Abstract

Digital transformation is essential for modernizing public procurement systems, particularly within the Procurement Unit of the Ministry of Finance of the Republic of Indonesia (UKPBJ Kemenkeu). This paper explores the strategic design and implementation of such transformation, emphasizing its role in fostering efficiency, transparency, and sustainability in procurement processes. A qualitative approach was employed, analyzing the integration of digital tools and strategies across four foundational pillars: changes in work patterns and governance, business process simplification, human resource empowerment, and a data-driven approach. Data were collected through organizational records, interviews, and case studies of the implemented initiatives. The transformation strategy yielded five interrelated initiatives that culminated in eleven synergistic innovations. These initiatives streamlined procurement workflows, enhanced inter-agency collaboration, and improved decision-making through real-time data analysis. The findings highlight the importance of aligning digital transformation with organizational goals and stakeholder needs. Key success factors included leadership commitment, cross-functional collaboration, and adaptive capacity-building efforts. The digital transformation efforts at UKPBJ Kemenkeu have significantly improved the effectiveness and efficiency of procurement processes. These innovations provide sustainable benefits for the organization and its stakeholders, positioning the unit as a model for inclusive and accountable public procurement.

Abstract

The digital age has significantly impacted human behavior and mental health, necessitating a deeper understanding of cyber psychology. However, cyber psychology literacy remains low among students in India, despite increasing internet penetration. Addressing this gap, the study implements a Service Learning (SL) approach to enhance students' knowledge of cyber psychology concepts and their practical application. The study engaged university students in a structured SL program comprising classroom-based theoretical instruction and community-based workshops. Quantitative pre- and post-program surveys assessed changes in students' knowledge and attitudes, while qualitative feedback provided insights into the program's impact. The findings showed a 45% increase in students' cyber psychology literacy, with statistical significance (p < 0.01). Key areas of improvement included online identity, cyberbullying prevention, and digital well-being. Qualitative feedback highlighted enhanced student confidence, improved teamwork, and leadership skills, as well as the program’s positive impact on community members. Community workshops increased awareness of digital challenges and practical strategies, with reciprocal benefits for students and the community. The study demonstrated that a Service Learning approach effectively bridges academic knowledge and practical applications, empowering students to address digital challenges and fostering community development. Identified challenges included initial student difficulties in public speaking and low community participation in some workshops, highlighting the need for improved training and outreach strategies. Service Learning is a promising pedagogical approach to enhance cyber psychology literacy among students while fostering societal impact. Future programs should address challenges identified in this study to maximize outcomes and scalability, with potential for broader application in digital mental health education.

Abstract

Workers’ welfare is a crucial determinant of productivity and sustainability in the manufacturing industry. In Riau, challenges such as inadequate occupational health policies and lack of awareness about health standards have negatively impacted workers’ well-being. This study aims to enhance workers' welfare through the participatory implementation of occupational health policies using the Participatory Action Research (PAR) approach. This community-based participatory research was conducted in three manufacturing companies in Riau. The PAR approach involved four key phases: problem identification, collaborative planning, implementation of health-focused interventions, and evaluation. Data were collected through surveys, focus group discussions, and workplace observations, involving both workers and management. Quantitative data on welfare metrics were complemented by qualitative insights from stakeholder interviews. The implementation of occupational health policies significantly improved workers’ welfare indicators, including reduced workplace accidents (by 25%), increased job satisfaction scores (from 65% to 85%), and enhanced worker productivity (by 15%). Qualitative findings revealed heightened awareness and cooperation among workers and employers regarding health and safety standards. Stakeholders reported that the participatory approach fostered a sense of ownership and accountability. The results demonstrate that participatory strategies are effective in addressing workplace health challenges in the manufacturing sector. The PAR approach enabled the co-creation of practical solutions tailored to local needs, fostering long-term commitment from all stakeholders. This study highlights the importance of involving workers and management in policy development to achieve sustainable improvements in welfare.

Abstract

Access to healthcare services remains a significant challenge for patients in remote areas, often due to geographical and infrastructural barriers. The integration of digital health services has emerged as a promising solution. This study explores the implementation of digital health service policies using the Community-Based Research (CBR) approach to improve patient accessibility in underserved regions. A CBR methodology was employed to engage stakeholders, including healthcare providers, local governments, and community members, in designing and evaluating digital health services. Data collection methods included participatory workshops, surveys, and interviews with key stakeholders to identify accessibility challenges and co-develop strategies. A pilot program involving telemedicine platforms and mobile health applications was implemented in three remote villages. Findings revealed that the collaborative approach significantly improved the adoption and usability of digital health technologies. Telemedicine services increased patient access to consultations by 45%, and the implementation of mobile health applications reduced travel times for medical care by 60%. Community involvement also led to increased trust and a better understanding of digital health solutions. The study demonstrates that leveraging the CBR approach facilitates the development of context-specific digital health solutions that address the unique needs of remote communities. However, challenges such as digital literacy and infrastructure limitations were identified, suggesting the need for further capacity-building initiatives. The CBR-based implementation of digital health service policies enhances patient accessibility in remote areas by fostering community engagement and tailoring solutions to local contexts.
