Abstract

This article discusses policy strategies that can be implemented to improve the performance and productivity of the maritime logistics sector. Maritime logistics is an important component in the global supply chain, so it is important to continuously improve its performance. Several policy strategies that can be considered include investment in infrastructure and technology, simplification of procedures and regulations, development of human resource competencies, as well as international cooperation and coordination between stakeholders. The aim of implementing these strategies is to increase the efficiency, speed, reliability, and productivity of maritime logistics services as a whole, thereby contributing to increased competitiveness and economic growth.

Abstract

The blue economy has become an important concept in sustainable development, with maritime logistics playing an important role in supporting blue economy sectors. This research aims to explore the opportunities and challenges in implementing maritime logistics policies to support the blue economy. The research methods used include literature studies, policy analysis, case studies, surveys, and data triangulation. The research results identify key opportunities from maritime logistics policies in supporting the blue economy, such as economic growth, global market connectivity, infrastructure investment, job creation, and marine environmental preservation. However, there are significant challenges that need to be overcome, such as coordination between stakeholders, lack of adequate infrastructure, lack of skilled human resources, a regulatory framework that is not yet fully supportive, and funding challenges. The proposed policy recommendations include increasing coordination between stakeholders, sustainable infrastructure investment, human resource development, strengthening the regulatory framework, and innovative funding schemes. This research provides valuable insights for policy makers, industry players, academics, and other stakeholders in efforts to develop effective maritime logistics policies to support the blue economy sustainably.

Abstract

The maritime logistics industry cluster plays an important role in supporting global trade and international supply chains. The development of this industrial cluster can provide significant economic benefits, such as increased productivity, innovation and competitiveness. However, the formation and growth of the maritime logistics industry cluster does not occur automatically and requires government policy support. This research aims to explore the role of government policy in supporting the development of the maritime logistics industry cluster. The research methods used include literature studies, policy analysis, case studies, surveys, and data triangulation. The research results identify various policy instruments that can be used by the government, such as infrastructure development, fiscal incentives, supportive regulations, human resource training programs, investment promotion, and collaboration between stakeholders. However, policy implementation also faces challenges such as coordination between stakeholders, prioritization of infrastructure investment, development of skilled human resources, and an effective regulatory framework. The recommendations put forward include increasing coordination between stakeholders, targeted infrastructure investment, human resource training and education programs, and strengthening the regulatory framework. This research provides valuable insights for policy makers, industry players, academics and other stakeholders in efforts to develop a strong and sustainable maritime logistics industry cluster.
