BACA: JURNAL DOKUMENTASI DAN INFORMASI (Jurnal BACA) is a scientific journal in the documentation, information, and library subject that is published consistently by The National Research and Innovation Agency (Previously this Journal was managed by Center for Scientific Data and Documentation - Indonesian Institute of Sciences (PDDI LIPI). The publishing purpose is to provide up-to-date and quality information to readers who have an interest in science and technology development in these topics. Every article published in Jurnal BACA is the result of research activities, literature review, and best practices. Jurnal BACA is published twice a year, precisely in June and December. The number of articles for each issue is at least five articles. As a reference for submitting manuscripts, the author can refer to ODLIS to determine the list of terms related to the scope and focus of the journal. Abstract

The problems of producing high quality scientific articles are not only using very poor sources of new literature as references, but also difficulties in determining the position of the research. Consequently the existence of research position in the scientific world becomes not clear. This paper explored the answer to those problems statement above using citation analysis method to 93 articles in a scientific journal. The journal used for this research is Journal “Inkom”, covering scientific articles of informatics, computer, and control system, from 2007 to 2012, produced by The Research Center for Informatics Indonesian Institute of Sciences. The aims of this research are: (1) to study the most cited authors; (2) to study the most cited bibliographic resources; (3) to study the most cited subjects. In order to achieve those aims, this research uses method of quantitative approach through bibliometrics analysis to study article characteristics using citation analysis. The results from 667 cited articles showed that: (1) the most cited authors is Malvino. Whereas three other most frequent cited authors are Elan, Murni, and Rivest; (2) kind of the most cited literature is book, 48.87%, followed by cited literature from internet 18.44% and from journals 16,19%; (3) the average of cited literature perarticle is 7; and (4) the most cited subjects is electronics. The results of citation analysis showed that there are increasing quality of scientific articles with clear research position, supported by appropriate literature sources. In 2012 there are 197 citations from 17 articles, the average of citation for one article is 11, this means that there are increasing numbers of using the citation compared to the year before. In general, the science coverage dominating citations in Journal “Inkom” are the subjects of electronics, sensors and algorithms. The result showed that there are dominating subjects citations related to the year of publications: 2007-2009 in computers (electronics), 2011 in control systems (sensors), and 2012 in informatics (algorithms).

Abstract

Indonesia until now facing problems in achieving development targets for energy sector because all parties have weak responsibility to invest funds for research growth. Their influence have impact for growth of publications and energy research product which that expensive should proportional with the reputation of scientific media that host it. ScienceDirect is one of it and active as a reputable knowledge media that important to be revealed. So this study aims to evaluate energy research products that published ScienceDirect, mainly from Indonesia zone during 2006-2016. To evaluate, study use bibliometric evaluation to find intensity, ownership designs, and contributor of publications. Results show that news of energy about Indonesia for over decade reached 162 scientific publications and increased as due the research activity growth. Majority of publications disseminated through scientific journals. Its also produced independently and collaborative. Orientation group are dominates and Indonesia capable to coordinate collaboration in its territory. Besides domestic, international collaborative contributed to pulse of energy research in Indonesia and successful level able to offset gains achieved developed countries. A total of 100 essential contributors capable to producing research product more than once and mostly from academics. Participation of domestic researcher looks special among countries on four continents.

Abstract

This study provides proposed core elements of social media policy that specifically designed for academic libraries.Evaluation of social media policies from five organisations and a review of the literature were used for data collection.There are 15 proposed core elements recommended: policy objectives; policy definition; scope of the policy;university’s vision and mission; policy users; disclaimer; confidentiality; copyright; privacy; workflow; publicinformation; the use of professional language; the accuracy of the information; rule for links; and university andlibrary’s voices. The results of this study provide important aspects in the development of social media policy. Theproposed core elements of the social media policy discussed in this paper is specifically designed for the academiclibraries, but can also be used for other library types.

Abstract

Centre for Scientific Documentation and Information – Indonesian Institute of Science (PDII LIPI) began to developbusiness objectives towards a digital library. To support this goal should be held IT governance while PDII LIPI hasno specific IT governance. This research aims to study the condition of the IT management and determine the levelof maturity of the provision of IT governance framework based on COBIT 4.1. COBIT is one of the internationalstandard for IT governance. COBIT is used in this study were able to measure the COBIT 4.1 for organizations thatdo not use IT governance. Analysis of the level of maturity of the provision of IT governance is based on aquestionnaire that is processed by the COBIT 4.1 framework and compared with the actual conditions in the ITmanagement in PDII LIPI. The results of the calculation of the maturity level of to provided IT governance in PDIILIPI based on framework COBIT 4.1 shows that PDII-LIPI already at level 3 (Defined Process). This is consistent withthe actual conditions in PDII-LIPI. COBIT 4.1 is considered quite capable, reliable and easy to implement in PDII LIPI.

