Abstract

Indonesia as one of the centers of gravity in Asia Pacific region requires defence equipment, including submarines as a deterrence effect to play a leadership role within the regional area with all its dynamics in South China Sea. In relation to that role, the Navy is now transformed to meet World Class Navy standards with four elements: (1) excellence in human resources, (2) excellence in technology, (3) organizational excellence, and (4) excellence in operational capabilities. This study tries to find out how submarine representation in the perspective of regional defence is faced with China's overlapping claims in South China Sea, as well as the presence of the United States that seeks to maintain regional hegemony. This research uses a descriptive- explanative method with a qualitative approach based on the constructivist paradigm. The research conclusions are: the existence of submarines as strategic weapons has become a major need for Indonesia to play leadership role in the regional area in facing the intensity of regional political crises as excesses of problems in South China Sea and the emergence of China as a new rival to the United States.

Abstract

Legal instruments are in the form of laws and regulations with the aim of regulating the life of a good and dignified society, nation and state by upholding justice through the rule of law. Law is the highest source (supremacy of law) in regulating and determining the mechanism of legal relations between the State and society as well as between members or groups of people with one another. the legal culture of each profession above has relevance to certain cultural dimensions. As quoted by Tamtelahitu and Tafakurrozak (2012). Edward T. Hall (1990) divides the cultural dimension. The research method used is a qualitative research method. The results of this study at this point finally emerge the feeling of law (rechtsgevoel), namely to see the law as a necessity so that law obedience flows without coercion. If the above reality continues to grow in society, a noble legal culture is born. Every party really permeates the prohibitions and dangers of actions that are prohibited by law, to finally be held firmly as the principle of life.

Abstract

These days cyber war is considered to be one of the important issues that have become the focus of defense officials of major countries. Cyber war has the same damage effect as traditional war even more massive. A country's nuclear installations can be destroyed with the help of cyber soldiers. The energy source of a country can also be disabled with the help of cyber troops. Or creating chaos in a country's election such as US election in 2016 also involving cyber troops. The same situation also happened in Indonesia whereby official website of general election commission, public companies and private companies were targeted by cyber attacks. Because of the attacks those institutions lost their data. Considering increasing number of cyber attacks, it is very necessary to learn form the US experience. This article attempt to investigate the trends in cyber war and the dynamics surrounding it. The paper also propose some reccomendation related to the national security of Indonesia in responding cyber threats either from state or non-state actors.

Abstract

This article aims to analyze the fundamental of the Pancasila economic system as a foundation for the resilience of the Indonesian economy in the perspective of National Resilience. The study method uses a philosophy of science approach through the ontological dimension. There are three elements to determine the essence of the Pancasila economy, namely: macroeconomics, microeconomics and literal meaning. In macro terms, Pancasila economic system is explained in the UUD 1945 chapter 33 verses 1 to 5, whose essence consists of two elements (dualism) in defining welfare, namely material (outwardly) and inner (spiritual) which must be achieved equally through Gotong Royong. Literally, the fundamental of the Pancasila economy consists of economic philosophy and Pancasila philosophy. The economy explain the needs of human life (individual households, families, and countries), while Pancasila is representative of the godly element of man. Therefore the Pancasila economic system is a system of household management (material) by godless people (prioritizing intelligence). The results of the study of micro-economic elements, defining godless humans as humans who run the Pancasila economy through the components of the human brain, namely the neo-cortex which describes an awareness of each individual in behaving as a godly human. It’s mean that human behavior is compassionate which is implemented with a caring attitude or better known as mutual cooperation (Gotong Royong). The Pancasila economic system as the foundation of Indonesia's economic resilience is able to explain the strength or resilience of the state in maintaining economic stability which consists of two elements namely economic soft skills and economic hard skills. Both of these powers aim to realize inner and outer prosperity for all people without exception with equitable growth through mutual cooperation (Gotong Royong).

Abstract

This brief study aims at discussing the current condition of the Indonesian language which is sadly demonstrating signs of “deterioration”, as one of the consequences of the present social media assault. Ever more progress in the advances of sophisticated science and technology has broken down the endurance of standard Indonesian as demonstrated particularly by the millennial generation. This code mixing in language use is generally noticeable in writing a mixture of Indonesian and English, a common practice among today’s young generation in Twitter, Instagram and other social media. The use of elements of both language simultaniously, however, does not violate linguistic rules of either language. Nevertheless, it should be borne in mind that language is a constantly changing device, at the same time it represents the symbol of a country, signifying love, pride, respect, and above all: a national identity of a country. These are features that should be instilled in the minds of the younger generation, in order to ensure the preservation of the Indonesian language.

Abstract

National Security Strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and always based on difficult decisions laden with serious risks. In short, it is a subject undestood by few and confusing to most. It is, at the same time, a subject of everwhelming important to the fate of civilization itself. Col. Dennis M. Drew and Dr. Donald M have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decision making process influenced by economic, technological, cutural, and historical factors. We know of no other recent volume that addresses the entire nationalm security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. We are convinced that experienced practitioners in ther field of national security strategy would benefit greatly from a closed examination of this excellent book.

Abstract

Banten Province is one of the areas in Indonesia that has a similar characteristics. Although Banten has an important role in regional and national economic growth, but the region is also included as a contributors of CO2 emissions and consume a substantial amounts of fossil energy. Areas like this endure two opposite sides. On one side, economic growth as an important aspect of regional growth, on the other hand there is an tremendous increase in CO2 emissions. government policies to reduce CO2 emissions can not be determined equally, although among the Provinces have similar characteristics and their effects on global CO2 emissions. making a policy concerning complex issues such as CO2 emission reduction require a dynamic system modeling with the EECP concept. Model concept is made into Causal Loop Diagram using vensim software, then implemented to equation in Stock Flow Diagram using Powersim software, then simulated and analyzed. In this study determined two policies as an effort to reduce CO2 emissions that is the use of renewable energy scenarios and the implementation of the carbon tax. The results show that the implementation of a carbon tax more than Rp.80.000, - will boost the interest of industry Stakeholder shifting the use of fossil energy into renewable energy. Both policies can contribute Supressing CO2 emissions in Banten province, thereby providing the effect of CO2 emission reduction on global warming that threatens the mandkind.
