Jurnal ARSI (Administrasi Rumah Sakit Indonesia) was initiated by the Center for Health Administration and Policy Studies (CHAMPS) Faculty of Public Health, University of Indonesia (FKM UI) and is currently managed by the Department of Health Administration and Policy, Faculty of Public Health, University Indonesia . Jurnal ARSI (Administrasi Rumah Sakit Indonesia) was published with the Indonesian Hospital Association (PERSI) and the FKM UI Hospital Management Association (IKAMARS). Jurnal ARSI (Administrasi Rumah Sakit Indonesia) is a peer-reviewed journal that focuses on service administration and management in hospitals in Indonesia. The articles or scientific manuscripts published in the Jurnal ARSI (Administrasi Rumah Sakit Indonesia) include original research, case studies, and reviews supporting corporate governance, clinical governance, or both (bridging). This journal is published electronically, featuring articles in either Bahasa or English. Printed versions are produced only by request. This journal also provides direct open access to its content with the principle that research publications are freely available to the public for broad benefit.

Abstract

Quality of service and patient savety now adays has become the main demand of hospital customer, even now, become one of evaluation point in hospital accreditation. Nevertheless, quality and patient savety in Kepulauan Seribu Public Hospital (RSUD Kepulauan Seribu) has not been accredited yet. RSUD Kepulauan Seribu plans to increase quality and patient savety so that can go through accreditation. This thesis aims to arrange strategies of Quality improvement and Patient Savety in Years 2019- 2023. The study in this thesis is qualitative. The study digs informations from informans to obtain internal and external factors hich used to arrange strategies. The factors then be analized with instruments such as Internal Factor Evaluation (IFE), Eksternal factor Evaluation (EVE), I-E matrix, TOWS Matrix, to obtain strategies. All employees are enthusiastic to work, and the great quantities of financial resources are obtained as strength factor, while vision and misson of hospital which are not maximal socialized, no program prioriting, and have not done quality and patien safety assessment yet are still become weakness of RSUD Kepulauan Seribu. One of the opportunity obtained in study is stake holders support, while the challenge is the capacity gap of medical officer in hospital and primary service. IFE scor is 2,40 and EFE score 2,31. RSUD Kepulauan Seribu Position of I-E matrix is in fifth cel, which mean that the best strategy to execute are hold and maintain strategies. RSUD Kepulauan Seribu, based on TOWS Matrix analysis, recommended to settle the target of organizational policy, optimize the financial resources, optimalize stakeholder cooperation, increase the employee’ knowledge, standardize employee’s upgrading, arrange priority programs, do risk management, and assess quality and patient safety.

Abstract

Undang-Undang No.36/2009 Pasal 34 Ayat 2 states that the community has the right to obtain health protection from the state. In order to regulate comprehensive health protection for the community, the government requires all hospitals, both government and private hospitals to take part in the National Health Insurance / JKN Program. In this regard, the General Hospital of Prof. Dr. H.M. Chatib Quzwain is a class C regional hospital that has only been operating since 2008, so there are still many shortcomings and limitations, especially in the field of services and supporting facilities. Knowing this, efforts have been made to add facilities by the regional government from year to year, such as the addition of the number of specialist doctors and the addition of specialist poly services. Now, RSUD Prof.Dr.H.M. Chatib Quzwain has a BLUD status, so hospitals can use and manage funds obtained from services independently. Then, a problem that has yet to be overcome has emerged, namely a shortage of specialist doctors. This shortage caused the hospital to cause a decrease in the number of patients because patients had to be referred to hospitals that were more fully equipped with specialist doctors and supporting facilities, such as Siloam Hospital, Raden Mataher Hospital, Dr. Hospital. Bratanata, and Mayang Medical Center Hospital. With the reduction in the number of patients served in Chatib Quzwain Sarolangun General Hospital, automatically, hospital revenues also decrease, as well as operational financing capabilities. Therefore, Prof. RSUD Dr. H.M. Chatib Quzwain must arrange a marketing strategy to maintain and increase the number of patients visiting for the smooth operation of the hospital. Based on this research, it is known that innovation drives productivity in the nonprofit sector and in the commercial sector. The biggest progress came not from additional improvements in efficiency, but from new and better approaches.

Abstract

The policy developed by the government in the form of a National Health Insurance (JKN) program whose funding is managed by the BPJS, must be supported by all health service facilities both government and private. RSD Kol. Abundjani Bangko is a regional hospital belonging to the Merangin District Government that has collaborated with BPJS to serve BPJS participants in the health services sector in 2014. In the course of the increase there have been an increase in the number of BPJS participants who have been referred and treated to RSD Kol. Abundjani Bangko. The increase in patient visits on the one hand was pleasing to management and on the other hand raised concerns for the management of RSD Kol. Abundjani Bangko. This concern arose since the budget deficit managed by the BPJS, resulting in delays in disbursing claims for patient services to BPJS participants and this affected the operations of hospitals in giving and maintaining the quality of health services. To ensure the operation of health services in hospitals, management must have a marketing strategy in the BPJS era so that hospitals can continue to provide services and not cause complaints from customers or patients. This study tries to describe the marketing strategy with the marketing mix pattern that includes 7P (product, price, promotion, place, people, process, and physical facility). The purpose of this study was to see an overview of the application of the marketing strategy by means of the marketing mix (marketing mix) of the health services of RSD Kol.Abundjani Bangko era BPJS. The research results obtained are with the marketing mix strategy. RSD Kol. Abundjani Bangko can still provide quality services to patients with conditions in the era BPJS that have a budget deficit

