. Responden terdiri dari pengelola Daya Tarik Wisata Semara Ratih, masyarakat lokal, dan wisatawan. Teknik pengumpulan data termasuk observasi, wawancara, dokumentasi, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa Semara Ratih menawarkan pengalaman edukatif melalui aktivitas melukat dan interaksi dengan budaya lokal. Atraksi yang ada mencakup keindahan alam, ritual spiritual, dan kerajinan tangan, namun partisipasi masyarakat lokal dalam pengelolaan masih terbatas. Program program pengembangan perlu ditingkatkan untuk melibatkan masyarakat lebih aktif. Aktivitas wisata yang ditawarkan tidak hanya menarik minat wisatawan tetapi juga memberikan dampak positif bagi ekonomi lokal. Penelitian ini menyimpulkan bahwa pengembangan Daya Tarik Wisata Semara Ratih dapat menjadi strategi efektif dalam meningkatkan kesejahteraan masyarakat dan melestarikan tradisi serta lingkungan. Abstract

This study aims to analyze the implementation of the Board of Directors Regulation of PT Angkasa Pura Indonesia Number PD.DH.0011/1/2025 concerning the utilization of official housing as a facility to support employee performance. The findings indicate that the regulation provides clear standards and administrative mechanisms, including application procedures, disposition flows, and a ranking system that considers indicators such as job position, years of service, number of dependents, mutation status, and type of work. Analysis using the Van Meter and Van Horn as well as Edward III implementation models reveals gaps between policy design and execution, particularly in terms of communication, implementer disposition, and bureaucratic structure. Additionally, the principles of Good Corporate Governance (GCG) have not been fully realized, especially regarding transparency and accountability. This study concludes that while the implementation of the official housing utilization policy has provided meaningful benefits to employees, it has not yet achieved optimal effectiveness. Enhancements in transparency, the development of an integrated asset management information system, and stronger monitoring and evaluation mechanisms are required to ensure that the policy operates in accordance with its intended goals and supports sound corporate governance practices. Abstrak Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Direksi PT Angkasa Pura Indonesia Nomor PD.DH.0011/1/2025 terkait pemanfaatan rumah dinas sebagai fasilitas pendukung kinerja pegawai. Hasil penelitian menunjukkan bahwa peraturan ini telah memiliki standar dan mekanisme administratif yang jelas, termasuk prosedur pengajuan, alur disposisi, serta sistem perankingan berdasarkan indikator jabatan, masa kerja, tanggungan keluarga, status mutasi, dan jenis pekerjaan. Analisis menggunakan model implementasi Van Meter dan Van Horn serta Edward III mengidentifikasi adanya kesenjangan antara desain kebijakan dan praktik pelaksanaan, khususnya pada aspek komunikasi, disposisi pelaksana, serta struktur birokrasi. Selain itu, prinsip-prinsip Good Corporate Governance (GCG) belum sepenuhnya terwujud, terutama dalam hal transparansi dan akuntabilitas. Penelitian ini menyimpulkan bahwa implementasi kebijakan pemanfaatan rumah dinas telah memberikan manfaat bagi pegawai, namun belum mencapai tingkat efektivitas yang optimal. Diperlukan peningkatan transparansi, pengembangan sistem informasi manajemen aset, serta penguatan mekanisme monitoring dan evaluasi agar kebijakan dapat berjalan sesuai tujuan dan mendukung tata kelola perusahaan yang baik. Abstract

