Tamalanrea: Journal of Government and Development (JGD) is a government and development studies journal for the theoretical and practical discussion of government, public institutions, public policy, and development. Our journal, in association with the Department of Government Science, Faculty of Social and Political Sciences, Hasanuddin University, prioritizes a local and global approach to public policy and development. Irrespective of empirical orientation, all papers should have wider theoretical, comparative, or practical significance. Aims and Scope The journal aims to develop and disseminate government and development literature that provides linkages among government research, government education, government policy and practice, and government development at the local, national, and international levels, in all regions. It contributes to understanding key government problems and trends in any context, as well as to providing forums of effective strategies responding to these emerging challenges. The journal invites various types of original contributions related to the government and development, including empirical research, theoretical and historical analyses, and critical reviews of policies, programs, legislations, organizations, and practice interventions. Abstract

The 100-day work period concept is often used to evaluate the initial performance of elected officials, including in Indonesia. While useful as an early indicator, this concept tends to oversimplify the complex policymaking process into campaign promises that must be fulfilled in a short timeframe. This study highlights the phenomenon of oversimplification during this period, where policies often focus on visible short-term outcomes at the expense of sustainability and long-term impact. Using semi-structured interviews, policy document analysis, and data triangulation, the research identifies that policy evaluations during the 100-day period frequently emphasize administrative and statistical achievements without considering deeper social changes. The study recommends a more sustainable approach to policy formulation and evidence-based evaluation involving various stakeholders. The findings suggest that policy success should be measured based on its ability to foster inclusive change, reduce social inequality, and improve community quality of life in the long term. Further research is needed to develop ongoing evaluation mechanisms to assess the impact of policies beyond the 100-day work period.

Abstract

Bulukumba Penitentiary (LAPAS) faces significant challenges in prisoner development, such as limited human resources, budget, and facilities, as well as social stigma that hinders prisoner reintegration into society. This study aims to analyze the effectiveness of the prisoner development program, identify key obstacles, and provide strategic recommendations. The study used a descriptive qualitative method with a case study approach, involving 15 purposively selected informants. Data were collected through in-depth interviews, direct observation, and document analysis, and analyzed using the Miles and Huberman model. The findings indicate that the development program has provided significant benefits in improving prisoner work skills, spirituality, and morals. However, limited resources and dependence on external parties are the main obstacles that affect the sustainability of the program. In conclusion, strengthening the internal capacity of prison officers, increasing budget allocation, and more strategic collaboration with external parties are important steps to ensure the effectiveness and sustainability of prisoner development

Abstract

This study analyzes the role of press supervision in encouraging transparency and accountability in the implementation of the local elections in South Sulawesi. With a qualitative approach based on literature studies, this study explores how the press contributes to uncovering potential violations, supporting information disclosure, and improving people's political literacy. South Sulawesi, with its complex political dynamics, faces significant challenges in press scrutiny, including political pressure, low media literacy, and the rise of hoaxes. The results show that the press plays an important role as an external supervisor that bridges the government and society, although its effectiveness is often constrained by various factors. Strategic recommendations include strengthening media regulation, increasing public literacy, and cross-sector collaboration to ensure better integrity of the local elections. This research emphasizes the importance of independent media in maintaining the quality of democracy at the local level. This highlights the need for continuous efforts to empower the press as a pillar of democracy, ensuring it remains a reliable watchdog against electoral malpractices and a promoter of informed civic engagement.

Abstract

This study aims to determine and evaluate Collaborative Governance implemented by the government, private sector and the community in handling stunting in Enrekang Regency. The research method used is a descriptive qualitative approach to describe and analyze data obtained through interviews, observations, documentation and literature studies with a purposive sampling method related to the implementation of Collaborative Governance of the Enrekang Regency Government. The data analysis technique used is qualitative analysis through data reduction, data presentation and data verification. The results showed that based on Collaborative Governance by Emerson, it is known that the stakeholders involved have implemented the Dynamics, Actions and Impact and Adaptation of Collaboration well. However, some of the components in it still need to be evaluated and maximized. Among them are the Collaboration Dynamics which still have obstacles in the form of deliberations that have not run optimally and parties who do not know about existing procedures and collective agreements. This certainly affects the Collaborative Action which makes low involvement from several other actors and ultimately also has an impact on the lack of maximum stunting reduction. This study promotes equitable collaboration among all stakeholders to enhance the success of stunting prevention programs and foster active participation from all involved parties.

Abstract

This study explores the impact of digital competence on political participation among Generation Z in Jayapura City. Using a quantitative approach, the research surveyed 250 Gen Z respondents aged 17–28, selected through purposive sampling. Data collection was conducted via surveys and analyzed using correlation and regression methods. The findings reveal significant effects of three core aspects of digital competence on political participation: digital knowledge (R² = 0.228, p < 0.05), digital ability (R² = 0.658, p < 0.05), and digital behavior (R² = 0.396, p < 0.05). Despite exhibiting high levels of digital competence, Generation Z's political participation remains low. This indicates a noticeable gap between their advanced digital proficiency and their limited active engagement in political activities. The study concludes that while digital competence significantly influences political participation, it does not necessarily translate into increased active involvement among Generation Z in Jayapura City. These findings highlight the challenges in leveraging digital potential to enhance political engagement among young voters and emphasize the need for strategies that bridge this gap.
