BACA: JURNAL DOKUMENTASI DAN INFORMASI (Jurnal BACA) is a scientific journal in the documentation, information, and library subject that is published consistently by The National Research and Innovation Agency (Previously this Journal was managed by Center for Scientific Data and Documentation - Indonesian Institute of Sciences (PDDI LIPI). The publishing purpose is to provide up-to-date and quality information to readers who have an interest in science and technology development in these topics. Every article published in Jurnal BACA is the result of research activities, literature review, and best practices. Jurnal BACA is published twice a year, precisely in June and December. The number of articles for each issue is at least five articles. As a reference for submitting manuscripts, the author can refer to ODLIS to determine the list of terms related to the scope and focus of the journal. Abstract

In this article the author argues that the globalization and independent professionalization makes it imperative that archivists and arsiparis are engaged in a joint enterprise hence differ in the status of independence and the relationship within the government institution. This paper presents Participatory Action Research (PAR) which is an approach to research in communities that emphasizes participation and action. It seeks to understand the world by trying to change it, collaboratively and following reflection. Informants of seven record managers in Indonesia are the source of data on this research. In developing this argument, the common roots of archivist and arsiparis are examined its emergence of archives in Indonesia in the 1950s and their subsequent divergence over the next three decades. The author identifies the common ground that archivist and arsiparis share in dealing with recorded information. This common ground, which includes records integrity, archive provenance, and archive original order over time, is linked into a single unifying theme by the importance of the contextual relations. Arsiparis, record manager, and archivist are considered as two ways of managing document in organization under the same roof of governing government. The article concludes with a call for archivists and arsiparis to participate in the design of independence professionals, in order to ensure that archivists and arsiparis are acceptance within the competition of global market under the protection of independence professional association, and legitimized by the regulation of government under the constitution.

Abstract

The purposes of this research are to know, describe, and analyze institutional repository softwares selection in Universitas Brawijaya (UB) Library, State University of Malang (UM) Library, and University of Muhammadiyah Malang (UMM) Library, also comparing software features of institutional repository.This research is using multi-site case study method with qualitative approach. Data was collected by observation, interviews, use of documents and audio-visual material. The results of this research indicate that the selection of software in academic library needs to pay attention to four aspects of software selection: (1) as needed; (2) have a licence; (3) technical support, training, relevant documentation and maintenance; (4) staff responsible for the selection and evaluation of digital collection software and related services to meet user or community needs. The selection of institutional repository software is not appropriate, resulting in the UB Library to migrate data from BKG to Eprints and UMM Library to migrate manually from GDL to Eprints. Academic library needs to pay attention to right aspects of software selection in building and developing institutional repositories and features.

Abstract

The study aims to evaluate the number of UPJ PDII-LIPI Serpong visitors from 2010 - 2016. The study was carried out descriptively, with data sources obtained from visitor books and UPJ PDII-LIPI Serpong monthly reports. More in-depth information was explored from the visitors regarding factors that influenced the interest of visitors. Based on the results of the analysis, it can be concluded that: (1) total visitors to UPJ PDII-LIPI Serpong from 2010 - 2016 are as many as 2331 people (41,8%) from the Puspiptek area (LIPI, BPPT, BATAN, PPIT, KLHK; and 58,2% from outside the Puspiptek region (school students, university students, the general public, industry, and institutions outside the Puspiptek area); (2) visitors from the Puspiptek area are dominated by LIPI followed by BPPT, BATAN, PPIT, and KLHK. While visitors from outside the Puspiptek area are dominated by school students, then followed by university students, the general public, industry, and institutions outside Puspiptek area; (3) the purposes of visitors to UPJ PDII-LIPI Serpong are to get references, do observations, literature studies, comparative studies, reading, browsing internet, working on research assignments/reports, and consulting about libraries; (4) the decreasing a number of visitors at UPJ PDII-LIPI Serpong.

Abstract

Library is an institution which provides selected information sources and services for people. The information sources available in library are selected and provided systematically makes people easy to find the needed information. However, some libraries suffer of lack of user so must be done library management for existance empowerment. This paper discuss implementation of “pencils” of public relations, it is a strategy in library empowerment conducted in Telkom University Open Library. Pencils of public relations is a strategy based on creating good relationship with relevant stakeholders which consists of publications, events, news, community involvement, identity tools, lobbying, and social investment. The research method used is descriptive qualitative and data collected by interview and focus group discussion. The results shows that the Telkom University Open Library has implemented “pencils” of public relations in strengthening its existence.

Abstract

Increasing competency of librarians in Kemendikbud is essential to support the vision and mission of there. Special libraries must be there professional, semi-professional, and non-professional personnel according to the National Standard of Special Library. This study examines the composition of librarians in Kemendikbud, both from the composition of position, age, and education with qualitative descriptive method. Collecting data by purposive technique. Of the respondents who manage the special library Kemendikbud as many as 136 people, only 21 people (15,44%) who occupy functional positions librarian. While the composition of expert librarians, skill librarians and administrative personal in Kemendikbud is 18:3:115. Composition of librarian age 46-50 years (28,57%), 51-55 as many as 4 people (19,05%), 56 -60 as many as 4 people (19,05%), 36-40 as many as 3 people (14,29%), 25-30 as many as 2 people (9,52%), and 41-45 as many as 2 people (9,52%). Librarians in Kemendikbud scope mostly have S1 degree as much as 15 (71,42%), S2, and D3 respectively amounted to 3 people (14,29%). Most of the librarians have educational background of the library (61,90%), education (19,05%), literature (14,29%), and state administration (4,76%).

