Abstract

This paper proposes a quantitative methodology for ex-ante value-for-money (VfM) assessment to select the best modality option between conventional procurement and public-private partnership under the availability payment model for infrastructure provision within the Indonesian context. The proposed methodology incorporates efficient risk allocation principles into assessment to monetize risk retained by the government and risk transferred to the private sponsor. A simple numerical example under different scenarios of risk allocation for a road maintenance project case is presented to demonstrate its applicability. This paper also identifies some relevant issues, acknowledges limitations of the proposed methodology, and recommends directions for future research efforts.

Abstract

This article attempts to answer two questions. The first is whether Public-Private Partnership (PPP) contracts can be easily implemented for national road preservation projects. The second is how the PPP contracts can increase the value for money (VfM) of the national road preservation budget. The institutional environment of national road sector is discussed first in order to highlight the particular role of road preservation contracts between the Government and the business sectors in that environment. Then, the discussion continued with types of contracts that have been used in this sector, historically. At the time of this writing, PPP contract has not been used in this sector. To approach this matter the next discussion is about PPP and VfM definition in the current regulation as well as their features in literature. Based on this discussion, characteristics comparison of the available types of contract is developed, including how these types of contracts, especially KPBU contracts, can be used to achieve VfM. The following section presents a simple simulation method to assess VfM achievement based on comparison of present value cost of public service comparator and PPP. The simulation is used to understand how the variables that determine VfM interact with each other in determining the final result. Finally, the last section contains the conclusions on how PPP contracts can increase the VfM of national road preservation project. Value for Money can be achieved using PPP contract if risks transferred from the Government to business / private entity is significant enough so that the combination of both incentives and the entity’s capability can reduce the total cost of risks more than to compensate the difference between the entity’s cost of capital and the Government cost of capital. In this case, the scale of the project is also important, given the complexity of PPP contract resulted in relatively higher transaction costs compare to other types of contracts. This article does not discuss the design of performance-based incentive-oriented contract for national road preservation projects. In addition, the risks analysis done in the numerical simulation is simplified and, thus, requires further data collection for more detailed application. The externalities come from the construction phase to the operational and maintenance phase have not yet based on empirical evidence in this sector. This article also does not address issues on how to create level of competition in the procurement stage as well as in the operational stage that can promote value for money. Lastly, the risks discussed in the types of contracts only limited to supply risks. The use of PPP contracts to replace conventional procurement contracts will not automatically reduce primary balance deficit. Assessments and steps to ensure the achievement of value for money from the PPP contract must be done and planned in advance. This is the first article discussing value for money from PPP contract for Indonesian national road preservation projects.

Abstract

Infrastruktur sosial sebagai bagian dari pembangunan fisik itu sendiri harus memberikan pelayanan sosial seperti sekolah, universitas, rumah sakit, penjara dan perumahan rakyat. Pelayanan ini juga tidak terbatas pada bentuk-bentuk tersebut, namun juga melingkupi infrastruktur sosial yang berdimensi fisik seperti fasilitas kesehatan, fasilitas rekreasi, keamanan dan pemadam kebakaran, pusat seni dan budaya dan fasilitas publik lainnya. Penelitian ini memfokuskan studi pada infrastruktur sosial yakni Anjungan Cerdas (Roadside Station) yang diadopsi dari Michinoeki Jepang. Hal ini dipandang tepat karena anjungan cerdas memberikan sejumlah fungsi sosial yang diamanatkan ke dalam infrastruktur fisik yang dibangun oleh pemerintah, dalam hal ini oleh Kementerian PUPR yang berlokasi di 2 lokasi yaitu Kabupaten Trenggalek dan Kabupaten Jembrana. Pengembangan skema pengelolaan anjungan cerdas dimaksudkan agar kesinambungan dalam fungsinya sebagai infrastruktur sosial memenuhi kebutuhan publik. Selanjutnya hal ini perlu mendapat perhatian khusus, karena pengelolaan infrastruktur yang selama ini senantiasa menggunakan anggaran pemerintah sering kali tidak optimal dalam memberikan pelayanan publik. Di sisi lain, pengembangan skema pembiayaan dengan melibatkan Badan Usaha merupakan salah satu solusi untuk pengelolaan infrastruktur yang lebih baik. Dalam penelitian ini, isu utama yang akan diangkat adalah skenario pembiayaan apa saja yang dapat dikembangkan untuk pengelolaan infrastruktur anjungan cerdas. Dari skema pengelolaan yang dihasilkan, ditetapkan bahwa pengelolaan anjungan cerdas dapat menggunakan skema pemanfaatan Barang Milik Negara (BMN), Badan Layanan Umum (BLU), dan Kerjasama Pemerintah dengan Badan Usaha (KPBU).

Abstract

Fenomena terjadinya perubahan iklim di Bumi sedikit banyak dipicu oleh aktifitas manusia berupa kegiatan pembangunan berbagai jenis infrastruktur, diantaranya bangunan gedung, jalan raya, waduk, jalan kereta api, pelabuhan, bandar udara dan lainnya. Jika pendekatan yang dipilih dalam merencanakan dan melaksanakan pembangunan tidak didasarkan pada pendekatan yang tepat, maka berpotensi menimbulkan dampak negatif terhadap lingkungan, diantaranya adalah terganggunya ketersediaan material terutama yang bersifat tak terbarukan. Oleh karenanya, pengelolaan proyek konstruksi perlu berubah dari pendekatan konvensional menjadi pendekatan ramah lingkungan yang fokus pada aspek ekonomi, lingkungan, dan sosial. Namun demikian tidak dapat dipungkiri perlu adanya pendekatan lain berupa kemanfaatannya bagi seluruh stake holder dalam perspektif aspek bisnis, salah satunya adalah aspek finansial atau investasi, misalnya infrastruktur jalan yang berbayar. Di sisi lain, harus diyakinkan terjadi kemanfaatan infrastruktur bagi masyarakat umum tanpa mengesampingkan aspek bisnisnya. Tujuan kajian ini adalah untuk memformulasikan pendekatan yang mampu mengakomodasi berbagai hal tersebut diatas, didasarkan pada kajian terhadap berbagai dokumen yang telah dipublikasikan. Temuan dalam kajian ini adalah perlunya mengelaborasi berbagai aspek agar tejadi kolaborasi dalam beberapa hal sebagai berikut, yaitu: (a) menerapkan manajemen aset, (b) meninjau kinerja aspek ekonomi, (c) penggunaan sumberdaya secara efisien dan efektif, (d) menerapkan manajemen emisi, polusi, dan limbah, (e) mengelola ekosistem dan keberagaman (biodiversity), (f) mengelola berbagai komunitas yang terlibat, (g) mengelola tenaga kerja.
