Focus and Scope Economic Development Analysis Journal is a scientific journal who published by Department of Economic Development, Faculty of Economics, Universitas Negeri Semarang, Indonesia. this journal published four times per year on February, May, August, and November and start publishing since 2012. The journal scope is related to the research in developing countries such as a development studies, poverty adequate, inequality, unemployment studies, behavioural economics, human development problems and others economics issues. Economics Development Analysis Journal also publish an articles related to the branch of development studies, such as, industry economics, international trade, bank and financial institutions, agriculture economics, financial studies, digital economics, small and medium enterprises, and tourism economics. It also published the study of development policy such as monetary economics, public economics, macro economics, micro economics, and economics policy. Therefore, this journal also received an articles related to spatial studies such as Urban, Regional, Development planning and Rural economics. This research is about the direct and indirect effect of the government willings, community based tourism and the development of agroecotourism to people walfare through mediation variabel community based tourism and infrastructure. The methodology of the reserch is a quantity reserch. The population of the reserch is the people of Serang Village surrounding Lembah Asri. The sample is based on purposive sampling method as many as 110 people. The methodology of data analysis that has used evaluation of inner and outer model by using application of WarpPLS 6.0. The result of the determine of the hypothesis on the direct influence shows us that there is a positive and significance correlation between one variabel and the others. But on the influence of the correlation government wises and people walfare on the result of laniary outputthere is a result which has negative wave It means that the government wises should be bordered so the people creativities wil develop well so their walfare can be reached and even gotten more successfully. On the indirect influence which is mediated by community based tourism and infrastructure there is a positive, significance correlation and in the form of partial mediation with cretarian VAF between 20%-80%.

Regional economic competitiveness aims to provide sustainable economic growth, namely developing leading sectors in accordance with the potential and needs of the region in order to improve the welfare of the community. This research aims to determine regional competitiveness in 4 (four) regencies and cities in West Java Province including The City and Regency of Bogor, Karawang Regency, Purwakarta Regency, Cirebon Regency, Indramayu Regency and Garut Regency. The research method used are the Analytical Hierarchy Process (AHP) and Kendall's Coefficient of Concordance as its methodology with competitiveness indicators of the regional economy, infrastructure, institution, social and political aspects, natural resources, and human resources. The results showed that the quality of human resources is the key to successful regional competitiveness. Thus, the implementation of regional competitiveness to achieve sustainable economic development in the 4 (four) regencies/cities in West Java Province should be directed towards the development of human resources through quality education, dependency ratio reduction, worker productivity increase, unemployment rate decrease, health service improvement, and purchasing power enhancement to strengthen the foundation of sustainable development, increase regional competitiveness, and direct orientation towards economic globalization.

Indonesia per capita income tends to increase during 2013 – 2016. It indicates that Indonesian people are able to achieve welfare improvement. This research aims to analyze the effects of inflation, Human Development Index (HDI), population, Gross Regional Domestic Product (GRDP) growth, Minimum Wage, and technology utilization on per capita income in Indonesia. It becomes a reference for local economic policies at local governments in Indonesia. The estimation model uses panel data under the Fixed Effects Model (FEM). FEM is chosen based on the Chow and Hausman test. This research uses time series from 2013 – 2016 and cross-section of 34 provinces in Indonesia. The findings show that inflation and GRDP have a significant effect on per capita income with negative direction, while HDI and minimum wage have a significant effect with positive direction, whereas population and technology utilization for workers do not have a significant effect. The coefficient of determination (Adjusted R2) is about 0.999754. It means that 99.975% of the dependent variable is explained by the variation of the independent variables. The implication of policies, namely: a) the local governments should control the inflation rate; b) the local governments should increase the domestic investment in health, education, and accessibility; and c) the local governments should promote technology utilization to the workers.

The model of government policy has been somewhat over-oriented to the efficiency (development); this is especially in the urban areas. As a result, rural areas are left behind and the urbanization rates are continuously growing since the life supports in a city are more varied rather than the homogenous supports in a village. This results in inequality and the poverty within the village. To resolve this problem, the government has constituted the Regulation No. 6 of 2014 Considering Rural Areas in advancing the development of rural areas. The objective of this present study is to find out the effectiveness of the transfer of village funds in solving the issue of poverty in all villages within all the provinces in Indonesia during the period of the implementation of the program. Furthermore, this research was conducted by using econometric method through the equation of panel data in 2015 to 2016 in 33 provinces. The result reveals that the transfer of village funds is not significant in alleviating the issue of poverty in rural areas. By that, it is recommended to increase the amount of the fund of the program to reduce the rate of poverty in all villages in Indonesia.

This study aims to analyse (1) Semarang City Government policies in managing and empowering street vendors, (2) implementation of local regulations in managing and empowering street vendors, and (3) the impact of implementing policies in structuring and empowering street vendors. for their welfare. This research uses a qualitative approach and case studies and research takes place in South Batan and Penggaron. Data taken from observations, interviews, and literature studies. The results of the study were analyzed with qualitative analysis techniques from Miles & Huberman and Creswell. From the research analysis and field findings, the following results were obtained. First, the Semarang City Government manages and empowers Street Vendors by referring to regional regulation No. 11 of 2000. Second, the structuring policy carried out by the city government only focuses on the implementation of relocation and elimination of business locations. Empowerment activities managed by the government are facilitating access to capital, business facilitation assistance, trade facilities, institutional development, and limited promotion through creative product exhibitions. Third, the policies on structuring and empowering street vendors have direct and indirect impacts on the welfare of street vendors, especially in South Batan. Based on the results of the study it is recommended that the arrangement of street vendors be carried out by taking into account the interests of the community of road access and also paying attention to the future of street vendors.