Abstract

Evidence - based library management ( EBLM ) is a relatively new concept in the library management. This concepthas been implemented in several countries to improve the quality of library services, the quality of librarians, and thequality of publications in field of library and information science. This study discusses the urgency of implementingEBLM in Indonesia and its challenges. The study use literature and secondary data method. The secondary datawhich used consists of the availability and the access to scientific evidences as well as the quantity and quality ofhuman resources. Results of the data and theory triangulation was then analyzed descriptively. The results arguethat EBLM is important to be implemented in Indonesia and might be a potential to overcome the existing problemsof librarianship, particularly in LIPI. The implementation will face some challenges such as the limited scientificevidences and the ideology of librarian or library leader. The study also provides several recommendations tosupport EBLM implementation on national scale, library organizations, and professional organizations.

Abstract

The Agency for the Assessment and Application of Technology Library has the duty to provide public information services to the community. However, this public information was scattered in several different websites. In this study, mashup technology was used to collect and combine content from external sources. Information architectureand prototype of public information service mashup were designed and created. The result showed that mashup technology can be used to create a new service that easily community to find the public information without open many websites at the same time.

Abstract

Keyword determination by using controlled vocabulary is not a difficult task for information analysts. However,specify keywords for hundreds or even thousands of articles will take time and effort of the analysts. To ease thework, it needs to be made a system of automatic keyword extraction. The construction of this system passes thestages of preprocessing, translating, and pinpointing keyword candidates with a list of keywords. The research wascarried out by using 33 articles taken from PDII LIPI journal collections. This research employed 3 weighing methods,namely TF, TF x IDF and WIDF. The best result was obtained from TF x IDF method. To refine the result, the authorcarried out fixing the keywords results and using levensthein algorithm.

Abstract

This study focuses on how library users of Centre for Scientific Documentation and Information understanding about copyright law. Data was collected by using questionnaires, and collected data were statically analyzed. The respondent consist of 65 students and 46 government official were chosen as respondents. Parameters which were chosen for measuring the understanding of copyright law were how far respondents understand about the law as general; understand about the creations, and then how far they know about the infringement, according to copyright law no. 19/2002. It concludes that generally students less understood about copyright law compared to the government officials, and referring to the students, the understanding of the female student about the law were higher than male students.

Abstract

The Objective of this study is to analyze the subject research in order to construct a map of energy research conducted by R & D Institutions and university student in Indonesia. The method of the study uses Bibliometrics by collecting the data from 1998-2008. The data analyze throughout document mapping in co-word. The data result in energy sector that carried out by the R & D Institutions and the university is: 328 titles of thesis and 345 titles of research reports. Based on the collected data, there is a significant increasing in the research development from 1998 until 2008, except in 1999 which decrease from 1998 and 2004 decrease from 2003. The title numbers of university thesis from the highest are ITB, ITS, UGM, UNIBRAW, UI, UNSRI, USU, and another collections from other university are from PDII-LIPI. The title numbers of research institute are: Department of ESDM, LIPI, BATAN, KRT, and LAPAN. The research are focused on: biofuel, electricity energy, solar energy, coals, fuel energy, nuclear energy, wind energy, petroleum and natural gas, geothermal energy, bio mass and biogas, sea current and sea wave, steam energy, and hydrogen/fuel cell, whereas under the 10 research titles there are a lot of kinds of energy such as gas, earth gas, steam, and alternative energies, and others focuses. This study concludes that there are 46 topics which conducted research by university as well as R & D Institutions. The output of this study is database, containing of 960 records of energy research. The result shows the differences of mapping for energy research. This research recommends the need of documentation system policy on grey literature especially on energy research.

Abstract

This study aims to measure the level of productivity of authors affiliated with Andalas University in journal published by ScienceDirect, to illustrate the level of contribution and utilization rate of e-journal subscriptions at Andalas University. Descriptive bibliometric method is used to measure the researcher's performance. Data is retrieved over the last 10 years. Data collection techniques from the ScienceDirect use advanced search facilities, typing the "universitas andalas" and "andalas university" keywords in the search field for the affiliation category specific to the Journal article type. Author productivity is measured using descriptive statistical methods presented based on geographic (faculty), time period (year), publisher, author and collaboration pattern, and field of science. The results of this study indicate that although in the last 10 years, numbers of Andalas University publications in ScienceDirect trend tends to increase but in terms of the number is still small, only an average of 10 articles a year. The authorship collaboration pattern reached 0,82 with the number of collaborations with outside authors reaching 78%. Distribution of users is also not evenly distributed. Only two faculties have the most benefits of ScienceDirect, Faculty of Engineering and FMIPA.
