This study addresses the notable gap in existing research by examining the critical role of The Ministry of National Development Planning/National Development Planning Agency (Kementerian PPN/Bappenas) in the country’s infrastructure development through Public-Private Partnerships (PPP) financing scheme. Utilizing qualitative methods, the research identifies three key dimensions of Bappenas’ role in PPP: Government Policy and Political Commitment, Legal and Regulatory Framework, and PPP Supporting Bodies. These dimensions encompass five primary roles—Provider, Regulator, Coordinator, Supervisor, and Project Participant. The study also reveals significant challenges, with out-of-control risks such as unpredictable pandemics posing a major hindrance. To address these issues, the research recommends The Ministry of National Development Planning/ National Development Planning Agency (Kementerian PPN/Bappenas) to develop comprehensive regulations and conduct ongoing capacity building to enhance stakeholders’ PPP knowledge and address the capacity of human resources within the Government Contracting Agency (GCA). In addition, encourage policymakers to shift their mindset, advocating for early integration of PPPs as the primary funding mechanism in infrastructure projects, boosting feasibility and success.

The XYZ Toll Road Section Project experienced contract failure due to multiple changes in the planning contract (addendum), resulting in disruptions to the implementation process and the failure to meet the overall project completion target. The objective of this research is to analyze the potential risks that led to contract failure and propose mitigation efforts for each identified risk. The method employed is the Monte Carlo Simulation, providing a comprehensive approach through empirical data from questionnaires and simulation results to enhance the accuracy of the analysis. This study identified 9 high-level risks and 4 medium-level risks based on risk analysis and categorization on the risk map. The research also strives to implement mitigation measures for each risk based on the prioritized risk values, from highest to lowest, as a form of risk management. This approach aims to minimize the likelihood of contract failure and enhance the operational efficiency of the project.

Public Works and Housing (PWH) infrastructure including water sector, transportation, housing, energy, and telecommunications, is the bedrock of societal progress. However, it also carries substantial environmental responsibilities, contributing approximately 79% of global greenhouse gas emissions, according to UNOPS. The integration of ESG principles provides a framework to mitigate these environmental impacts and promote sustainable development. Beyond environmental considerations, this study delves into the social and governance dimensions of ESG, emphasizing their significance in PWH infrastructure projects. Methodologically, this research employs a conceptual study approach, encompassing a comprehensive literature review and thematic analysis. The literature review draws from reliable sources, including scientific journals, research papers, books, and reputable publications, to explore the multifaceted aspects of ESG in PWH infrastructure. This analysis is structured around four core themes: (1) Sustainable Infrastructure Development, (2) Quality Infrastructure Investment and ESG Investing, (3) Success Story of the Implementation of ESG Principles into PPP Infrastructure Project, and (4) ESG Principles Implementation for Infrastructure Project in Indonesia. In conclusion, the adoption of ESG principles in PWH infrastructure projects is essential enhancing project sustainability and increasing access to funding. In term of enhancing project sustainability, ESG principles may reduce project risk and also its negative impact. On the other hand, it also increases access to funding such as the case with the Solar PPP Project in Uzbekistan and Cambodia which gains further financing from MDB and foreign loan. Since it is still in its early development stage in Indonesia, there is many strategies to be explored to further accelerate the implementation of ESG principle especially for PPP projects.

Infrastructure is a critical factor in fostering strong and sustained economic growth, hence, sufficient attention should be given to the allocation of investment. Although UK infrastructure investment have risen in line with the global trend, the level of investment remains in the lower percentile when compared to other leading countries such as Singapore and China. The study examines the challenges of infrastructure development in the UK and explored the policies required to stimulate investment. Using semi-structured interviews, the views of key stakeholders involved in infrastructure operating across key sectors of transport and energy were captured to gain an insight into the key policy drivers of infrastructure investment. Findings from the research suggests that policy changes are required to stimulate significant investment if the UK is to become a world leader in infrastructure. Key criticisms of UK infrastructure policy focussed on comparatively low level of investment, inadequate collaboration between key stakeholders, and the regional bias of investment in favour of London which disproportionately affects the Northern regions. To facilitate economic growth, the identification of future investible pipeline of infrastructure projects, increasing collaboration with local stakeholders and addressing the regional biases will be critical to ensure synergy and ownership and to scale up the implementation of UK future infrastructure development plans. Considerations should also be given to the need to set up infrastructure banks similar to what is in operation in other countries such as China and Singapore to stimulate private investment and to complement public sector budget allocations. Improving infrastructure project implementation through institutional coordination will boost economic growth post Brexit, support the development of new trading agreements and enhance the country’s economic performance after the pandemic

Pakistan experienced one of the most severe floods recently in 2022. The post-flood eras have faced huge destruction in economic loss and infrastructure disaster. Effective infrastructure is essential in the development of a region. Pakistan is a developing country having less availability of resources and a lack of proper planning to cater to natural hazards and faces huge destruction in flood-hit areas. The reasons behind these destructions are unending, some of which have been identified through past literature. Building information modelling is thus a foundation of digital transformation in the infrastructure or architecture, engineering, and the Architecture, engineering, and construction industry. Incorporating BIM in the renovation and rebuilding of infrastructure is a prominent solution to prevent the post-flood era from devastation. This study aims to determine the barriers to the implementation of BIM. After reviewing the literature, several barriers have been identified, and 13 of them have been used in this study as strong hurdles in the implementation of BIM in the post-flood areas of Pakistan. The ISM technique (interpretive structure modelling) has been used to draw results regarding the identified barriers. The results indicated these barriers of different levels corresponding to their importance. This study is a great addition to the growing body of literature regarding flood adverse effects and a practical guideline to the AEC industry where architecture, constructors, and other experts in this field can take great assistance towards lessening and overcoming the barriers identified to implementing BIM.
