Jurnal Ilmu Administrasi Publik merupakan jurnal akademik yang diterbitkan setiap dua bulan sekali sebagai wadah bagi mahasiswa, akademisi, peneliti, dan praktisi untuk mendiseminasikan hasil penelitian dan kajian ilmiah di bidang administrasi publik. Jurnal ini mengakomodasi berbagai topik yang berkaitan dengan administrasi publik, kebijakan publik, tata kelola pemerintahan, perpajakan, serta isu-isu kontemporer dalam sektor publik. Fokus Jurnal Jurnal ini berfokus pada pengembangan teori, konsep, dan praktik dalam administrasi publik yang relevan dengan dinamika pemerintahan, kebijakan publik, pelayanan publik, serta sistem perpajakan di tingkat lokal, nasional, maupun global. Ruang Lingkup Jurnal Jurnal Ilmu Administrasi Publik mencakup berbagai topik penelitian dan kajian ilmiah, antara lain: 1. Abstract

This study aims to analyze the implementation of the zoning system policy in New Student. Admissions (PPDB) at State Elementary School of Balekambang 01 Pagi, Kramat Jati District, based on George Edward III’s theory. This policy is based on the Ministry of Education, Culture, Research, and Technology Regulation No. 1 of 2021, the Special Region of Jakarta Governor Regulation No. 15 of 2024, and Decree of the Head of the Special Region of Jakarta Provincial Education Office No. 92 of 2024. This study examines the success of policy implementation through the four key elements of Edward III’s theory: communication, resources, disposition, and bureaucratic structure. The findings indicate that the policy implementation has supported the equitable access to education; however, several challenges were identified, including suboptimal policy socialization, limited school facility capacity, and resistance from the community. The solutions implemented by the school include enhancing socialization efforts, utilizing a digital system for registration, and proposing infrastructure capacity improvements. This study also provides recommendations to improve the effectiveness of the zoning policy, such as improving cross-sector communication, increasing school capacity, and ensuring equitable quality education. These findings have important implications for the future development of the zoning policy to create more inclusive and  equitable access to education.

Abstract

This research aims to analyze the implementation of customs audit policies in order to increase importer compliance at the Directorate General of Customs and Excise in Rawamangun in 2022-2023. The method used is qualitative, with a focus on implementing customs audit policies to increase importers at the directorate general of customs and excise. The research results show that the implementation of the customs audit policy regulated in PMK 118 of 2021 has made a positive contribution to importer compliance, even though there are various obstacles such as limited human resources and regulatory complexity. Efforts to overcome these obstacles include increasing coordination between DJBC and importers, as well as utilizing information technology to streamline the audit process. The conclusion of this research confirms that an effective customs audit policy can create a more transparent and accountable system, as well as increase importer compliance with applicable policies.

Abstract

This study aims to analyze strategies for improving public services in Bekasi City in order to improve public welfare. Quality public services are one of the key factors in achieving public welfare, because effective and efficient services can improve the quality of life of the community. This study uses a qualitative approach with a descriptive analytical method, involving in-depth interviews, observations, and documentation analysis to identify the strategies that have been implemented and the challenges faced in public services in Bekasi City. The results of the study indicate that although there have been several efforts to improve the quality of service, such as digitalization of services and infrastructure improvements, there are still obstacles in the form of lack of coordination between agencies, limited human resources, and low levels of public participation in service evaluation. Therefore, a more integrated strategy is needed, increased training for service officers, and increased communication between the government and the community. With the implementation of these strategies, it is hoped that more efficient, responsive, and accountable public services can be created, which in turn can improve the welfare of the Bekasi City community.

Abstract

Payment of rental levies for residential units and business units was previously done manually. This has the potential to reduce revenue and reduce the quality of service provided to residents. The research method used is qualitative approach. The results showed that the Flat Management Unit II in improving the efficiency and effectiveness of various sectors, including the housing sector. In Indonesia, one of the technological innovations applied to support the flat management is the Sistem Informasi   Rumah   Susun   dan   Komersial   (SIRUKIM) application.

Abstract

The purpose of this research is to identify the good governance principles at the Transportation Implementation Unit of Cempaka Putih subdistrict, case study of parking management in East Cempaka Putih Village. This research uses qualitative descriptive analysis method to describe and explain in detail the existing phenomena by using interview as supporting instrument. The result of this research shows that the good governance principles at the Transportation Implementation Unit of Cempaka Putih subdistrict have not been well implemented. The obstacle includes the lack of competent human resource. The efforts which can be made include improving competence of the existing human resource, adding personnel, and expanding parking lot.

Abstract

Indonesian migrant workers or often called Indonesian Migrant Workers (PMI) are one of Indonesia's foreign exchange earners. PMI also helps reduce the number of unemployed in Indonesia. However, the existence of PMI is not free from various problems, especially migrant workers who are sent abroad illegally. In addition, PMI who are legally sent abroad are also not free from various existing problems. For that, based on the mandate of Law Number 18 of 2017, the village government has the duty and responsibility to protect Indonesian Migrant Workers.

