Jurnal Ilmu Administrasi Publik merupakan jurnal akademik yang diterbitkan setiap dua bulan sekali sebagai wadah bagi mahasiswa, akademisi, peneliti, dan praktisi untuk mendiseminasikan hasil penelitian dan kajian ilmiah di bidang administrasi publik. Jurnal ini mengakomodasi berbagai topik yang berkaitan dengan administrasi publik, kebijakan publik, tata kelola pemerintahan, perpajakan, serta isu-isu kontemporer dalam sektor publik. Fokus Jurnal Jurnal ini berfokus pada pengembangan teori, konsep, dan praktik dalam administrasi publik yang relevan dengan dinamika pemerintahan, kebijakan publik, pelayanan publik, serta sistem perpajakan di tingkat lokal, nasional, maupun global. Ruang Lingkup Jurnal Jurnal Ilmu Administrasi Publik mencakup berbagai topik penelitian dan kajian ilmiah, antara lain: 1. Abstract

KTP Printing Services. Through Silondo Bermula, the people of Depok City effectively printed e- KTP. This is since services can only be performed via WhatsApp. However, the results of observations showed that some residents complained that the online form provided for uploading requirements could not be accessed and that there were residents who complained that they had to wait more than 7 days to print the e-KTP, while the SOP for printing the e-KTP only took 4 days. The type of research used is a type of qualitative research with a descriptive approach intended to solve research problems by describing, interpreting, and describing inductively (from general to specific) conditions according to reality in the field through processes and meanings based on a subjective perspective. The implementation of the Silondo Bermula program for printing e-KTP went well, the socialization of the Silondo Bermula service was quite good, the achievements of the Silondo Bermula program were good, the monitoring process was very good, and the accuracy of the Silondo Bermula program's target for e-KTP printing services was very effective. Program socialization in terms of outreach to the public about e-KTP printing services in the Silondo Bermula program has not been effectively implemented. The purpose of the e-KTP printing service in the Silondo Bermula  program is considered to have been effective in achieving the expected goals. Program monitoring in the Silondo Bermula program is carried out optimally. The results obtained are effective.

Abstract

In handling a large number of queues and the gathering or overflowing of prospective patients at the registration counter, a breakthrough  in  health  services  is  needed  with  the  speed  and response of officers to prepare patient files or data appropriately. A long waiting time resulted in a lack of treatment support facilities and delays in information, so a health service was created by using an application called the Online Outpatient Treatment System (SIBEROJOL) application. This study aimed to provide outpatient health   services   online.   The   Regional   General   Hospital   dr. Chasbullah Abdulmadjid, Bekasi City has a web-based application called SIBEROJOL as a digital-based system that is used for services in storing data on prospective outpatient patients. The SIBEROJOL application has health services in online outpatient registration. The research   method   used   in   this   research   was   qualitative   with descriptive   research   type.   In   collecting   the   data,   researchers employed observation, documentation, and interviews. The researchers examined the object of study and hold direct interactions with informants. The results showed the effectiveness of outpatient registration services by applying the Online Outpatient Treatment System at the Regional General Hospital (RSUD)  dr. Chasbullah Abdulmadjid, Bekasi City, has not been effective because there were several obstacles. However, several efforts and solutions must be considered.

Abstract

This research is qualitative in nature. This research intends to understand the phenomenon of what is experienced by research subjects such as behavior, perception, motivation, action, holistically by means of descriptions in the form of words and language, in special natural contexts and by utilizing various natural methods. This research will obtain complete, accurate and justifiable data in Indonesia regarding aviation safety regulations related to the Flight Operations Safety Zone (KKOP), namely Law No. 1 of 2009 concerning aviation, Minister of Transportation Regulation Number: KM 57 of 2007 regarding the Flight Operations Safety Area around Palembang SMB II Airport, and ICAO (International Civil Aviation Organization), the 1994 Chicago convention which is a reference in international law. The results of the research are: 1) Educational socialization of aircraft flight activities in the Palembang SMB II Airport Flight Operations Safety Zone is carried out well and activities run smoothly. Each participant was given an understanding regarding the safety of flight operations in the area near the airport. And this socialization resulted in an agreement so that residents in the surrounding area comply with existing regulations. 2) Obstacles to socializing the education of aircraft flight activities in the Flight Operations Safety Area of Palembang SMB II Airport is because many people cannot attend socialization activities because they also have activities so that sometimes what is conveyed by the airport cannot be maximized and what is emphasized through RT/ RW is sometimes not optimal in its delivery so that the community lacks understanding regarding living in the Flight Operations Safety Area of Palembang SMB II Airport. 3) Efforts made to disseminate education on aircraft flight activities in the Flight Operations Safety Area of Palembang SMB II Airport are to provide understanding to residents regarding dangerous activities carried out around the Flight Operations Safety Area of Palembang SMB II Airport, then the Law that applies if violating in the Flight Operations Safety Area of Palembang SMB II Airport so that residents are afraid to commit violations.