Abstract

The existence of green hospital is very necessary to overcome climate change which can cause disruption to human health and the environment, because hospitals are one of the contributors to pollution. RSUD R. Syamsudin, SH became a member of the Global Green and Healthy Hospital and is committed to implementing ten agendas, namely leadership, chemicals, waste, energy, water, transportation, food, pharmacy, buildings, and purchasing. Aim of this study is to analyze the implementation of green hospital with the Malcolm Baldrige Criteria Framework for Excellence Performance. Malcolm Baldrige Criteria evaluates based on seven criteria which isleadership, strategy, customer, measurement, analysis, and management of knowledge, labor, operations and results. The design of this study is qualitative by gathering information through in-depth interviews, questionnaires, and document review. Based on the results of research, the implementation of the green hospital in R. Syamsudin Hospital, SH received a score of 620.1 out of 1000 (maximum score) so that it was positioned in emerging industry leaders. The Leadership Criteria get the highest points, while the lowest points are the Customer Criteria. It can be concluded, RSUD R. Syamsudin, SH is in the average position in implementing green hospital, meaning that it already has several advantages but there are still several factors that can be improved so that the implementation of green hospital can be more optimal. For this reason, it was recommended to RSUD R. Syamsudin, SH to carry out routine evaluations, promote green hospital more aggressively, optimize hospital management information system, and strengthen the budget so that the achievement of ten agendas more optimized.

Abstract

The process of making the XYZ Hospital formulary by the Therapy Pharmacy Team (TFT) has not considered the critical level of a medicine for patients. The failure to carry out the assessment has caused an unplanned purchase of the medicine that needed immediately and affecting patient safety. The ABC method can identify drugs that must always be available and worth a large investment. There is no cost control of drug supplies at XYZ Hospital because data on the value of investment in drugs have not been analyzed. This study uses a qualitative research design by applying the ABC index critical method to data on drug needs in 2018. The research data was obtained through in-depth interviews, observation and review of planning documents and drug procurement. 82% of the drugs in the warehouse are rarely used, but 53 of them are drugs that have high investment value that require special attention. Drugs that have the largest 5 (five) investment values but are very rarely used (group C usage value) are: Albuminar 25%, Octalbin 25%, Terfacef injection, Trijec 1 gram and Lanmer injection.The next XYZ Hospital formulary must issue 530 types of drugs that are not critical and have no use. The smaller number of types of drugs that enter the formulary will facilitate the process of control and storage of inventory

Abstract

The existence of regulations regarding regional referrals established by the central government, encourages the North Sulawesi regional government to provide regional referral hospitals that have service capabilities as class B hospitals. For the development of North Sulawesi Provincial Hospital in the future, basic information on services, facilities, facilities and infrastructure, as well as market coverage that depends on system governance, HR capabilities, physical buildings and equipment and resources. The purpose of this study is to examine the service needs of North Sulawesi Provincial Hospital which includes demographic studies, socio-economic studies, studies of morbidity and mortality, study of policies and regulations, environmental studies and studies of land, building and resource needs. The primary data collection method was carried out through in-depth interviews and land measurements and document review on North Sulawesi Province health report documents, 2013 Riskesdas Report, Sulawesi Dalam Angka, staffing data and health equipment and equipment data. The results of the study indicate that the construction of the North Sulawesi provincial hospital as a provincial referral hospital with hospitals equivalent to class B and 400 TT is feasible. Excellent services that can be developed include the Integrated Stroke Service Center and the services of the heart and blood vessels. To fulfill the development of the RSUD, it is necessary to have a strategy to fulfill health human resources and various health facilities to support the implementation of the RSUD as a class B hospital.

Abstract

There is still a vacuum in the availability of medicines on a monthly basis, raising questions about how to manage pharmaceutical logistics in MBSD Hospital Pharmacy Installation. The purpose of this research is to find out how the logistics management system of drug supplies and various problems that occur at each stage of implementation in the MBSD Hospital Pharmacy Installation. This research uses descriptive and analytical methods that are quantitative and qualitative by conducting in-depth interviews, document review, and calculation of ABC drug classifications to then calculate the Economic Order Quantity value and Re Order Point time on drugs classified as category A critical index. On 571 types of drugs used in the period July 2017 to June 2018. On ABC usage there are 45 types of drugs classified as category A, in the ABC investment analysis there are 72 types of drugs including category A and the calculation of ABC Critical Index shows the number of drugs as many as 48 types classified as category A. The results of EOQ and ROP calculations on category A drugs from the ABC analysis of the Critical Index show results that can be considered by the MBSD Hospital to be used in evaluating drug supplies at the Pharmacy Installation.
