Abstract

The Covid 19 pandemic has an impact on the resilience of Indonesian families because from an economic standpoint, many people have lost their jobs and sources of income due to the pandemic. Family resilience is basically the foundation of national resilience, which aims to protect the entire nation and achieve security and prosperity. The important role of women cannot be ignored in realizing family resilience. Women can help increase family income so that community welfare will also increase. This study examines how gender empowerment as a strategy for family resilience can improve welfare (Human Development Index). The research was conducted in 2020 in relatively disadvantaged areas in East Java Province. The population in this study includes 16 districts, all members of the population as the sample. The data used is secondary data from BPS East Java Province. The data were processed using the panel data regression method. The results showed that gender empowerment had a significant effect on increasing the Human Development Index in low growth low income areas in East Java. The government concerned can make gender empowerment a strategy for family resilience in order to improve people's welfare. Keywords: Gender empowerment; Human Development Index; Family Resilience

Abstract

The problem raised in this study is about the role of human intelligence and techno intelligence when facing the dynamics of the movement of terrorist networks in the middle of the wilderness in Central Sulawesi Province. Meanwhile, the purpose of this study is to determine the role and implementation of information gathering in special intelligence operations. A number of theories used by researchers are intelligence theory, technology utilization theory, strategy theory and cooperation theory. Where the approach used in this research is a qualitative approach, with a descriptive type that utilizes case study models in certain areas. The researcher used the technique of observation, interview, discussion and document study. Furthermore, the data obtained were analyzed using an interactive analysis model and then validated. There are three roles described in this intelligence operation, namely the role of investigation, security and intelligence gathering, where the three activities are carried out by human intelligence and techno intelligence simultaneously. Abstract

Indonesia is currently experiencingdegradation of nationalism, it is indicated by the attitude of some of the younger generation who do not really appreciate national symbols, such as the Indonesia Raya song and the Red-White flag. One of the areas that has a level of vulnerability to the degradation of nationalism is communities who live in the border region, this is due to the location of the region which is very far from the center of government or it can be said that the region is closest to neighboring countries. The vulnerability of nationalism degradation in the border area of Indonesia can be seen from the case of the separation of Timor Leste from Indonesia. Alor Island, which is located directly neighboring to the Democratic Republic of Timor Lestehas strong national ties to this country due to their racial and ethnic similarities. The existence of these equations can encourage and influence the degradation of nationalism. This study aims to analyze the nationalism of the border society of the Republic of Indonesia on Alor Island, East Nusa Tenggara. Researcher used descriptive analysis method in this study. The results showed that the people of Alor Island are considered to have a strong attitude of nationalism but are still vulnerable to the degradation of nationalism. It is still necessary to maintain and even increase the nationalism of the Indonesian border society on Alor Island Keywords: Nationalism, Border Society, Republic of Indonesia, Alor Island

Abstract

The implementation of Security Sector Reform in the context of security and supervision in Indonesia's border areas still has a lot of homework that needs to be done, both in terms of regulations and institutions. In addition to the multidimensional sources of threat, the operational institutions of the Border Agency components (Customs and Excise, TNI, Polri, National Border Management Agency (BNPP) and immigration) still seem to work in a sectoral, overlapping, and not cross integrated manner. sector, which of course in carrying out their duties there will be clashes and conflicts of interest from each of these institutions. The handling of potentially corrupt Border Agency officers is also a very decisive factor in the occurrence of a potential national security threat in the border area. Strengthening the Concept of Security Sector Reform based on Integrated Border Management (IBM) offers new hope in the context of solving problems and dynamics of threats in the territory of Indonesia. The advantages offered by IBM are guarantees that the Border Agency or the authorized parties in their duties and functions to carry out supervision, service, and security in the Indonesian border areas, will be able to work together with the same vision and mission through the application of cross-sectoral integration, in order to facilitate movement of people and goods across national borders. IBM also guarantees that on all coasts of the Indonesian border, surveillance, service and security activities in the Indonesian border areas will be carried out with the same method, method and quality wherever the border is located. Abstract

Since it was officially promulgated on November 2, 2020, the presence of the Omnibus Law on Job Creation has repealed two regulations and amended at least 80 (eighty) other laws. Particularly in the labor cluster, four laws are affected, including regulations related to Migrant Workers, which have not been widely explained. This study aims to explain the dynamics of the Indonesian Migrant Workers (IMW) regulatory policy and several problems in the omnibus law on Job Creation. To further analyze and describe the implications of the Omnibus law on the prospects for PMI resilience. As a policy study, this research uses secondary data in the form of statutory regulation and literature. The data were analyzed using conceptual and normative approaches which were presented in a descriptive-qualitative manner. The results showed that IMW's regulatory policies included international policies that emphasized the recognition of migrant workers' rights. Meanwhile, at the national level, IMW protection policies have been regulated in a specific law which over time has become more accommodating to their interests. However, the presence of the Omnibus law has changed and loosened the licensing provisions for Indonesian Migrant Worker Placement Companies (P3MI) in the law, which has an impact on IMW's vulnerability. So that instead of being progressive, the omnibus law on Job Creation brings the prospect of resilience to Indonesian migrant workers in a degressive direction. Abstract

Information of technology evolution entered the industrial era 4.0 where all companies or other stakeholders use the system to analyze data to get a clear picture of the behavior of consumers or members. This study aims to examine the possible massive threats of industrial systems 4.0 regarding espionage and theft of the privacy of people or consumers using a dynamic system approach. This study uses qualitative methods and dynamic system modeling that connects variables affecting the threat of espionage and theft of big data privacy in the industrial 4.0 system scheme so that a fundamental solution can be obtained to minimize the threat. This analysis uses a theory that explains the relationship between variables, namely industry 4.0 theory, internet of things (IoT) theory, data theory and big data, and theories about privacy security. The conclusion of this study is to examine the possibility of massive threats from the industrial 4.0 system related to espionage and theft of privacy of people or consumers by using a dynamic system approach. Abstract

Education is one of the most important factors in the development of a country's progress. Currently, apart from economics and health, education is also an investment and achievement on sustainable development. However, until now education in Indonesia is still not evenly distributed in various regions. There are several areas where education is still not feasible of good quality even though the budget allocation in Indonesia are increasing almost every year, no exception in the Province of Papua. The budget allocation for special autonomy funds in Papua Province is fairly large compared to other parts of Indonesia, what the government is trying to do to improve is to distribute the education sector in Papua Province. The purpose of this study is to explore educational disparities between regions in Papua Province and its relation to the increase in the special autonomy funding budget which is estimated from 2012 to 2018. In this study the researcher uses a quantitative methodology by data panel, namely data time series 2010 to 2018. Combining it with cross section data per city/district in Papua Province, the data is used as a reference in calculating educational inequality in Papua Province using the Gini Index Education where the average length of schooling is the reference. Based on the results of the calculation of educational inequality between regions in Papua Province from 2011 to 2018 it is known that the value of the Gini index calculation of education in Papua Province is included in the category of low or evenly distributed education inequality, this is in line with the results seen by using the Lorenz curve which shows the line 33-35from this calculation, it is found that with the increase in the budget for special autonomy funds every year in Papua Province, the inequality of education in Papua is furthermore getting lower or even.