Abstract

Basically, human resources are resources that are needed by an organization. Because, human resources are resources that play an active role in the course of an organization and the decision-making process. The right man on the right place, will lead an organization to maximum performance results and reduce errors in tasks or work. The purpose of this study was to determine and analyze the effectiveness of HR management at PDAM Tirta Bhagasasi Tambun Branch, Bekasi Regency. The method used is a qualitative approach with a descriptive type of research.   The results of this study based on the analysis carried out productivity have been good, where in the adequacy indicator efforts have been made with training, employee efficiency is still not good with performance and facilities that are still not good but reward mechanisms have been implemented to improve performance, in the infikator accuracy is still not good, where the level of employee discipline towards compliance that is still lacking for responsiveness is good,  Various trainings and bimtek have been carried out to improve employee responsiveness, the level of similarity is quite good because the training has been adjusted to the needs in the field. The obstacles that occur in PDAM Tirta Bhagasasi Tambun Branch, Bekasi Regency are employee indiscipline and non-compliance with the rules that have been set at PDAM Tirta Bhagasasi Tambun Branch, Bekasi Regency and the placement of employees at the time of recruitment is not based on the educational background or skills possessed by the employee. The efforts made by PDAM Tirta Bhagasasi Tambun Branch, Bekasi Regency are to Provide training in accordance with the employee's job desk in an effort to improve skills in addition to employee disciplinary efforts with the My Bhagasasi application for attendance.

Abstract

Advertisement   tax   has   become   an   interesting   topic   for   study. Advertisements are widely used by various institutions, both business and non-business, to convey specific information. The development of businesses accompanied by rapid technological advancements makes the development  of advertisements worth noting, especially  from a taxation perspective which may be a promising source of revenue for local  governments.  One  form  of  advertisement  that  is  currently developing is the videotron type. Videotron is an electronic medium that displays videos using Light Emitting Diode (LED). LED is a type of lighting that uses semiconductors to convert electricity into light. It is  usually  used  outdoors  as  a  sign  of  a  place  or  to  display advertisements.  The  purpose  of  this  research  is  to  analyze  the implementation of the videotron advertisement tax collection policy in order  to  increase  advertisement  tax  revenue  at  the  Regional  Tax Collection  Unit  of  Menteng,  Central  Jakarta  in  2021,  using  a qualitative method where primary data is obtained through interviews and  secondary  data.  The  results  of  this  analysis  explain  that  the implementation of the videotron advertisement tax collection policy in order  to  increase  advertisement  tax  revenue  at  the  Regional  Tax Collection Unit of Menteng, Central Jakarta in 2021 is categorized as good in terms of 4 (four) aspects,  namely : 1) Communication, 2) Resources, 3) Disposition, and 4) Bureaucratic Structure, with a slight problem in the Resources aspect where the ratio of tax officers is still very small compared to the number of videotron advertisement tax objects.

