Abstract

e-ID policy, is national strategic programs that applied in 497 districts in Indonesia, where Cimahi has been one of the pilot project area that implemented e-ID in 2011. The purpose of this study is to analyze the extent of implementation e-ID in Cimahi by exploring the opportunity, obstacle through the whole process; therefore it can be formulated into an appropriate strategy implementation to be applied in the regional area. Using qualitative method and data collection techniques with desk research and field research. The result show that e-ID implementation that was held for two periods (October - December 2011 and December 2011 - February 2012 with extension until May 2012) has some obstacles such as as lack of equipment but also generate some opportunities such as good planning, standard operating procedures, coordinating, monitoring, community participate and so on. Cimahi's Government have quite good initiative, creativity and innovation through the process of interpretation, application and monitoring, so some emerging obstacle can be overcome easily. Therefore, the provision of e-ID services in Cimahi can be consider as best practice for other district that currently or planning to implementing the e-ID policy.

Abstract

The opportunity of women employees to continue their education to higher level is often hampered by internal organizational problems and family problem, as well as opportunities for training, in addition, career development for women employees is also not so smooth as copared to men employees. In this case , the performance of women employees can be better with balancing formal education, training and career development of women employees. The research method used in this research is explanatory survey. This method is used because the researcher does not only describe the empirical facts that existed in the field, but also analyze and explain the influence between variables, which include analysis of the influence of formal education , training and career development of female employee performance , through hypothesis testing. The results indicate that there is significant effect of Formal Education, Training and Career Development on Women Employee Performance. The biggest influence of these variables is the variable of formal education, while the smallest effect is the career development. Based on this research, the findings from this study is that the biggest influence on the performance of women employees within the Government of Bandar Lampung is related to the factor of formal education, namely to increase employee awareness to attend the step by step and continuous formal education, so as to create a fair opportunities between men and women employees. In fact, female employees have the same professionalism with men, although the extent of women employees is more easily challenged by their personal features.

Abstract

80% of the geographical area in Indonesia is potentially considered as catastrophe areas. This condition needs more established disaster management bureaucracy. Indonesia has Law No. 24/2007 that regulates about disaster management and disaster bureaucracy. This research was conducted to study the implementation of this law in correlation with local autonomy principal. Case study methodology with structured interview guide was used to describe and analyze how coordination and participation after disaster organizational restructurization. Local autonomy in Indonesia indicated several consequences such as imbalance of power in the coordination and lack of resources, and also limited budget. Instead of problems that faced by local government, this study found an indigenous phenomenon of disaster that can reduce the impact of disasters in Kampung Naga. Several local values in this rural area deserve to be an asset for the dissemination of regional disaster program. In addition, this study offers a polycentric governance coordination mechanisms offered to be one recommendation for the lame command authority, budgeting mechanisms problem and human resources.

Abstract

Hak Asasi Manusia (HAM) acapkali menjadi diskursus kontroversial di di negara-negara berpenduduk mayoritas islam. Daiam konteks banyaknya kasus pelanggaran HAM di Indonesia yang kian tak tertangani, pernikiran Nurcholish Madjid atau Cak Nur dalam buku ini telah dielaborasi secara komprehensif sebagai jalan tengah pernaharnan kontekstual terhadap teks keagamaan. Islam yang mengatur hubungan manusia dengan Tuhan, antarmanusia dan semesta alam menetapkan sejumlah anjuran, kewajiban dan konsekuensi. Beberapa dari anjuran, kewajiban dan konsekuensi yang diatur dalarn teks keagamaan tidak jarang berpolemik dengan HAM dalam pandangan universal. HAM merupakan hak hidup primordial yang tidak dikaitkan dengan kewajiban apapun dari Tuhan. Sedangkan para penentang HAM modern berpendapat, manusia berpusat pada pengabdian total kepada Tuhan melalui ajaran agama.

Abstract

In addition to salaries and allowances to civil servants who are still actively working, government provides pension and superannuation. The latter program aims to create prosperity after the PNS is not actively working. However, the welfare of which will be felt to be nurtured and built himself during the civil works. Why is that? This is because the governments as an employer only facilitate the program. Under the auspices of PT. Taspen, funds collected through pension and managed superannuation. Compared to retirement income, the income of civil servants when they were still actively working is higher. With that kind of policy, if a civil servant were not saving from their income, she/ he should get ready to live with lower income when they retired. Even if the pattern of the life of a retired civil servant who has been witli before retirement, one can imagine each month will be a big burden.

Abstract

Badan Anggaran DPR di penghujung tahun ini akhirnya menyetujui usulan remunerasi bagi 19 Kementerian/Lembaga pada tahun 2012 dari 25 Kementerian/ Le mbaga yang mengajukan usulan remunerasi. Tentu saja ini merupakan kabar gembira bagi para PNS yang ada di ke- 19 Kementerian/lembaga yang telah disetujui, termasuk juga PNS di lingkungan Lembaga Administrasi Negara (LAN). Program reformasi birokasi yang digalakkan oleh pemerintah untuk memperbaiki kinerja birokrasi di jajaran negeri dengan memberikan kompensasi atas kinerja memang membutuhkan proses yang panjang. Termasuk LAN yang hams mengikuti seluruh prosedur dan ketentuan yang telah ditetapkan oleh Tim Reformasi Birokrasi. Sekedar mereview, secara garis besar, proses pelaksanaan reformasi birokrasi dimulai dari pengajuan usulan reformasi birokrasi oleh Kementerian/Lembaga kepada Tim Reformasi Birokrasi Nasional. Selanjutnya Unit Pengelola Reformasi Birokrasi Nasional akan melakukan penilaian kelengkapan dan verifikasi lapangan. Hasil Penilaian akan disampaikan kepada Tim Reformasi Birokrasi Nasional.

Abstract

Political parties are important instrument for democracy. Party plays a very strategic link between the processes of government by citizens. In fact, a political party actually determines democracy. Finally, the party is a very important institution for the enhanced degree of institutionalization in democracy. Indonesian Democracy Party of Struggle (PDIP) is one political party which has a long pursuit in the history of parties in Indonesia. But many voters said that the Indonesian Democratic Party of Stuggle yet institutionalized. This assessment set out from the large influence of the Chairman of the PDIP Megawati Sukarnoputri. Relying on this condition, this study aims to determine the degree of political institutionalization Indonesian Democracy Party of Struggle. In this study, the author uses PDIP of Central Java which diverges in the region as an object of research. In assessing the degree of political institutionalization PDIP of Central Java, the author uses five parameters, namely (1) Systemless (2) Value infrsion (3) Decisional autonomy (4) Reification (5) Age of the organization. This study using qualitative methods through interviews with political elites in PDIP of Central lava. This interview was conducted against the elites who are considered competent to answer the question in this study. Meanwhile, to measure the degree of public knowledge of PDIP, the author also conducted a sample survey with nonprobability sampling methods. This survey conducted on IOU respondents spread over seven districts / cities in Central Java that includes, Semarang, District Kendal, Demak, Semarang District, Magelang District, Kudus, Purwodadi. Respondents used in this research are people who are considered eligible to participate in the survey, those who already have the right to vote in the election with a variety of professional backgrounds. The results showed that the political institutionalization of Central Java Indonesian Democratic Party of Struggle still in a low degree of institutionalization. This conclusion is drawn from the assessment of research results in each parameter used. This condition occurs due to the dominance of main political elite of Indonesian Democratic Party of Struggle which always intervention in determining all political decisions in the area, DPD PDIP Java as the representative of the local party acted only as an object of the patient from the decision issued by the central elite of PDIP.
