Abstract

Current information has become a very important commodity. Some even say that our society is already in an "information-based society". The ability to access and provide information quickly and accurately is very important for an organization, such as companies, universities, government agencies, and individuals. Once the importance of the value of information causes often the desired information can only be accessed by certain people. The fall of information in the hands of other parties can cause harm to the information owner. Security issues are an important aspect of an information system management. Unfortunately, this security problem often gets less attention from the owners and managers of information systems. Often security issues are second, or even in the last list of things that are considered important. If it disrupts the performance of a system, security is often reduced or eliminated. Intelligence is information that has been processed, which is used as the basis for making national decisions with a very wide range of observations, including national interests and the establishment of national security, namely the existence of the nation, state sovereignty, national integrity, national stability, and government credibility (raison d'etre intelligence). The use of cyber media that is not escorted can destroy the country's security, welfare and economy. If this applies, the country will lose investors and the country's economy will decline. The economic downturn will eradicate the principle of the state and the state will become riots. With almost all living environments relying on information technology, vulnerability to cyber security will provide a major disaster for the country. Both in terms of economy, politics, security, and others. So it is very important to know how the role of cyber media in the context of state security

Abstract

This research was motivated by the problem of demonstrations against Micro PPKM (Restrictions Towards Community Activities) and Emergency PPKM during the pandemic. This action of refusal is increasingly troubling the community due to the high spread of the COVID-19 virus with public resistance actions against Government policies in preventing the spread of COVID-19 through the implementation of the PPKM. In order to overcome this problem, the most appropriate step is to implement predictive policing as a strategy in overcoming potential threats during the pandemic. In accordance with this background, this research is aimed at analyzing the role of the National Police in handling the Unras action against micro PPKM and the DKI Jakarta case study emergency and analyzing the factors that led to the rise of anarchist demonstrations given the strong impact of non-legal sanctions in micro PPKM and emergency studies. DKI Jakarta case. The results of this study indicate that the role of the National Police in handling the Unras action against micro and emergency PPKM in DKI Jakarta is carried out with precision policing that takes predictive action as an intelligence strategy to prevent various potential threats that exist during the pandemic, so that the PPKM rejection action can be prevented as early as possible. Meanwhile, the factors that led to the rise of anarchic demonstrations, given the strong impact of non-legal sanctions in micro and emergency PPKM in DKI Jakarta, based on the results of an analysis using the theory of relative deprivation, are known to be relative to public understanding and belief regarding the existence of COVID-19 itself. With the belief about COVID-19, preventing rallies against PPKM will be easier to implement, and it is better if the public is not sure about the existence of COVID-19, then preventing demonstrations will be increasingly difficult.

Abstract

The phenomenon of the development of the Personal Shopper business, most commonly known as Jastip (service delivery) in addition to having a positive impact on the economy for service providers, also poses a negative threat in the context of customs and excise. Violation of the service provider when passing through the entrance to Indonesia risks the loss of state revenue from import duties and taxes in the context of imports as well as the entry of dangerous goods in the form of prohibited or restricted goods. Using a qualitative approach, this article describes the threats and risks of Personal Shopper providers who do not report their luggage to avoid import duty levies. The data analyzed are documents from the Directorate General of Customs and Excise (DJBC) and related theoretical studies. The results showed that illegal “Jastip” had two main threats, namely the threat of violating the procedures for bringing goods/products into Indonesia and the threat of bringing prohibit and restricted goods/products (Lartas). All of these threats pose a risk to the decline in state revenues, the risk of damage to trade and industrial competition and the protection of the public/consumers. A solution is needed from the point of view of the strategic intelligence function within the organization of the Directorate General of Customs and Excise in dealing with threats and risks related to the “Jastip” practice.

Abstract

Penelitian ini membahas tentang siber intelijen untuk keamanan nasional. Suatu negara dituntut untuk dapat menguasai teknologi informasi dan komunikasi secara baik dan benar serta tepat guna, karena dunia siber dapat menjadi potensi ancaman serta penyelenggaraan keamanan siber yang belum terintegrasi dapat berdampak terhadap kedaulatan negara dan ketahanan nasional. Intelijen dijadikan alat untuk mendeteksi dini ancaman – ancaman siber yang datang dari dalam atau luar negeri. Penelitian ini termasuk dalam jenis penelitian desktriptif dengan menggunakan pendekatan kualitatif serta metode pengumpulan data melalui observasi, studi kepustakaan, wawancara dan dokumentasi. Penelitian ini bertujuan untuk: (1) Mengetahui kedudukan siber intelijen didalam bidang intelijen; (2) Siber intelijen dalam tata kelola intelijen negara. Hasil dari penelitian ini adalah peran siber intelijen sebagai bentuk “baru” dalam tata kelola intelijen negara dapat menjadi lebih jelas dan menghindari permasalahan yang mungkin dapat timbul. Dalam hal ini, perhatian terhadap isu-isu ini harus dibarengi dengan adanya solusi dalam menyiapkan sumber daya manusia, infrastruktur, dana dan teknologi yang mumpuni untuk dapat menjadikan siber intelijen sebagai aset bagi kepentingan keamanan nasional dan negaraKata Kunci: Cyber, Intelligence, Information, National Security

Abstract

Indonesia has a border dispute in the Malacca Strait with the neighboring country, Malaysia, which results in undelimited waters areas. This research aims to analyze the impact of Indonesian government policies on Malaysia related to undelimited waters in the Malacca Strait according to the Theory of Sovereignty. This study is a qualitative study that uses a case study approach. The data obtained from the literature study came from several scientific articles and government documents, interviews with several informants, and direct observations of the object under study. In this research, the level of problems will be seen through the impact of incidents in undelimited waters in the Strait of Malacca on Indonesia-Malaysia relations. The incident is already at an alarming stage because there have been clashes that threaten the safety of ships and lives, that might cause conflict/use of violence, and threaten bilateral relations. This study found that the priority of the Government of Indonesia's policy in upholding sovereignty in border areas in Indonesia is carried out using a security and community welfare approach. To minimize incidents that occur between the two countries in overlapping areas, bilateral relations are enhanced through coordinated patrols

