Abstract

Background. Soil is essential to all human life on Earth, and the existence of land is an inseparable component of human existence. Development is vital to enhancing human quality of life, and the demand for land as a capital asset is increasing in tandem with development activities. Aims. The government urgently needs land for the planned project site to catalyze development for both itself and the commercial sector. Methods. Normative studies focus on the analysis of legal principles, statutes, and regulations, particularly those related to research and the legal challenges that arise in this context. Data sources are identified through a literature review, employing both primary and secondary data derived from research projects and reviews. Primary data was obtained by analyzing laws, regulations, and documents related to land purchase. Result. Land acquisition for public interest aims to acquire land for developmental projects that promote the welfare and prosperity. Land acquisition must be conducted in accordance with the principles of the 1945 Constitution and national agrarian laws of the nation, state, and society, while safeguarding the legal rights of rightful proprietors and aligning with national and state values. Conclusion. Therefore, land purchase restrictions satisfy procedural justice requirements. Once the impacted parties have been compensated, the land acquisition is deemed complete

Abstract

Background. Leadership is key to the success of any organization, including village administration. The village head plays a strategic role in improving employee performance. Gintung Lor Village in the Susukan District of Cirebon Regency faces several leadership and employee performance issues, including a lack of coordination between the village head and employees, a high proportion of employees with low educational backgrounds, and inadequate training to enhance employee competence. Aims. This study aims to analyze the role of the village head in improving employee performance in Gintung Lor Village. Methods. The study employs a descriptive qualitative method, collecting data through observation, in-depth interviews, documentation, and a literature review. Result. The results indicate that the village head plays a crucial role in enhancing employee performance and fostering public trust in the village government and its development. Implementation. However, obstacles to performance remain, so efforts are needed to improve coordination between the village head and employees, enhance employees' education and competencies, and conduct training to improve their skills.

Abstract

Background. Public open spaces, such as city parks and other public facilities, play a crucial role in supporting social development, especially amid increasing urbanization. Aims. The purpose of this study is to assess the effectivenessofutilizing public facilities as public open spaces, identify various factors that hinder effectiveness, and make efforts to improve their efficacy. The theory employed in this research is the theory of effectiveness, as proposed by James L. Gibson, which comprises five indicators of effectiveness: productivity, quality, efficiency, flexibility,andsatisfaction. Methods. The method used in this research is qualitative in a descriptive approach to analyze the effectiveness of public open space utilization based on aspects of design, accessibility, and community participation. Result. The results showed that although the Cirebon City government has tried to meet the needs of public open space, many facilities are not functioning optimally. Conclusion. The findings suggest that revitalizing city parks is crucial for enhancing both social and economic functions, as well as providing space for community activities. Implementation. Therefore, the results of this study are expected to serve as a guide for more inclusive and sustainable policy planning in the development of public open spaces in the city of Cirebon.

Abstract

Background. Digital Population Identity (IKD) is an officially designed identity that utilizes technology to facilitate the public in obtaining various important documents such as e-KTP or Family Cards. Data extracted from the Population Administration Data Processing (PDAK) shows that Sememi Subdistrict has the highest number of IKD activation targets with a total of 31,195 residents and those who already have IKD with a total of 5,228 residents. Aims. The purpose of the IKD is to understand the activation process, supporting factors, obstacles, and efforts involved. Methods. The method used is qualitative, while the theory employed is from Lijan Poltak Sinambela (2019). Result. The research results show that the Sub-district has assigned all staff to provide services at each Neighborhood unit community hall. Conclusion. The Sub-district provides evening services every Tuesday and Wednesday, and staff conduct outreach services to ensure that residents have equal access to public services in Sememi Sub-district. Implementation. To implement IKD activation services, it is necessary to conduct more socialization, provide guidelines that are easy for residents to understand, and actively carry out outreach services.

Abstract

Background. The Indonesian government developed the Srikandi application to manage dynamic archives on a national scale. The management of the Srikandi application has been regulated in the National Archives Regulation of the Republic of Indonesia Number 4 of 2021 concerning Guidelines for the Implementation of an Integrated Dynamic Archive Information System. Aims. The purpose of this study is to investigate the application of Srikandi in Disarspus Kuningan Regency, the obstacles encountered, and the efforts made, utilizing the Dynamic Archive Theory, as proposed by Basuki, which encompasses 7 dimensions. The creation and implementation of the filing system, along with the utilization of digital imaging technology, are two key dimensions that have been applied to the Srikandi application. Dynamic archive retention, inactive dynamic archive storage, vital dynamic archive protection, form management, and report management are dimensions that have not been implemented in the Srikandi application for the Kuningan Regency Archives. Method. This study uses a descriptive-qualitative method. Data was collected through interviews, observations, and documentation. Result. Archived by Kuningan Regency, the Srikandi application has only been implemented since 2024, but its implementation is still not optimal. Conclusion. The obstacles experienced by the Kuningan Regency Archives are disruptions to the central server, a lack of notification features, old employee factors, and miscommunication between employees and agency heads. Implementation. Efforts have been made by the Kuningan Regency Archives, namely by conducting manual correspondence, checking the Srikandi application periodically, sending young employees in Srikandi application training, and providing briefings to employees and agency heads.
