Abstract

In the 2023 performance target, the Mekarsari Community Health Center carries a target of 100% in the resulting regional policy plan, as well as for its implementation. The target percentage of the number of Regional Apparatus Organizations (OPD) whose physical realization targets have been completed is 95%. If you look at it, it's certainly a good target. Furthermore, in the 2021 Government Agency Performance Report, the Mekarsari Community Health Center shows that the planned performance target has decreased compared to the performance target in 2023. To determine the influence of competency on employee performance at the Mekarsari Public Health Center UPTD, Lebak Regency in 2024. To determine the influence of compensation on employee performance at the Mekarsari District Public Health Center UPTD. Lebak in 2024. To find out the influence of competency and speed on employee performance at the UPTD of Mekarsari Health Center, Lebak Regency in 2024.This research used a sampling technique, namely Sampling/Saturated Sample", a total of 41 people/employees. The data analysis method used is descriptive and hypothesis testing uses regression analysis with the SPSS 25.00 for Windows program. There is no significant influence of competency (X1) on employee performance (Y). There is a significant influence of compensation (X2) on employee performance (Y). There is a significant influence of Competency (X1) and Compensation (X2) on together (simultaneously) a significant influence on Employee Performance (Y).It is hoped that the results of this research can be used as consideration in taking action to improve employee performance by paying attention to Competency (X1) and Compensation (X2) so that Community Health Center Employee Performance (Y) is competitive.

Abstract

Human resource management is an important component in ensuring effective health services, especially in regional areas such as Rangkasbitung, Lebak Regency, Banten Province. Despite various decentralization efforts, disparities in the distribution and utilization of health workers remain a problem. At the Rangkasbitung Public Health Center (UPT Puskesmas), shortages of personnel and inappropriate staff placement remain major challenges. The ratio of healthcare workers to the population is insufficient to meet service needs, thereby impacting the quality of healthcare services for the community. This study aims to evaluate the human resource management system related to workforce placement through a descriptive qualitative approach. Data analysis was conducted using a fishbone diagram to identify the root causes based on four factors: man (competence and number of personnel), method (procedures and human resource monitoring), material (facilities, infrastructure, and medical equipment), and money (budget constraints). The results of the study indicate systemic issues in aligning staff expertise with assigned tasks, exacerbated by insufficient training, inadequate facility support, and budget constraints. To address these issues, the study recommends improvements in HR allocation policies, efficiency in sub-district health budgets, regular training for healthcare workers, and infrastructure upgrades.