Abstract

Perkembangan krisis kesehatan yang berdampak pada ekonomi dunia ini praktis membuat seluruh negara di dunia harus mundur dengan rencana-rencana strategis yang telah ditetapkan semula untuk kemudian digantikan kebijakan tanggap darurat dengan memobilisasi semua sumber daya untuk mengatasi wabah Covid-19. Mengingat bahwa penyakit yang datang melalui virus corona cukup mematikan (rata-rata sekitar 3-5% kematian dari korban yang telah terpapar virus), lalu obat paten belum ditemukan, maka hanya solusi pencegahan yang menjadi jalan terbaik untuk diupayakan agar masing-masing negara dapat melindungi setiap nyawa warganya. Pencegahan melibatkan aktivitas peningkatan kesehatan termasuk program pendidikan khusus, yang dibuat untuk membantu klien menurunkan risiko sakit, mempertahankan fungsi yang maksimal, dan meningkatkan kebiasaan yang berhubungan dengan kesehatan yang baik .Seiring dengan adanya kasus penyebaran virus corona, kebutuhan pelayanan kesehatan menuntut tenaga kesehatan memiliki pengetahuan dan keterampilan dengan penekanan pada peningkatan kesehatan dan pencegahan penularan penyakit. Pada jurnal ini menggunakan metode studi literatur untuk mengumpulkan data dan mengolah data. Metode studi literatur adalah serangkaian kegiatan yang berkenaan dengan metode pengumpulan data pustaka, membaca dan mencatat, serta mengolah bahan penelitian. Positif Covid-19 di Indonesia berkembang, di mana pembaruan informasi sampai kasus positif ke atas 315.714 individu, dan sembuh sebanyak 240,29, sedangkan tingkat kematiannya adalah 11.472 jiwa. Mengenai perkembangan kasus terkonfirmasi positif COVID-19 setiap hari normal di utara 4.000 kasus setiap hari dan gigit debu normal 100 orang setiap hari.

Abstract

Program Bela Negara di Indonesia di persepsikan oleh masyarakat sebagai wajib militer seperti yang terjadi di negara lain. Masyarakat mengangggap bahwa dengan adanya Program Bela Negara mereka harus mempersiapkan diri untuk ikut dalam program wajib militer dengan periode waktu tertentu. Dengan menggunakan desain penelitian kuantitatif, menggunakan data skunder berusaha mencari variable apa saja yang mempunyai hubungan dengan Program Pembinaan Kesadaran Bela Negara. Dengan menggunakan teori implementasi kebijakan publik George Edward dengan variable teori antara lain komunikasi, sumberdaya, disposisi dan birokrasi penelitian berupaya menawarkan variable lainnya yang dapat mempengaruhi implementasi Program Pembinaan Kesadaran Bela Negara yaitu jumlah masyarakat pengguna internet, Indek Pembangunan Manusia dan Komunitas Budaya. Hasil temuan penelitian menunjukkan bahwa internet merupakan variable paling signifikan yang mampu mempengaruhi keberhasilan Program Pembinaan Kesadaran Bela Negara.

During the Covid-19 pandemic, it strikes all over the world. One of them is in the field of aviation, especially flights in Indonesia. The innovation process for public transportation companies that produce transportation services to the public who use transportation services (users), then in principle there are four functions of transportation service products, namely safe, orderly and regular, comfortable, and economical. The research methodology used is qualitative. The existence of the strategic defense industry of PT. Dirgantara Indonesia (DI) is a manifestation of the desire of the Indonesian people to use domestically produced defense equipment aimed at supporting the defense system.

Abstract

The civil war that occurred in Syria shows a humanitarian tragedy in the twenty-first century.This conflict originally was part of a dynamic in democratic transition but turned into a prolonged civil war. It can be concluded that the cause of this tragedy is none other than because of a proxy war involving big countries. In this research, it was found that the failure of peace in Syria is inseparable from the influence of the big powers who use their influence to block any vetos related to Syrian crisis in United Nations. Each external actors attempt to protect their national interests and agendas at the same time reduce universal values. Conflict in Syria involving Rusia on one hand and the United States on other hand. Both coutries have different plan toward regime change in Syria which lead to other dimension of proxy war in contemporary world. This article attempted to explore the pattern of proxy war in Syria and its influence toward the stability of the region.

Abstract

The development of cybercrime in several countries, especially regulations regarding espionage against foreigners. In the German Criminal Code they are called stragesetzbuches. This study discusses how propaganda is often carried out by unknown citizens. In Indonesia this vulnerability can be misinterpreted and suspected in terms of espionage. The purpose of this research is how to prevent espionage, especially by foreign nationals that occurs in Indonesia. The theory used is Cyber Intelligence Counter Operation Strategy. While the methodology used is qualitative in the process of obtaining data. In taking preventive and anticipatory actions against threats and disturbances to the security and order, so as to ensure the Sit. Kamtib properly requires the establishment and development of an early detection and warning system with functions in the intelligence domain with its parent. Intelligence must also build active and proactive communication with the widest community. The result of the research is to describe information on foreign nationals who enter the FPI (Islamic Defenders Front) base camp, which in this case is related to the issue of vulnerability to espionage propaganda in vulnerable issues in Indonesia at this time. So that solutions are needed for goodness and also the progress of security in Indonesia.