Abstract

This study aims to analyze the effectiveness of tax administration governance at the Directorate of Violation Handling. This research method is descriptive qualitative. Data collection techniques using observation, i nterviews and documentation. The informants in this study consisted of 5 (five) people who could provide information about the effectiveness of tax administration governance. The results of this study indicate that the effectiveness of tax administration g overnance at the Directorate of Violation Handling is quite effective where the management is in accordance with applicable tax laws and has used an electronicbased government system. In terms of the period of 1 (one) fiscal year 2022 in achieving the obj ectives of implementing tax administration, it has been said to be effective, but in terms of its objectives it has not been effective, seen from the secondary data owned, there are still records related to errors in inputting tax types, calculating tax am ounts and late tax payments. The importance of soci alization from tax officials at the Directorate General of Taxes related to increasing the ability of employees to understand effective tax administration governance, the need to attend tax classes both on line and offline organized by the Directorate Gener al of Taxes, and the addition of human resources who are experts and competent in taxation.

Abstract

This research aims to analyze and measure the effect of workload and work motivation on the performance of firefighters in the Fire and Rescue Service of the Johar Baru sector. The sample consisted of 44 fire department employees selected through saturated sample technique which took the entire population as a sample. Data were collected through questionnaires and analyzed using multiple regression analysis techniques using the SPSS for Windows ver. 26. The results showed that: (1) workload has a positive and significant influence of 40.5% with a  significance value of 0.000, (2)  work motivation has a positive and significant influence of 21.6% with a significance value of 0.004, and (3) simultaneously, workload and work motivation have a positive and significant influence on performance of 48.4% with a significance value of 0.000.

Abstract

The phenomenon in this study is due to the discovery of a decreasein The Realization of Motorized Vehicle Tax Revenue in the last three years 2019, 2020, and 2021. So that the SAMSAT Office in the East Flores Regency needs to increase The Effectiveness of Motorized Vehicle Tax Revenue, therefore is important to research that information. The purpose of this study was to determine the evectiveness of motorized vehicle Tax Revenue in East Flores Regency as well as the inhibiting factors and efforts made to increase The Effectiveness of Motorized Vehicle Tax Revenue. This research uses descriptive research with a qualitative approach. The research location in this study was SAMSAT, East Flores Regency. The results of this study indicate that it is significantly positive that taxpayers in East Flores Regency have understood the SAMSAT program. There are also inhibiting factors in its implementation, namely The Community’s Economic Factors, The Lack of Public Understanding of The Obligations of Motorized Vehicle Owners, and The Location of Taxpayers who are far from the SAMSAT Ofice. Even though there are inhibiting factors for SAMSAT, East Flores Regency also has efforts to increase Motorized Vehicle Tax Revenue.

Abstract

Taxation is the main source  of state revenue because  it accounts  for about  78% of state revenue (realization  in 2020).  One  of  the  government's   policies  to  increase revenue  is  to  provide  incentives  for  MSME businesses through Government Regulation Number 23 of 2018. This regulation applies to MSMEs that have a gross turnover of up  to  Rp. 4,800,000,000  per  year.  This  study  aims  to determine the comparison of corporate  income tax payments of PT.  Kop Mandiri  Sejahtera  in 2020  using Government Regulation Number 23 of 2018 compared to Article 31E of the Income Tax Law. The analysis is carried out related to tax planning carried  out by the company in the  context  of tax  payment  efficiency. This study  used descriptive qualitative method. The data collection of this research  was done by using interview, documentation and observation   techniques.   The  results   showed  that   the policies taken by PT. Kop Mandiri Sejahtera, namely using Government Regulation Number 23 of 2018 in calculating the company's corporate  income tax obligations  in 2020 resulting in higher income tax payments compared to the use of Article 31E of the PPh Law.

Abstract

This research discusses the role of the Regional People's Representative Council (DPRD) in supervising Regional Government which has legislative, budget and supervisory functions. The tasks of the Regional People's Representative Council are normatively a reflection of democratic life in regional government. Law Number 23 of 2014 concerning Regional Government gives the Regional People's Representative Council (DPRD) a central role in supervising regional government. Through various provisions, this law mandates the DPRD to carry out various supervisory functions over regional government. The DPRD has a role in supervising general policy, budget implementation, government performance, drafting regional regulations, as well as being involved in the policy formation process. Apart from that, the DPRD also has special rights such as interpellation and inquiry rights to ensure transparency, accountability and public participation in supervision of regional government. This abstract summarizes the essence of the DPRD's role in supervising regional government in accordance with the Regional Government Law, which aims to maintain integrity, efficiency and community interests in the implementation of regional government.