Abstract

This paper discusses how the role of university libraries in increasing reading interest as an effort to anticipates hoax with case studies at Sebelas Maret University Library. The aim of the study is to determine the library strategies in increasing reading interest as an effort to combat hoaxes. This study uses qualitative methods with data collection participatory observation and documentation. The conclusion of this study is the strategy adopted by the Sebelas Maret Univercity Library in increasing reading interest is by holding various talk show activities, book fairs, writing seminars and workshops, information literacy, receiving student visits and students, applying excellent and superior services, providing various kinds library collections, and promotions and improvement of library infrastructure facilities. These various efforts are expected that the public's interest in reading will increase so that the public will not easily accept hoax information.

Abstract

The need for information to support the learning process is increasingly becoming a challenge for students with visual disabilities. They actively seek and use various sources of information, which causes information overload and affects the way they manage information in the future. This research uses Personal Information Management (PIM) theory which includes three main activities: finding/refinding, keeping, and the meta-level using a quantitative descriptive approach involving 32 respondents. The aim of this research is to understand how students with visual disabilities at private junior and senior high schools in Surabaya manage information in their learning process. The results show that, in finding/refinding activities, the majority of students (88%) need additional information related to subject matter accessed via the internet (91%). In keeping activities, students tend to save information on WhatsApp via the message yourself feature (81%). At the-level, the majority of students (91%) prioritize the privacy and security of their academic information. They also often separate relevant information from irrelevant (63%), although not yet effectively. Obstacles faced include device and screen reader problems (84%), as well as the tendency of students to forget where their information is stored (80%). However, 53% of students feel that the information management strategies they apply can support their daily learning activities.

Abstract

There are some problems with using the Multi-Layer Perceptron (MLP) model for complex tasks because it can be hard to understand hierarchical relationships and tends to overfit data with a lot of dimensions. This research proposes an enhanced MLP model for sentiment classification by integrating feature extraction layers from advanced neural networks, specifically the Convolutional Neural Network (CNN), Long Short-Term Memory (LSTM), and Bidirectional LSTM (Bi-LSTM). These layers aim to improve the model's representation capabilities by capturing more nuanced features. To evaluate the performance improvements of this augmented MLP model, metrics such as accuracy, precision, recall, F1-score, and the Area Under the Curve for Receiver Operating Characteristics (ROC-AUC) were employed. A key metric focus is the delta value, representing changes in the ROC-AUC, to assess the significance of these enhancements. The integration of CNN as a feature extraction layer yielded optimal ROC-AUC results, achieving values of 93.30% and 93.00%, which reflect an improvement of 0.51% and 4.46% over the baseline model. These findings indicate that adding feature extraction layers significantly enhances MLP performance in sentiment classification tasks. Future research may explore the potential of using alternative neural networks as feature extractors to continue advancing MLP capabilities in complex NLP applications.

Abstract

This study highlights the importance of aligning the Right to be Forgotten (RtbF) with personal data protection (PDP) policies and emphasizes the need for further research on its practical implementation in records management. While RtbF represents a strategic step toward safeguarding digital privacy, its application remains challenging due to the need to balance individual rights with organizational obligations to retain records in compliance with regulations. Using a quantitative approach, data were collected through an online survey involving 66 Indonesian Records Management Professionals Association (P3RI) members and analyzed using SPSS with chi-square tests. The findings reveal that 90% of respondents acknowledge the importance of PDP, and 85% oppose data processing without consent. Furthermore, 48.5% support the implementation of RtbF in records management (mean score: 3.3182), 51.5% report difficulties in deleting data during retention periods, and 50% (mean score: 1.7727) doubt the feasibility of its implementation within organizations. This study offers an initial contribution to shaping policy direction and practical frameworks for RtbF implementation in the Indonesian archival context.

Abstract

Information system performance evaluation is a crucial step for organizations in facing technological developments, supporting the achievement of strategic goals, and increasing competitiveness in the digital era. This evaluation ensures that the implemented technology not only meets current needs but is also able to keep up with the latest technological developments. The analysis of Digilib Perbanas' performance was conducted because of emerging issues related to feature complexity that make it difficult for users. If this problem is not immediately addressed and the system is not updated, Digilib risks being abandoned by its users. This study aims to evaluate Digilib Perbanas' performance using a combination of the PIECES and GTMetrix methods. The PIECES method is used to measure system user satisfaction through the variables of Performance, Information and Data, Efficiency, Economic, Control and Security, and Service. The number of respondents in the study was 312 students from the Faculty of Information Technology and the Faculty of Economics and Business. The measurement results for the Performance variable were strengthened by the GTMetrix method to measure website speed. Data collection was carried out through questionnaires and processed using IMB SPSS Statistics 27. The PIECES calculation results obtained an average variable value above 4.2 or Very Satisfied. However, the additional test result for the Performance variable using GTMetrix was E, indicating that the Digilib website's speed is still suboptimal due to the large amount of data on the platform. The hybrid approach between PIECES and GTMetrix produces a more robust evaluation of Digilib Perbanas by combining problem-based analysis through user perceptions and functional aspects, as well as evidence-based measurements of technical data on system performance.