Abstract

Management of State Property (BMN) is an important aspect in supporting efficiency, transparency and accountability of government administration. However, challenges such as inaccurate data, weak supervision and manual administrative processes often hinder the effectiveness of managing state assets. To overcome this, the Secretariat of the Ministry of State Secretariat of the Republic of Indonesia developed the Official Vehicle Information System (SIKENDIS) as a digital solution for managing BMN, especially official vehicles. This research aims to analyze the effectiveness of implementing SIKENDIS based on DeLone and McLean (2003) information system success model, which includes the dimensions of system quality, information quality, service quality and usage intentions. The research method used is descriptive-qualitative with data collection techniques through interviews, observation and documentation. The research informants consisted of employees who were directly involved in the operational management of official vehicles using SIKENDIS. The research results show that the implementation of SIKENDIS has had a positive impact on the management of official vehicles, especially in increasing efficiency, administration and transparency. The quality of the system is considered quite good, although it still requires improvements to stability and interface. The quality of the information is considered accurate, however there are obstacles in updating the data due to inconsistent manual input. Service quality received positive reviews, but slow technical response and lack of training were concerns. High perceived usefulness of the system drives usage intention, although initial adaptation for new users takes longer. Overall, the implementation of SIKENDIS contributes significantly to the effectiveness of BMN management of official vehicles. To achieve system sustainability, this research recommends increasing technological capacity, more intensive user training, and system integration with other supporting technologies.

Abstract

Customs is one of the agencies that play an important role in increasing economic growth and protecting the people of Indonesia from the entry of dangerous illegal goods. Office of supervision and service of Customs and Excise (KPPBC) type Madya Pabean C Pasar Baru Post Office as the only agency that specifically handles freight services under the Directorate General of Customs and Excise. But in the implementation of the policy of imported goods, still the discovery of violations that occurred resulting in losses to the state. The purpose of this study was to analyze the effectiveness of the implementation of the policy on imported goods at KPPBC Type C Customs Post Office Pasar Baru. The research method used is a qualitative method. The results of this study indicate that the effectiveness in the implementation of policies on imported goods it has been effectively implemented so that 86% of the settlement and action on imported goods becomes state revenue and the achievement of import duty targets with a realization of 122%. However there are several obstacles such as lack of public awareness in policy literacy Minister of finance regulation No.199/PMK.10/2019 imported goods so that there are still many people who commit violations. Efforts made by KPPBC Pasar Baru Post Office is to socialize actively and passively, consult and coordinate with policy makers and  maximize the performance of existing customs officers and officials.

Abstract

Individual Taxpayer Compliance at KPP Pratama Jakarta Gambir Dua in reporting SPT in 2023 has decreased as proven by data obtained from KPP Pratama Jakarta Gambir Dua which shows the number of Individual Taxpayers namely 8,076 while the actual reporting of SPT for Individual Taxpayers is only 7,592. This decrease in taxpayer compliance has resulted in a decrease in state revenues from tax sector at KPP Pratama Jakarta Gambir Dua. One of the factors that causes a decrease in individual taxpayer compliance in this research is trust and tax sanctions. This research aims to analyze the influence of Trust and Tax Sanctions on Individual Taxpayer Compliance at KPP Pratama Jakarta Gambir Dua in 2023. This research uses a quantitative approach. The sampling technique in this research was carried out using simple random sampling with a total of 100 individual taxpayers registered at KPP Pratama Jakarta Gambir Dua. The data was processed using SPSS Version 26, to determine the magnitude of the influence the researchers used the F test, t test, and coefficient of determination. The research results show that there is a positive and significant influence of Trust on Individual Taxpayer Compliance of 12,6%. There is a positive and significant influence of Tax Sanctions on Individual Taxpayer Compliance of 44,6%. Trust and Tax Sanctions simultaneously have a positive and significant effect on Individual Taxpayer   Compliance   at   KPP   Pratama   Jakarta   Gambir   Duaamounting to 46,3%.

Abstract

PT. Kereta Api Indonesia (Persero) issued the latest intercity train, namely the KRL Commuter Line where this transportation operates to replace the Prambanan Express (Prameks) train in serving the Yogyakarta-Solo corridor which is called the KRL Commuter Line Jogja-Solo or KRL Joglo, or also called Lin Yogyakarta. This was done as an innovation from PT. Indonesian Railways (Persero) to improve services to the community. The increase in passengers is more because it is cleaner, more comfortable, on time, and the train is cooler compared to prameks. For ticket booking, it is also easier to KRL because you only need a card that is filled with a balance, unlike Prameks who have to book first using the application / have to queue at the counter. The purpose of this study is to analyze the innovation of public transportation from Prambanan Express to Electric Train (KRL) in an effort to improve services to the people of Jogja - Solo. The research approach uses a qualitative approach with a descriptive method. The determination of informants in this study uses purposive sampling techniques or purposeful sampling. From the results of the study, it is known that the innovation of public transportation from Prambanan Express to Electric Train (KRL) in an effort to improve services to the people of Jogja – Solo has been going well. There are several obstacles that occur both internally and externally. External obstacles such as the occurrence of fallen trees can be attempted with the precision of the officer giving directions to [there are passengers]. Internal obstacles such as the accumulation of passengers at the station, especially on every weekend, can be overcome with the addition of KRL cars. PT. Kereta Commuter Indonesia continues to improve the competence of its employees through various trainings held. Thus, the vision of PT. The Indonesian Commuter Train can be achieved, namely "Providing transparent and professional Public Information services".