This study aims to examine the usability and user satisfaction associated with the NADIA application, an electronic correspondence system implemented within InJourney and PT Angkasa Pura Indonesia. Employing a qualitative methodology that incorporates in-depth interviews, field observations, and document analysis, this research explores the extent to which the NADIA application enhances administrative efficiency through the digitalization of document submission, storage, and tracking processes. The findings reveal that NADIA effectively streamlines workflow procedures, reduces the risk of document loss, and offers a more intuitive user experience compared to its predecessor systems. However, the study also identifies several limitations, including the application's reliance on stable internet connectivity and the limited accuracy of its document search function. Overall, the results indicate that while NADIA contributes positively to employee productivity, further system improvements are required to optimize its performance and ensure alignment with the administrative demands of a modern organizational environment. Abstrak Penelitian ini bertujuan untuk menganalisis tingkat kegunaan dan kepuasan pengguna terhadap aplikasi NADIA sebagai sistem persuratan elektronik yang digunakan di lingkungan InJourney dan PT Angkasa Pura Indonesia. Melalui pendekatan kualitatif yang melibatkan wawancara mendalam, observasi lapangan, dan studi dokumentasi, penelitian ini menggambarkan bagaimana aplikasi NADIA berkontribusi dalam meningkatkan efisiensi administrasi melalui digitalisasi proses pengiriman, penyimpanan, dan pelacakan dokumen. Hasil penelitian menunjukkan bahwa NADIA mampu mempercepat alur kerja, meminimalisir risiko kehilangan berkas, serta memberikan pengalaman penggunaan yang lebih intuitif dibandingkan sistem sebelumnya. Meskipun demikian, ditemukan pula sejumlah kendala seperti ketergantungan pada stabilitas jaringan internet dan fitur pencarian dokumen yang belum sepenuhnya akurat. Temuan ini menunjukkan bahwa meskipun NADIA telah memberikan dampak positif terhadap produktivitas pegawai, pengembangan sistem lebih lanjut tetap diperlukan agar aplikasi dapat berfungsi secara optimal dan sesuai dengan kebutuhan administrasi organisasi modern.

Abstract

This study aims to evaluate the effectiveness of the implementation of SOPs for Housing Loan (Kredit Pemilikan Rumah/KPR) administration at the Customer Loan Unit (CLU) of Bank BTN Denpasar Branch Office. This research employs a qualitative approach with a descriptive method. Data were collected through observation, interviews, and documentation during the internship program. The effectiveness evaluation was conducted using several public administrative service indicators, namely procedural accuracy, timeliness, administrative accuracy, employee compliance, clarity of information, and achievement of service objectives. The results indicate that the implementation of SOPs for KPR administration at the Customer Loan Unit of Bank BTN Denpasar Branch is generally effective. The SOPs have been implemented in accordance with established procedures and support administrative order, accountability, and employee professionalism. However, challenges remain in terms of timeliness and clarity of information provided to customers, mainly due to incomplete customer documentation and additional time required for the verification process. This study concludes that continuous evaluation and improvement of SOP implementation are necessary to enhance the effectiveness of KPR administrative services and the quality of public services in the banking sector. Abstrak Penelitian ini bertujuan untuk mengevaluasi efektivitas penerapan SOP administrasi pengajuan Kredit Pemilikan Rumah (KPR) pada Customer Loan Unit (CLU) Bank BTN Kantor Cabang Denpasar. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi selama kegiatan magang. Evaluasi efektivitas dilakukan berdasarkan beberapa indikator pelayanan administrasi publik, yaitu ketepatan prosedur, ketepatan waktu, ketepatan administrasi, kepatuhan pegawai, kejelasan informasi, dan pencapaian tujuan pelayanan. Hasil penelitian menunjukkan bahwa penerapan SOP administrasi pengajuan KPR di Customer Loan Unit Bank BTN KC Denpasar secara umum berada pada kategori efektif. SOP telah dilaksanakan sesuai alur dan ketentuan yang berlaku serta mampu mendukung tertib administrasi, akuntabilitas, dan profesionalisme pegawai. Namun demikian, masih ditemukan kendala pada indikator ketepatan waktu dan kejelasan informasi kepada nasabah, yang umumnya disebabkan oleh ketidaklengkapan dokumen nasabah serta proses verifikasi yang memerlukan waktu tambahan. Penelitian ini menyimpulkan bahwa evaluasi dan penyempurnaan penerapan SOP perlu dilakukan secara berkelanjutan guna meningkatkan efektivitas pelayanan administrasi pengajuan KPR dan kualitas pelayanan publik di sektor perbankan.