The causal relationship between poverty, education and economic growth has been widely studied in many countries, however, the results of a lot of studies demonstrate a controversial point of view and diverse conclusions which may be caused by differences in methodologies and development policies. The purpose of this study is firstly, to investigate the dynamic causality relationship between education, poverty, and economic growth both in the short and long-run, secondly, to analyze the dynamic response of poverty to shocks of education and economic growth. This study applied the quantitative method approach by using Panel Error Error Correction Model (PVECM). All secondary data was taken from BPS, in the form of panel data of 33 provinces in Indonesia during the period 2010-2018. This study found strong evidence that there was a long-run feedback causality linkage between poverty, education, and economic growth, while in the short-run, only found a bi-directional causality relationship between education and economic growth. The shocks of education and economic growth were responded negatively by the poverty variable, indicating that improving the quality of education and economic growth plays a vital role or has an impact on poverty reduction.

The application of e-Billing system in facilitating tax payment services for taxpayers is still complained about in its use. This study aims to determine the effectiveness of the e-Billing system in tax payments as well as the use constraints for taxpayers in the Tax Office Batang. The type of this research is quantitative research with percentage descriptive analysis technique. Sources of data obtained from the distribution of questionnaires and interviews with taxpayers who have used the e-Billing system independently with accidental sampling techniques. The results showed that the effectiveness of the e-Billing system in the payment of taxes for taxpayers in Tax Office Batang with taxpayer research subjects who have used the e-Billing system independently is still less effective. This is because taxpayers still find the quality of the system that is still often disturbed and the quality of information that is felt to have not been spared errors, as well as the lack of effective success of targets with low levels of use independently. Constraints on the use of e-Billing systems for taxpayers include internal obstacles from technological capabilities, awareness of taxpayers, taxpayer accuracy, and external constraints from server down, facility limitations, instability of internet taxpayers' connections. The advice given is the need for attention to the quality of thesystem e-Billing by the Directorate General of Tax as the organizer of the system given the system that is often down, such as applying a tax payment limit date based on the type of tax to minimize solid use by taxpayers. The purpose of this study was to know and analyze the shallot markets of Central Java with shallot markets in East Java, Jakarta, and West Java. The method of data analysis in this study is the Johansen Cointegration Test, Causality Test, and Vektor Error Correction Model (VECM). The data used is secondary data in the form of monthly sources from the Central Statistics Agency and the Ministry of Agriculture. The results of the research are producer markets and consumer markets in Central Java are integrated, the Central Java producer market and the East Java consumer market, Jakarta consumer market, and West Java consumer market are integrated, the Central Java consumer market and East Java consumer market, Jakarta consumer market, and West Java consumer market are integrated. Based on the trial of the causality of market integration carried out is weak, only the consumer market integration of Central Java with East Java consumer market is strong. Based on the results of the VAR / VECM analysis shows that adjustment of the prices of shallots in Central Java producer market slower than adjustments of the price of Central Java, East Java, and Jakarta consumer markets. Efforts to overcome this problem can be done by increasing the implementation of policies on the floor price and the ceiling price.

This study aims to analyze the collaborative forest management as well as the economic benefits obtained by forest village communities through intercropping of maize plants and cattle productive business. 80 respondents were selected through non probability sampling techniques with saturated sample methods. The research data was collected by conducting observations, in-depth interviews and distributing questionnaires to respondents and key informants. The data obtained were analyzed using descriptive analysis with quantitative methods consisting of income analysis, R/C ratio, co-management analysis and stakeholder analysis and productive business of cattle. The results show that the economic benefit of maize cropping obtained by Sumberejo village and Padaan Village has given them profit with an R/C ratio of 1.4 and 1.7. For cattle productive business, Sumberejo Village has gotten a profit with the R/C ratio over the total cost of 1.07 and Padaan Village has an R/C ratio of 1.00 (Break Even Point). Through the Mann Whitney statistical test there are differences in income between the sharing forest village (Sumberejo Village) and the non-sharing forest village (Padaan Village). Cattle productive businesses are found to have no difference in income values. Collaborative based forest management at the research location through the concept of co management analysis showed good results with a total score of 3.5 (close to 4). A co management approach is needed for better future forest management.

This study aimed at explaining the relationship, and effects of human capital, entrepreneurial business opportunities, institutional economics, and regional economic growth. It was carried out to develop fundamental microeconomic model in rural development to assist human capital roles and institutions as well as entrepreneurial business for the economic growth. Further, the researchers used simultaneous system method in form of a recursive correlational path analysis model. This modeling system provides simplicity and easy understanding. The main source of the data were the empirical micro fundamental data of the business doers in rural areas measured by Gini index ratio. The findings showed that human capital and institutions were the main pillars in improving the quality of regional economic growth. Interestingly, there was a strong relationship between business opportunities and economic growth. However, the business opportunities had significantly negative effect toward the regional economic growth. These indicate the existence of a disturbance outside the model, namely the presence of bank credit which apparently made the business doers suffered losses. In this way, there is a need to examine further the reasons why the bank credits given to MSMEs negatively effect the economic growth.
