Abstract

This study intended to analyze and provide empirical evidence about the influence of one of the factors that can affect the reception area of the tourism sector which is the number of tourist arrivals to the Entertainment Tax, Taxes,Tax and Revenue Regional Restaurant. Sources of data used in this study are the financial statements of Bandung in the period 2005-2012 were obtained from the Department of Tax and tourist traffic data obtained from the Department of Culture and Tourism of the city of Bandung. The design of this study used descriptive and explanatory nature of the causality method to determine the influence. By using the product moment correlation analysis. The results showed that the number of travelers is positive and it has significant effect to the Entertainment Tax of 63.8%, amounting to 64.6% hotel tax, restaurant tax of 80.4%, and revenue regional (PAD) of 52.9%. Government of Bandung city is required to continue to explore and manage the tourism potential held in an effort to increase tourist arrivals. Because the tourism industry is one sector that is reliable for the reception area

Abstract

The purpose of this study was to determine the effect of employee competence to quality financial statements, the effect of organizational commitment to quality financial reporting and jointly determine the effect of employee competency and organizational commitment to quality financial reporting unit (SKPD) in Bandung. The method used is the multiple correlations, analysis of a total of 39 units of work units on education entities. Respondents of this study are part of the staff at each entity and the financial inspectorate Bandung. Based on the analysis that had been done, that there is a positive effect between employee competencies against the quality of financial reporting by 41.8%. There is effect between organizational commitments to quality financial reporting by 37.6% and together the competence of employees and organizational commitment affect the quality of financial reporting unit (SKPD) in Bandung by 25.9% and its residual influenced by other factors.

Abstract

Kabinet kerja yang baru dilantik pada tanggal 27 Oktober 2014 lalu mengisyaratkan bahwa anggota kabinet yang terpilih adalah orang-orang yang memiliki integritas dan kompetensi di bidangnya. Merit system yang tidak sekadar pertimbangan pembayaran hutang politik terlihat dalam pemilihan para pejabat yang duduk di kabinet. Pada level pusat, sistem ini telah dimulai. Meski demikian, kabinet yang disebut dengan Kabinet Kerja ini mengemban pekerjaan rumah birokrasi yang tidak sedikit. Data tahun 2013 menunjukan bahwa proporsi terbesar belanja daerah adalah belanja pegawai, dengan proporsi di atas 40 persen.

Abstract

This study aims to audit the quality of Indonesia's development policy in the light of human rights (HAM). The audit is needed to get a full picture of the fulfillment of human rights situation in Indonesia in development. Analytical tools used to audit the quality of Indonesia's development are some key concepts in the international Covenant on ESC rights such as the maximum available resources, progressive realization, non-retrogression, and minimum core obligations. The method used in this study is a descriptive analysis and rely on secondary data through the study of literature to the works previously published research, books, journals, and official statistics from government and international agencies. Overall, the performance of Indonesia's development policy can be said to be still less qualified. The study results also show that the results do not show development maximum available resources, progressive realization, non-retrogression, and the fulfillment of minimum core obligations. As a result, the quality level of social welfare has not improved in spite of the political budget for social development from time to time.

Abstract

Fiscal decentralization is a form of delegated authority of the central government to local governments in matters of financial management. Local governments are given the authority to explore potential sources of local revenue in accordance with applicable regulations. Submission sources of revenue for local governments in the region should ideally be able to encourage selffinance its expenditure. Minimum local governments are able to finance expenditures of local government employee nevertheless remains dependent on central government transfers, it is shown by the local government is still dependent on the balance of funds by the central government through the DAU, DAK and other legal equalization funds. This study aims to determine the level of regional dependency on the central government decentralization era during his journey in the past 10 years (2001-2011). The sample in this study are some regencies/districts and cities in the Province of West Java. The results showed that the degree of independence of local government is still low, which means dependence on the central government is still high. Some areas even shows for local income can not afford to finance recurrent expenditure.

Abstract

Regional autonomy as local independence acceleration policy framework still has not managed to demonstrate achievement, especially in the fiscal aspects. Start from these problems, this research aims: first, examines the relationship between the General Allocation Fund (Dana Alokasi Umum, DAU) and expenditure area consisting of operating expenditure and capital expenditure; the second examines the relationship between revenue local own (Pendapatan Asli Daerah, PAD) and the expenditure area consisting of operating expenditures and expenditures capital. Third, it examines the relationship DAU and PAD; Fourth, it examines whether there is a flypaper on capital expenditure and operating expenditure regency/ cities in Indonesia during the period 2004 to 2013. In line with these objectives in research analysis tool used is the Granger Causality Test and Vector Autoregressive (VAR). The results show: first, DAU and operating expenditures do not have a reciprocal relationship, while the capital expenditure, DAU has a reciprocal relationship with the capital expenditure. Second, revenue and operating expenditures have a reciprocal relationship, so did his relationship with capital expenditure. Third, DAU and PAD do not have a reciprocal relationship, even though it is actually contrary to the practice that occurs in a government in which the determination of the amount of DAU is based on the PAD. Fourth, there is a flypaper in relation DAU, PAD with capital expenditure.

Abstract

Production and consumption of cigarettes in Indonesia is very high have an alarming number of parties will be disruption of the right to health and public health. Some have urged the government to take steps to tobacco control. Steps to accede to the Framework Convention on Tobacco Control (FCTC) becomes an important effort exerted pro-tobacco control group. But the discourse of tobacco control for this still dwell on health issues as such. Not many people who put human rights as an effective instrument in the issue of tobacco control. In fact, besides the presence of a large wedge issue between tobacco control discourse and the discourse of human rights, the human rights approach also provides a reporting mechanism to ensure the operation of norms in international human rights treaties. Committee of the International Covenant on Economic, Social, and Cultural Rights (ICESCR) has issued recommendations to the Indonesian government to ratify the FCTC. Government of Indonesia, which became a state party to the ICESCR, should comply to that recommendation. Steps to accede to the treaty was not done in the era of old government (2009— 2014). Now the hope to ratify the treaty was based on the new government's commitment (2014— 2019) which campaigned for the protection of the rights of vulnerable groups, especially children. Accession FCTC is a form of government commitment on tobacco control in order to protect public health and the right to healt.

Abstract

Leadership training for supervisors (Diklatpim Tingkat IV) is one of the training, which is frequently implemented by public training organisations in Indonesia. This training aims at improving the supervisors’ leadership competencies in order to improve their performances. This article is a summary of the result of the research on the effectiveness of leadership training management for civil servants, implemented by two training institutions, Bandiklada Provinsi Jawa Barat and Balai Diklat PU Wilayah II Bandung. The research is intended to firstly describe the current practice, and secondly to analyze the effectiveness of leadership training management, and finally to formulate a hypothetical model of the management of leadership training for supervisors in these two training institutions. This research employed a qualitative method with three data gathering techniques, namely, interview, participant observation and document analysis. Based on the result of the data analysis, this research concludes that the management of leadership training for supervisors in these two training institutions has not been fully effective. Based on these findings, this research developed a hypothetical model used as the strategy to improve the effectiveness of leadership training management, namely, a competency-based leadership training for supervisor model, that can be implemented by these two training institutions.
