Journal of Indonesian Health Policy and Administration is a journal that presents scientific articles mainly in the field of health policy, programs, and administration. This journal is intended to disseminate research from students, lecturers, or researchers in general who are concerned about improving health efforts through program evaluation and preparing policy recommendations. The articles or manuscripts contained in the Journal of Indonesian Health Policy and Administration include the realm of research, case studies, or conceptual, and limited to literature review. It is an online open-access, blindly peer-reviewed journal that is published every 4 (four) months or 3 (three) times a year, usually in January, May, and September. This journal is published by the Department of Health Administration and Policy, Faculty of Public Health, University Indonesia . Journal of Indonesian Health Policy and Administration is also supported by the Indonesian Public Health Association / Ikatan Ahli Kesehatan Masyarakat Indonesia (IAKMI).

Abstract

Prolonged health problems have been recurring for a long time have raised questions about health program and its supervisory. The supervisory function carried out by Commission IX of the DPR RI on its partners from the government continues to be carried out in various ways. However, analysis has never been conducted to assess whether the various supervisory activities have been effective. This study uses a qualitative method based on phenomena, symptoms, facts, or social informants. Informants are determined directly based on the principles of appropriateness and adequacy. The data is then converted into transcript form, then analyzed, and a Logical Framework is created. This study shows that Commission IX's supervision of the Primary Care Doctor (Dokter Layanan Primer/DLP) Program is ineffective because the program is regulated in the Medical Education Law which is a product of Commission X DPR RI and involves The Ministry of Research and Education (Kemenristekdikti), which is not a working partner of Commission IX DPR RI. Supervision by Commission IX of DPR RI on work partners can positively influence partners' performance improvement. However, it is difficult to conclude that the increase in performance is entirely due to oversight from Commission IX of DPR RI. The supervisory function of Commission IX DPR RI for the DLP Program did not work effectively because the program was regulated in the Medical Education Law which was a product of Commission X DPR RI and involved Kemenristekdikti which was not a working partner of Commission IX DPR RI.

Abstract

Mental health is one of the important indicators of health services that must be provided. Diagnosing and long-term treatment are challenges in handling mental health disorders. Puskesmas, which organizes promotive, preventive, and curative efforts, handles and improves community mental health. This study aims to determine the implementation of mental health policies in several Health Centers in Depok City. The research method uses a qualitative approach through in-depth interviews, document review by referring to the concept of policy evaluation from the Van Meter framework, and data validity using source and method triangulation. This research was conducted from October to December 2020. The results showed that several mental health implementation activities were not carried out due to the constraints of the COVID-19 pandemic situation, social restriction policies, the size and objectives of the policy were understood and had been implemented, the characteristics of the implementing agency supported the policy, the lack of availability of human resources and competence in the field of mental health, inter-organizational communication went well, the disposition of implementers was good, and there was an influence of the economic, social and political environment. The research concludes that the implementation of mental health policies has not gone well due to the COVID-19 pandemic, social restrictions, lack of human resources, and competence in mental health. It is necessary to develop SOPs that regulate the implementation of mental health during a pandemic, including mitigation efforts and coaching, training, and increasing the competence of health workers at public health centers.

Abstract

Planning is important in setting the basis for regulating and controlling the goals to be achieved from a system. The purpose of this research is to understand the annual planning process in Dinas Kesehatan Provinsi DKI Jakarta in the year 2019. The research is a descriptive study with qualitative methods. The data were collected through in-depth interviews and document review. This research found that the human resources (HR) of the existing planning staff were not in accordance with the needs. There was also no standard operational procedure (SOP) that regulates both in terms of planning HR needs and a more detailed planning process that could be used as a reference for planning staff in planning preparation. The researcher suggests that the planner's quality needs to be improved again, given adequate facilities and more detailed SOP development. Abstract

The prevalence of smoking in Indonesia is so high in all walks of life that the government has made several policies to control it. One of them is the inclusion of health warnings and health information on tobacco product packaging which aims to prevent novice smokers from starting smoking, as well as guaranteeing the public's right to clear, correct and honest information, as well as choosing based on clearer (visual) information that they understand (informed decision). The purpose of this study was to determine the extent of active smokers' perceptions of pictorial warnings of the dangers of smoking on cigarette packs. Subjects and Methods: This study uses a qualitative approach and the Extended Parallel Process Model (EPPM) method. The research subjects consisted of active smokers who were found in Pondok Gede District, Bekasi City. Data collection techniques in this study were in-depth interviews. The research instrument used was the researcher himself who was directly involved in the research. Then the technique of checking the validity of the data uses source triangulation. Results: The results showed that the informants' perceptions of the pictorial warnings of the dangers of smoking on cigarette packs varied quite a lot. Not all informants feel afraid and horrified by the scary pictures on cigarette packs. These results affect their beliefs to be able to reduce or quit smoking. Those who feel afraid and spooky of the pictures on cigarette packs have more confidence to be able to stop smoking than those who don't feel scared or spooky. Conclusion: Based on the results of the analysis it can be concluded that the pictorial warnings on cigarette packs has not been able to reduce the desire to quit smoking among informants.

Abstract

Pembatasan Sosial Berskala Besar (PSBB) is a policy needed by Bogor City's people to prevent the spread of COVID-19. In its implementation, Bogor City conducted 5-stage of PSBB. This policy provides an overview to stakeholders regarding evaluation, Analysis of strengths, weaknesses, opportunities, and threats, as well as recommendations for PSBB policies in Bogor City. This study uses a Rapid Analysis approach with Media Content Analysis on various policies made by its Government regarding PSBB published from April 13 - June 25, 2020. Data analysis uses a policy triangle and a SWOT model. Policy actors issued 18 health, socio-economy, education, transportation, employment, and religion regulations. At the same time, the content consists of guidelines for implementing PSBB in various sectors such as public places/facilities, educational institutions, workplaces, health facilities, places of worship, transportation facilities, markets/shopping centers, punishment for PSBB violations, as well as content regarding the extension of the PSBB itself. The response of the Bogor City Government to the COVID-19 pandemic was excellent and fast. However, many violations have occurred in the implementation even though there has been punishment. Lack of policy control, low community compliance, and lack of infrastructure can interfere with the implementation of PSBB. There is a need for the cooperation of all parties so that PSBB can run effectively.
